also with us today, is senator evan bayh. senator evan bayh is a former two-term governor, served also as the secretary of state of indiana and served in the u.s. senate from 1999 to 2011. as governor of indiana, he enacted welfare reform, cut taxes, and brought about fiscal disciplines to state's budgets. in the u.s. senate, he was a leading voice, advocating for fiscal restraint, on government spending. he also worked in a bipartisan manner, something missing right now, to seek consensus on several key issues, including financial services reform and health care. our plenary session will begin with remarks from senator huntsman and senator bayh to be followed by what i'm sure will be a great conversation facilitated by ntsl vice president senator curt scramble from utah, the senator pro tem. however, before we go to the comments, we'd like to share comments on you, the co-chairman that has no labels and governor huntsman. >> this is senator joe manchen, it's my leasure to send greetings to all of you. i regret i cannot join

. >> evan bayh, democrat from indiana. >> yeah, evan bayh was this, you know, two-term senator.he retired very, very extravagantly in the pages of "the new york times" about how washington is broke and how he was tired of all the yelling matches and partisanship and how nothing gets done. and he wanted to get into an honorable line of work. and a lot of his colleagues were not happy with this description, but also were rolling his eyes because they were, like, "where was that outrage when you were in office?" and one of his colleagues said, "well, that's the most effective speech he's given, you know, in eight years here, or in 12 years here." he immediately joined fox news, he joined the chamber of commerce. i mean, this is someone who was a runner up to be president obama's running mate. he and andy card, the white house chief of staff under president bush, they sort of did a dog and pony act in which they would go out in the country on behalf of the chamber of commerce and -- >> which is the biggest business lobby -- >> biggest business lobby in washington absolutely. >> in w

let's talk about it now with evan bayh and senator jon kyl. let's start with you, senator kyl. sentiment has not been only for president obama but any president that would rewrite laws by giving speeches, what's the danger there? >> there was concern as he reached out in the foreign policy area. presidents send to do that. what is different about obama is that i think probably at least since fdr he has pushed the limits of executive authority on domestic matters to the limits. on immigration reform he's decided not to and all welfare laws, education, anti-drug laws, he has simply decided not to enforce divisions of the law and the biggest example is obama care where the employer mandate was delayed a year. if you like your insurance, you get to keep it well. turns out the law says, no, you can't. so he directed the state incidents to direct the insurance companies to go ahead and provide the same policies they had had before and also there's no subsidy provided for the federal exchanges as there is the state exchange and these are a lot of examples that more than any recent pre
