so we have people in all 50 states. >> evan perez joins me live here.'ve been working the phones since last night on this very story. and now it breaks. my question for you is what exactly are the specifics contained within this complaint? it's about 23 pages. i haven't been able to read through them yet. but you know there's serious probable cause and beyond in this. >> right. right now what they're charged with is material support of terrorism, which is the standard charge that you bring against people who are trying to travel overseas -- >> or doing what else other than the travels? >> beyond the travels, they were planning to travel to turkey and then eventually to syria. they also, if they were thwarted in trying to get over there, they were planning to carry out attacks in this country, which is something quite different from what we've seen in these cases. that's what makes this particular case worrisome. they talked about using guns to attack police. they also talked about if he couldn't get anything done, he would go to the fbi and kill fbi age

for more on this, let's bring in cnn justice reporter evan perez and correspondent will ripley. evan, first with you, what more are you learning about this alleged plot and what's happening now in terms of law enforcement? >> what's interesting about this case especially from the fbi's standpoint, for some time they've looked at these types of isis recruitment cases and they haven't seen networks or anybody who is trying to finance these people, to try to go overseas. a lot of them are stealing money from their parents before they do it. in this case we have, according to the allegations from the fbi, we have someone who is apparently financing a network with these three men. the eldest suspect whose last name is habibov, he owned a set of kiosks that repaired cell phones up and down the east coast. he was in jacksonville when he was arrested. that's what's interesting about this from the fbi's perspective. he had the means, and the question is who else was he talking to? he had a lot of people he was dealing with. >> you have new information about a new possible suspect we want

joining me now, justice correspondent evan perez and former analyst, evans. >>> any time now, any moment now we expect that two of the suspects will be making their appearance here in court in brooklyn. they'll be read the charges. this investigation is far from over. the fbi started wlooklooking at these guys last year when they noticed at least one of them making threats, what appeared to be threats online in an uzbek language website where people discussed isis ideology and propaganda. that's when the fbi decided to investigate further. they introduced him to an undercover informant who was able to record some conversations with the suspects. that's one of the scary things here. if this guy hadn't gone online and said something, frankly, really supervisedtupid, his desire of carrying out an attack to assassinate president obama, this probably would not have gotten any notice. when these guys go online and talk like this is when they typically get the attention of the fbi. sometimes without that, they have no idea. >> and talk is cheap, you could say. it's when they're actually showing

also with me is evan perez, our cnn justice correspondent. i want to start with you, evan. i know you're still learning details about the recent arrest. what do you know now about the suspects? >> we know that the suspects got on the radar of the fbi last summer. after the fbi saw them posting very alarming things on the internet in a website that traffics in isis ideology and propaganda. they decided to introduce them to an undercover informant who then was able to record them as they talked about what their plans were. we know that, in addition to traveling to turkey and eventually to syria, if they were thwarted in those plans they were talking about air kag out attacks in the country, trying to attack president obama or kill police officers or fbi agents or even bomb coney island. one of the suspects is on these websites talking about those plans. >> that's what's so crazy to me. they're online. it's essentially a public forum. anybody could intercept these communications. are they talking law enforcement to take action? >> i think there's some of that. in a lot of the

evan perez is in the audience at georgetown university. he joins us by phone. what did he say? >> reporter: carol, the speech is just beginning at georgetown university a very unusual speech because this is not something that fbi directors usually address except in the context of investigations and civil rights investigations. but cony felt he wanted to weigh in on this issue because it's obviously been on the forefront of the national discussion in relation to ferguson and staten island and other places where police shootings have raised questions about whether or not there's inherent bias in policing in this country. right now he's talking about the issue and says essentially that cops don't go into their profession intending tobiased but it is part of society. it is something police have to deal with. he's talking about a national conversation. this is something that eric holder the attorney general, has addressed in recent months and, as you know has gotten a lot of backlash over because people think perhaps he's not being sufficiently supportive of police. coomy is lending

cnn justice reporter evan perez joins me with more on this. good morning. >> good morning, carol.e fbi says they first got on to last summer when the secret service alerted them there was this website, an uzbek language website with a posting from someone in brooklyn who was musing about perhaps assassinating president obama. that's when they decided to pay a visit to this suspect. the suspect is abdurasul juraboev. in the next couple days the fbi visits both him and his roommate and they discover these postings are accurate not only do they support -- express support for isis, but they're talking about doing other things as well. fast forward, carol. the fbi introduces an informant to try to talk to all three of these suspects because they want to see where this might lead. the plan accelerates somewhere in february this year when the fbi hears again, they're monitoring them looking at their e-mail and they see that they are accelerating plans not only to travel to syria, but they also notice that there is someone who is trying to finance and perhaps build a network around these

the latest from deborah feyerick outside of the federal courthouse and evan perez who first broke the story of arrest. deb, what's the latest? what do we know about these suspects and exactly what they're accused of? >> reporter: we can tell you two of the three here were at federal court today. the hearing delayed because one man asked for an uzbek translator that took a couple of hours to delay this hearing. the 19-year-old, he was picked up on the jetway. he was arrested as he tried to board the plane to turkey in order to get to syria. the third man, the money man, he was in florida. he owns a series of kiosks in savannah philadelphia virginia beach. that's how he makes money, and fixing mobile phones. all three have been charged with conspireing to provide material support to terrorists. they wanted to jihad to syria but had back-up plans, aerndnderson. one reason the 19-year-old, his mom confiscated his passport fearing that's exactly what he wanted to do so he came up with a plan b according to court documents. he allegedly was going to join the military and information to isis

our justice correspondent evan perez is following these developments from washington. evan what do you know about this young man? >> reporter: this ways chaos is exactly what the white house and fbi has been warning for some time and what this entire conference in washington that we have been talking about which is the threat of these young people who are being lured to go fight overseas with these groups including isis. in this case ahmed is the name of this young man he's 19 years old, he was detained with three others they're all from minnesota and the allegation from the fbi is that they were on their way to turkey and eventually over to join these extremist groups. in the case of hanza ahmed who is charged with providing material support to isis the allegation here is that he was helping these others travel brooke. we expect that there's going to be a lot more information on this case simply because the -- all the facts have not been released by the justice department which indicates that there's still some more investigation to be done. perhaps more people that co

. >> let's bring in our justice reporter evan perez.nt there, but this is a serious issue the fbi director is addressing today. >> that's right, wolf. it's not even very common the fbi weighs into this issue. they tend to stay away from this. it is something he felt he needed to do to address the big conversation people have been having since ferguson. one of the things he's talking about is officers often work in very difficult neighborhoods where a lot of the crime is carried out by men of color. and what do they do after seeing this year after year? and here's a little bit of what he had to say. >> police officers on patrol in our nation's cities often work in environments where a hugely disproportionate percentage of street crime is committed by young men of color. something happens to people of good will working in that environment. after years of police work officers often can't help but be influenced by the cynicism they feel. a mental shortcut becomes almost ir irresistible. two black men look like so many on one side of the str

evan perez is here. he has details for us. what are you learning?ething of a milestone for federal prosecutors in st. louis. they brought an indictment against antonio whiteside, a 26-year-old from the st. louis area. they say that he was responsible for lighting fire to the ferguson market. the ferguson market if you remember is the scene of a strong armed robbery that included michael brown, which happened just before his confrontation with police in which he died wolf. authorities circulated this video that showed this suspect appearing to have some kind of liquid that he was using to try to light the market on fire. fortunately, there were people in the market who were able to put it out. the market is still in operation. we reached out to them today. they had not heard about the charges. >> we will follow up of course on this. thanks very much evan perez. let's bring in jeffrey toobin tom fuentes and don lemon. you spent a lot of time there in ferguson don. was your reaction to the news that one of the fires in the wake of the michael brown gra

let's bring in justice correspondent evan perez and mark potoc to talk some more about this. police fear these groups because they, meaning the police, are really the most common targets, right? >> that's right, randi. you know, these encounters are sometimes just routine. the cops trying to stop someone for a traffic infraction or to serve a warrant from the courts. and they get into these shootouts with these suspects and 2013, you know, there was this suffolk paul conchia killing a tsa officer and in 2014 another case on a walmart in which gerald miller and his wife amanda killed two las vegas police officers and a bystander. routine things that police are much more likely to encounter around the country than, say, the islamic threat. not to say that's not a very serious threat. >> what is the fbi saying about this threat? >> well, that's one of the things that, you know, they say at the top of their list because they hear from law enforcement, look, you're focusing on the foreign threat but at the same time for local law enforcement, they're much more likely to run into t

cnn's justice recorder evan perez joins me now from washington. cool thing about this if you're legally geeky, like you and me, effectively the administration is going back to the same judge to say, could you just freeze everything you did while we appeal what you just did. how likely is that to happen? >> that's very unlikely to happen. and that's one reason why they are trying to see if they can speed up the clock a little bit. jo josh earnist was just addressing. saying the injunction is too broad. the administration is saying that if you want to put an injunction, we can strop preparing these types of measures in texas but let us go ahead with the president's immigration order in the rest of the country. and if that argument fails, ashley, they also have a couple others, including that this is also about national security. here's a little snippet of what they're arguing in this stay request. stay pending appeal is necessary to ensure that the department of homeland security is able to most effectively protect national safety and the integrity

now, our colleague evan perez his sources are telling him that so far the investigation has not found was a hate crime. but that it was an issue with a parking space. however, of course there are many levels of evidence of when you're talking about an investigation that can take some time. now, meanwhile, many many disagree with that and today 150 faith-based organizations and civil rights groups sent a letter to the u.s. attorney general eric holder asking for a vigorous full investigation into whether this in fact was a hate crime. investigation on the federal level. they're saying that the u.s. attorney general's office needs to show that they care about all americans and this is a time to step forward and show that caring. this is taken an international stance also. the president of turkey actually came out today talking against the u.s. government asking why u.s. officials have not come out to talk about this atrocity that happened right here in north carolina. that these were not terrorists. that these were young students here at universities. one in dental school. the parents a

evan perez, thanks very much. >>> we are also learning of another threat to upscale shopping malls. this morning, coming from the u.s. embassy in amman, jordan. our pentagon correspondent barbara starr is working on this story. what are you hearing about this u.s. warning to all americans who are in jordan right now, or planning on visiting jordan? >> reporter: well the u.s. embassy in jordan has issued a statement warning americans embassy personnel, their families american citizens in jordan for the coming days to stay away to avoid what they are calling high end shopping malls in amman, jordan. there are a few of them there and they are warning them to stay away from them. they say there is a threat. they say the timing and the exact type of threat is not known but that there is credible information that there is a threat in amman. jordanian officials certainly have ramped up security in that country in recent weeks since the capture and killing, of course of the jordanian air force pilot by isis and the rising sense that there is an isis threat against jordan. so that seems to b

let's bring in our justice reporter, evan perez, with much more on this. what do you make of this? is this something you've been hearing from the fbi? this seems new and significant they are looking at radicalization in all 50 states. >> it's a growing phenomenon and something the fbi is struggling to keep its eyes on. that's what he was doing here spo speaking to a group of attorneys general from across the united states. they are talking about people they don't know who they are. perhaps maybe state and local law enforcement will find these people first and they're hoping that that is the case because the fbi has already seen in a couple of cases where you have people who have traveled from -- a case of a kid who traveled from florida, went to syria and came back and forth and the fbi didn't really know about him until he blew himself up in syria. that's the danger and the fbi knows that it cannot see all of these people. >> the director made a joke about alaska. it wasn't really about a joke. talking about alaska right now. the issue is that it shows that this is spreading. >> i

sources tell me partner evan perez that there are no indications that investigators have gathered socrime. but again, it's ongoing and very preliminary. wolf? >> you know tom, you are a former fbi assistant director. now that the president has weighed in the fbi has weighed in the justice department is weighing in at least they suspect it's possible this wasn't simply a crazy guy upset about parking but it could be actually a hate crime. right? >> wolf not to dispute the president or the attorney general, they should be aware that the fbi was asked to come in and help the chapel hill police department the night of the murder. they helped do the crime scene. they have been helping from the beginning and providing expertise to the police department even before it has been called a preliminary inquiry or any other name that is what washington provides for an investigation. because the police department recognized they don't have the experts in proving the elements of hate crime. they could do a triple homicide. but they knew and said sewed from the beginning that they knew the world wou

let's get some more with our justice reporter evan perez. he first broke the story for us. fuentes is joining us. tell us what happened here. >> well wolf the fbi started looking at this immediately after the shooting. that's something that we didn't know how much of this they had actually done. and then they stopped when the state of florida decided to prosecute george zimmerman and began again after he was acquitted in 2013. so they've had this case for three years. they interviewed 75 witnesses and reviewed everything that the state presented and in the end they couldn't get enough evidence to find that he knew he was breaking the law, that he -- beyond a reasonable doubt is what the standard here is that he knew he was breaking the law and he intended to violate the civil rights of trayvon martin. >> the trayvon martin family issued a statement. they were disappointed although grateful that the justice department went through this process but it is a very high bar the justice department has to cross over in order to file civil rights charges after an acquittal in the ca

i want to bring in evan perez. he has working his sources.ng about this investigation? federal authorities are now looking into it as well? >> everybody in washington and down in raleigh is monitoring this. they are looking at is very closely. a lot of pressure on the federal government because of this allegation that it could be a hate crime. we know that the police and fbi have been looking at this suspect's computer all day today. they have been looking through every single thing that perhaps he was planning to do this based on religion or against muslims. they have found absolutely nothing. he has no criminal record. he is unemployed. there's nothing indicating any pattern of violence or anything that would suggest he would do this. >> no one believes this is over a parking spot. >> that's the thing. a lot of people are finding it hard to believe. so far, this is what i know this is what police know from what has happened. apparent apparently he found the victim's car in what he said was his parking space. this is a dispute they have had

our justice reporter evan perez is here with details.es. >> before the attorney general leaves office in the next couple of weeks, we expect he will wrap up a couple of matters on the michael brown situation. the justice department has been doing a pattern practice investigation of the ferguson police department. we expect that they will announce findings, the attorney general will announce findings there was a pattern of discriminatory policing by the ferguson police department. this includes the practice of doing traffic -- targeting minorities. in some cases, some of the people were not able to pay their fines and ended up serving time in jail. in addition to that at the same time they announced these findings against the ferguson police we expect they will announce that there will be no charges against darren wilson the officer who shot michael brown. those two findingsing will ss will be a big deal to wrap up the attorney general's tenure. >> what will they say was there racism? we know missouri is predominantly african-american. th

let's go in depth with our justice reporter evan perez, our senior international correspondent nic robertsonland yard in london. also our law enforcement analyst tom fuentes, former fbi assistant director and former u.s. congresswoman jane harmon was the ranking democrat on the intelligence committee and is now president and ceo of the wilson center here in washington. evan what are you learning about the hunt for the so-called jihadi john mohammad emwazi the revelation of his identity? how is all that playing? >> reporter: well the fbi played a big role in trying to gather the intelligence you know working with british authorities as well to try to get, they are trying to build a case just in case they can try to bring him to justice in the future. they interviewed a lot of the former isis captives people who have been ransomed people who have been released and conducted all those interviews to try to gather any intelligence they could. what's interesting is that if you remember several months ago there was an attempt to carry out a rescue of several of the american captives being held by i

let's bring in evan perez to discuss this investigation, because it speaks to what we're dealing with with jihadi john evan and how difficult it is these cases are to make. let's start with the lynchpin of the arrest of the terror investor what is that? >> this represents a big change in what we've seen in these types of cases, according to this current complaint by the fbi, we have a real network here. we have an investor essentially who's financing these, what basically the two men, who are going to go fight in syria. if they can't do that they're planning to attack here in this country. the back-up plans they had, which is to perhaps assassinate the president or kill fbi agents was more aspirational. this is something the fbi has seen before and they expect that you know it's not very difficult to go from aspirational to actually carrying this thing out. one of these guys as he was boarding the plane, ended up not being prepared for his flight. because he didn't actually have a visa to get into turkey. it shows you that this plan was not very well thought out. but thank goodness th
