good morning to you. >> reporter: good morning, eun. all terrain vehicles and dirt bikes it is illegal to drive them on district streets but the law is often ignored. if you're caught the penalties just aren't that stiff. but council member kenyan mcduffie is trying to change all of that. he's introducing a bill later on today that would create a tiered system where penalties fines and jail time would increase with each violation. now, police are looking for more than a dozen people of interest in the shooting death of reporter charnice milton. surveillance video shows them riding atvs and dirt bikes. now, under this legislation being introduced today the first offense if you're caught riding one of the atv or a dirt bike, you could get 30 days in jail and a $250 fine. for a second offense, 90 days in jail, a $500 fine. you could have your license suspended for up to six months. for a third offense, 180 days in jail, $1,000 fine. and you could have your license suspended for one year. currently there's one penalty, 30 days in jail and a

>> reporter: well eun, i can tell you this is a very difficult fire event.take a look at the center of the house, you can see that the roof is gone. i was just told a little while ago that the upper floor and first floor pancaked into the basement. so very difficult conditions. the house was fully engulfed when firefighters arrive when rescuers got here they noticed there were two cars in the garage. that caused some concern because they did not see anybody outside of the house. and the homeowners and the occupants there's a family of four that lives here, they are still unaccounted for. this video that you see here of the flames this was shot by the fire department earlier overnight when the fire broke out shortly after 3:45 this morning. they have searched much of the house, but not all of the house. the area that pancaked into the basement. being one of the areas that they are still trying to access. they talked to neighbors, no one seems to know where the residents of this home are. so at this point, investigators don't know if they were home or if they
