>> reporter: eun, the damage is dramatic. perhaps you can see that top floor balcony is gutted by fire down there and also on the ground. crime tape still cordoned off the area. this fire was so bad that residents are trapped on their balconies. cell phone video showing the fire ripping through the roof at this glen rock glen rock avenue. this fire broke out on sunday morning and by close to 8:30 a.m. the prince george's county fire department says the switchboard was flooded with calls about this. neighbors working quickly had to help each other. a woman lowered an 80-year-old woman to the ground out a back balcony and on the front third floor balcony neighbors say a woman was forced to toss her children into a neighbor's arms. residents said they heard her screams and request to call the 911. >> i heard this lady say, help me, help me, get my kids. call 911. i saw guys running over there. she started tossing them off the balcony, tossing her kids. >> reporter: now five people were checked out on scene. two were taken to the

eunice eun reports from china. >> reporter: china's excess steel is raising tensions overseas. it's also raising sensitivities back home. we came to this town, two hours from beijing, in a northern province which makes more steel than the entire united states. washington has accused china of flooding global markets with cheap steel. beijing has repeatedly issued plans to reduce production but those efforts haven't gone far enough. analysts estimate that operating capacity in china actually increased last year, as local officials, investors, and banks keep mills open so workers can stay employed. behind me is the local steel mill. the townspeople say the authorities here have repeatedly over years instructed the steel mill to scale back capacity. but last year officials found that it expanded capacity. and that's a problem here in china. it quickly became a problem for us too. we've only been to the steel mill for a couple of minutes but the police have already stopped us from filming. they aren't letting us leave. it goes to show how sensitive the issue of steel and excess capa

justin, good morning to you. >> reporter: eun, good morning.e have seen firefighters do sight surveillance of this building. from on high they continue to douse hot spots and other potential flairup points. now chopper 4 was over the scene as that fire broke through the roof monday. this is at the hughes 47 development off berwin house road. mixed use building with apartments above and commercial space below. it spans a city block. we know that fire traveled about that building inside. the building itself now at risk for collapse because it's largely wood inside. once you add fire, smoke and water damage, there is a potential for serious problems. prince george's county fire officials say the hughes 47 fire is shaping up to be one of the largest fire responses in county history. the damage totaling close to $40 mill helped back the county here. more than 200 firefighters in all. this fire burning for close to six hours sending heavy smoke into the area making the air unbearable. >> my whole house is consumed with smoke and, i mean, it's unbeara
