eugene hillsman. one of the things i'm happy to talk to you about is the dual licensing structure in place for cannabis in california. you need both a state license and a local permit from our office or the department of public health. here you see the organizations that are responsible for permitting those businesses, depending on activity type. so for retailers, distribution, laboratories, and microbusinesses, they're currently regulated by the bureau of cannabis control. for cultivators, they're regulated by cal cannabis and the california department of agriculture. and for manufacturing, they're regulated by the california department of public health. earlier this week, governor newsom made an announcement in which in order to increase efficiency and communication, to consolidate those agencies into one department, the department of cannabis control. we expect that that will happen some time in july of 2021. it is coming, but right now there are three agencies, and eventually they will consolidate

us do the work that we do. >> good afternoon, commissioners, eugene hillsman. currently the state of california has a dual licensing permitting structure. in order to operate a cannabis business in the city of san francisco, you need both a state license and a local permit. these are the three agencies that are required based on the activity type, you interact or engage with a different agency. for laboratories and microbusinesses, it is the bureau of cannabis control and the department of agriculture. and for manufacturing, it's the department of public health. recently the governor announced that these three agencies will be consolidated in an attempt to increase efficiency, and we expect that will happen in the summer of 2021. that new department which would be considered the department of cannabis control will also include a dedicated enforcement unit. so here you see a list of our prior to processing categories. right now we're only processing equity applicants in addition to this expedited processing category, there are also recipients of fee waivers and
