there's rain up in eureka. those showers will stay eureka north for the next couple days. as we prime getting ready for what will occur wednesday night in to thursday. so the radars are sweeping but not showing anything now. as you see out there, temperatures are mild. 59 degrees in santa rosa. that's not bad. with the sun setting and it being cloudy all day, so it's definitely a warm moist air mass. 60 in san jose right now. it's an active pattern as i've been pointing out. that active pattern stays with us this week in to next week, probably the next couple weeks after that too. getting ready for winter, get everything kind of ready, the house, what have you, because it's going to rain. as we head in to tuesday, mild and muggy. a lot like today. as we head in to wednesday, more clouds. mild and muggy and overnight wednesday in to thursday. this system kicks in. it's going to be a very powerful system but for areas north. for us if we get a half inch to inch of rain, maybe a little bit more than that. the model does this tuesday morning. there's your day tuesday afternoon

the heart in eureka, missouri have closed up shops and they've piled sandbags five and six feet highs to proprevent water from entering through the crevices of the windows and doors. they've disrupted roads and shutdown major highways here and in fact, just behind me you can see where a car, a red truck that is almost completely submerge side trying to make its way through these waters when it was stopped short. the national weather service says that 50% of fatalities coming from floods are also related to the vehicles. in fact, 13 of the 14 people killed here in missouri had their cars swept away while they were inside. that's why the governor is asking people to be extremely careful to avoid travel and to especially avoid roads like this. >> parts of tennessee still cleaning up tonight from last week's tornadoes. here's another example of just how powerful those storms can be and the tornadoes did not damage this family's tennessee home, but the winds did leave a single piece of paper on their front yard. the last page of someone's will. it turns out it belongs to a husband and wif

i'm standing here in the heart of eureka, missouri.hen i spoke to the mayor earlier today he said this is the town's entertainment center. this is the heart of this town. this is where they have free carriage rides in the winter and summer concert series. look at it now. you can see debris floating by in the water. you can see sand bags piled five and six feet high. that is just to protect these local businesses to keep the water from entering the crevices around the windows and doors. we have seen entire cars submerged here as they try to cross this water and that is why governor nixon is saying that the 22 deaths that have so far been reported, many of which he said were preventable, 13 of the 14 people who died here in missouri died in their cars. the national weather service says 50% of flood fatalities are vehicle related. another problem, he is saying they are not sure whether or not they will have to turn off power for fear that they could become shocked or electrocuted. there is still some christmas lights here around the busin

to the north across parts of northern california, talking extreme northern california, up towards eureka, that's where we're following the rain. towards 7:00 we'll see light showers. really that's the key word, light. we're in the going to see anything heavy for the north bay. as we head through tomorrow, we could be talking about pontding on the roadways, even debris flows especially around the burn areas. temperatures today back into the 50s. again, light showers for the north bay throughout the day. let's talk to mike and see how the morning commute is shaping up. >> we'll feature one of the shots you also showed. this is from emeryville and the bay bridge. you see the towers on the san francisco side. this is where the fog is still touching you. that will be an issue for visibility. patches for the north pay, orange highlighting especially along the coast, i-80, fairfield heading to or from sacramento. those are the areas distributed. the same areas in general are the concern. anywhere south of there, an easy, light drive. visibility is fine and traffic flows through the tri-valley.

it had flooded this town, the town of eureka, missouri, but as you can see over my shoulder.ad is now open and the water has receded and this is part of a flood that occurred over the weekend and last weekend, the major winter storm that came here dumped 20 inches of rain in a very short amount of time. the water ground level was already saturated and it had nowhere to go and the rivers came out of their banks and there was no flooding in st. louis and 7 1/2 feet lower than the record in 1993, but here at the meramec river, it got up to 44 feet. that's 28 feet above flood stage and four feet higher than its ever been in recorded history and all of this water is going into the mississippi. as we said, it's receding right now in the st. louis area, but it's headed downstream toward memphis. the flood warnings are up in arkansas and louisiana, as well as this massive amount of water continues to move south to the gulf of mexico. chris? >> thanks, charles. the one good thing is we saw charles there. we didn't see any rain falling behind him. >> when is this thing going to start r

nbc's morgan radford is in eureka, missouri. spoke to the mayor earlier today, who said the concern and the priority is about 2,000 people who he called isolated, not necessarily trapped, but isolated and getting to them, getting help, how is that effort going? >> reporter: that effort's going so far smoothly. as you can see, i'm standing in knee-high water. this is spill over from the merrimac river which crested at 3:00 a.m. this water rose eight feet just in the past 24 hours. that's about what was expected. it crested at 28 feet above flood stage. meanwhile, you mentioned the death toll. it has risen to 22. 14 people have died here in missouri, 13 of whom were swept away while they were in their cars. another eight died in illinois and that number is expected to rise. illinois rescue teams are searching for two missing teenagers. meanwhile, here in missouri, 17 cities have been asked to conserve their water and that's because this flood water is expected to affect the treatment plants. right here in eureka, where you mention
