let's get back over to cnn justice reporter evan perez. through what you're hearing from your sources on the initial theory from the u.s. side. >> reporter: well, kate, you know, it's important to make note that officials aren't ruling anything out. obviously there's still the possible of mechanical failure here, although people think it's very, very unlikely given the circumstances of what we're watching here. there is the leading theory at the moment is that there's some kind of deliberate act, whether a bombing or somebody who tried to glib rdeliberately bring thie down. whether it's a crew member or someone who rushed the plane. there are various parts of this that simply just don't make sense, which is why the leading theory that officials i have talked to say is most likely a bombing. now, this is an aircraft that went from -- before it flew from paris to cairo was -- flew to eritrea and to tunis before landing in paris. that's part of something that investigators will have to look at to see whether or not there was any security risk

. >> nick, let's bring in justice reporter evan perez into the conversation as well. evan, your understanding is if he is to be extradited he would be sent to brooklyn. is this something that could happen as quickly as this weekend, especially because of the maybe less than secure facility that he's in in comparison to where he was? >> fredericka, at this point, that wasn't the plan to send him to the united states this weekend, that wasn't the plan as of yesterday. but what nick was referring to is certainly something that's on the mind of u.s. officials. the prison where el chapo is being held and the prison from which he escaped is the most secure prison in mexico. the juarez prison is not quite there. so the concern is whether or not this is a facility that they can ensure he's supposed to be kept behind bars or whether or notes there a need to try to accelerate to be able to get him to the united states. the u.s. has been making plans for him to be transferred to brooklyn to stand trial. those plans are ready, they can at a moment's notice send the plane over and

look at all of the angles in the hour ahead, starting with evan perez. you have been on the phone all day. the latest on the investigation. what are you learning? >> reporter: john, even at this hour, we know officials in washington are working, focusing on the flight manifest of the aircraft. they want to know everything they can about people that were on board this plane, that includes the 56 passengers and the 10 crew members. 3 security members and pilots. nothing had been ruled out at this point, there still could be signs of mechanical failure. they haven't recovered the wreckage, certainly haven't recovered black boxes which could supply a lot of information and data on what happened, especially the last few moments of the flight. one of the things missing is one reason why officials were focusing on the initial theory of a terrorist attack. that's the fact that there was no may day. this is a sophisticated aircraft, redundant systems that give them time, if there was something going wrong with the aircraft to get out some distress call. nothing l

. >> and evan perez in washington now, and u.s. officials were quick to say that the likely cause of the 804 crash was terror and likely downed by a bomb, and how did they come to that conclusion so fast? >> well, don, those are the only operating theories at this point. i don't believe they have made any conclusions, and they have not ruled out the mechanical possibilities that richard just talked about, and one of the things that is stuck out about this incident is that simply, we are talking about a modern sophisticated aircraft and from all appearances, a well maintained aircraft, and from talking to the officials, they believe that there was something wrong going won the mechanical functions of this aircraft. there are redundancies built into the aircraft to allow these pilots to radio for a distress signal and something going wr g wrong. if there is even somebody trying to break into the cockpit or the hijacking attempt, there were three security officials on the aircraft who perhaps would have been given time for the mayday

our own evan perez has been following this disturbing development. evan, we know this is in bethesda, maryland, in montgomery mall. a major shopping mall in the washington, dc area. tell us about this shooting incident and then what also happened not that far away at another mall. >> reporter: that's right, wolf. this began just after 11:00 a.m. according to police, and they say there were three victims shot outside of this mall and appear nobody in the mall was injured but apparently, one person approached a victim, shot the victim. two other people came to the aid of the first victim and they were also shot. now about 30 to 40 minutes later, there was a second incident. a second shooting in the parking lot of a giant supermarket. there was also a female victim in that incident. i should mention in the first case, in the mall incident, there were two males and one female who were injured. at this point, the police say that they don't have a suspect in custody but they have an idea of who this might be. we're told that they have no reason to believe a

cnn justice correspondent evan perez joins me now with this breaking news. about this investigation? >> jake, we know that this investigation dates back at least into last year and this is looking into donations to mcauliffe's 2013 campaign for governor. at least part of the focus has been on campaign donations and whether they violated the law. and as part of this investigation, the fbi has a foundation set up by former president bill clinton and his family. there's no allegation of any wrongdoing by the clintons or the foundation. and we just received a statement in response to this story from an attorney for mcauliffe's campaign and says neither the governor nor his campaign has knowledge of this matter but as reported, contributions for mr. wang were completely lawful. the campaign will cooperate with the government if contacted about it. >> what do we know about this contribution that got this investigation started? >> well, we're talking about these three donations totalling about $120,000 from wang and he made these donations through a u.s. business th

jeffrey toobin, our senior legal analyst, is here and evan perez, our justice correspondent. wording is so critical. right down to the letters of the articles in how this is reported because this is going to be a big part of the campaign for the next five months. so evan, what's the straight up reporting from the inspector general about what hillary clinton and her predecessors may have done wrong? >> well, according to this state department inspector general report, hillary clinton violated the rules as they existed while she was secretary of state. now, the rules according to the inspector general were pretty clear, were very clear she was supposed to be making sure these were records that were supposed to be preserved on the state department's computer system and setting up this private server was not the proper way to do that. not only for security reasons, but also for the preservation of records, which is the federal law, the presidential records act. and it says that at a minimum, sort of secretary clinton should have surrendered all the e-mails before leaving governme

joining us, cnn's evan perez who is hearing from his sources about exactly that. evan, what are they telling you? >> john, there's not much they can tell just from these messages. it does indicate there was some catastrophic failure, but the fact the plane is at the bottom of the sea in the mediterranean, we already knew that. what they're doing is looking at the messages to see if perhaps they might indicate a bomb. and really, we can't tell that from this. you can't tell whether or not this was sabotage, can't tell whether or not there was a fire caused by something going wrong with the mechanical parts of the aircraft. they really just can't tell from that. >> what about the possibility of ruling anything out at this point, can they do that? >> no. one of the things that happens, if this was a fire that started from mechanical failure, the belief is that the pilots would have had time to radio in something was wrong on the aircraft. we have seen that in cases where a plane caught fire because of something going wrong inside. fires would tend to burn a little mor

our justice correspondent evan perez is covering the story from washington. atika shubert is live in france at charles de gaulle airport where that flight originated and let's begin though with international diplomatic editor nic robertson. he is at an air base in greece where the search is going from. nic, what are you picking up right now? what are you hearing there about the search? >> reporter: well, we're hearing that this aircraft, a military cargo c-130, may be taking off from here shortly to go join that search effort. there is another greek c-130 cargo aircraft in the air at the moment along with a surveillance aircraft. they're helping the egyptian authorities who are on the scene. we also know there is a british naval vessel in the area of that search. we know now as well there are several united states p-3 orion surveillance aircraft that are joining that search effort. now that some of debris has been found the defense ministry confirming what we heard from egyptian officials, that human remains has been found, two seats from the aircraft have be

let's bring in jus tn correspondent evan perez and law enforcement analyst art roderick. evan, obviously the question, where is the shooter? what jumped out at me is they do believe all of this is related. >> that's right, brooke. now they believe he is responsible for six shootings in all, the shooting of six people in all and now three people dead. two today, one is a male who tried to come to the -- one of the two people who tried to come to the aid of someone outside the montgomery mall. there is at the mall three people shot. one male is dead. another male is in critical condition and a female is nonlife threatening injury according to the police. there was a second shooting about 40 minutes after the first shooting. at a giant food supermarket also in the same area in bethesda, potomac area and in that, a female was shot and she is dead. the shooting at 4:00 p.m. just outside of a high school in greenbelt, maryland. according to the police, eulalio tordil is the suspect. and approached his estranged way, gladys, there picking up her kids. he approached her. someone t

evan perez, thank you.o back to the white house to joe johns with a little more information. >> what i can tell you is the emergency medical service, the people who transport individuals for one reason or another to and from the white house in ambulances has tweeted out that they did pick up an individual who was suffering from a gunshot wound at 17th and e street. the information comes from a tweet from a d.c. government agency. to recap, what we are told is that this individual brandished a gun at 17th and e streets, was engaged, shot by secret service there on the scene. the situation was secured and the vice president was secured in the facility and now we're waiting for more information from the secret service about what they know. brooke, back to you. >> all right. joe johns, thank you very much. mr. mudd, you want to jump in? >> someone who has served there, it's not just pedestrian tourist activity. the number of political demonstrations in this area is very high. some of which are permanent in the

evan perez is with us with the rest of the panel.id reporting on this lengthy 80 plus page report. >> wolf, the biggest finding is the fact that the state department inspector general went through, couldn't find a single person in the legal department, state department or in their security apparatus that had approved for secretary of state clinton to use this private server. there was at least a couple of staffers lower do you know who raised questions and concerns about this and they were simply told this has been approved up high and that they shouldn't bring it up again. that was told to them in front of their supervisors. a surprising finding because we have been hearing for months from the clinton campaign that this proved there was nothing wrong with this, this was according to the rules, and clearly according to the inspector general report it was not abiding by the rules at the time. >> another secretary of state hillary had a private e-mail account, not server, private e-mail account. he cooperated with the inspector general

our justice reporter evan perez has been working his sources. re you learning about the doctor who treated prince in the days leading to his death? >> talking about dr. michael issue enberg, he saw him at least twice in the weeks lead to go his death. at the pace lee park compound on the day of his death, the dea and those assisting in the investigation with local authorities, they want to know more about the relationship between dr. shoe enberg and members of prince's inner circle as well as his relationship with prince. we are told that they're doing more investigation to figure out where these pills came from. we are not saying that the doctor is the source of those pills. as a matter of fact, his attorney, amy connor sent a statement saying he is cooperating with investigators. at this point investigators have not found any indication that prince had a valid prescription for the opioid pills found in his home when he was found dead. they're also saying they don't believe it was doctor shopping. instead what they believe is the case that perha

i want to bring in evan perez. what are your sources telling you about this? >> wolf, even with this new additional information, they still aren't any closer to determining what exactly happened. this data really tells us that something catastrophic happened, which obviously we already new, and it tells us something that catastrophic happened really quickly but it doesn't bring us any closer to determining whether it was a bomb or something mechanical that just happened really quickly and brought this plane down. now, i think from looking at everything, officials still believe at this point that it's something terrorism-related, possibly a bomb, brought down this aircraft. but until they recover the data boxes and look at the evidence, including whether or not there's any evidence of explosives on the bodies or on pieces of the aircraft that are recovered, they are really not going to be able to rule anything out, including whether or not there might have been a catastrophic failure caused by something going wrong on the aircraft. >> what your sources are sayi

let's go to our justice reporter evan perez.l us about this lawsuit. >> reporter: the attorney general loretta lynch said this is about dignity for the transgender community. this law known as hb-2 in north carolina, her home state, violates three different parts of federal law, includes employment discrimination on the basis of sex, federal education law, something known as title ix, and the violence against women act. here's how she described it. >> this is not the first time we have seen discriminatory responses to historic moments of progress for our nation. we saw it in the jim crow laws that followed the emancipation proclamation. we saw it in the fierce and widespread resistance to brown v. board of education. and we saw it in the proliferation of state bans on same-sex unions that were intended to stifle any hope that gay and lesbian americans might one day be afforded the right to marry. >> wolf, there's no doubt that the attorney general views this -- and the obama administration in general views this as a civil rights

let's bring in cnn justice reporter evan perez. he joins me now from washington. out this story we broke on cnn yesterday, and how else did he respond to it? >> reporter: well, pamela, he focused really on one part of the investigation, and as we reported yesterday, this is an investigation by the fbi and by the public integrity section of the justice department, and they're looking not only at his campaign donations but other things that we actually could not learn everything about. what we know about is that they were looking at his 2013 gubernatorial campaign and in particular we know that one thing that got the attention of investigators was a donation from a chinese national, a chinese baseman by the name of wang wen-liang. it was $122,000 in three contributions. it's illegal for a foreign national to donate to u.s. campaigns, whether it's federal, state, or local campaigns. we're told by wang's representatives that he has a u.s. green card, so that would seem to make his donation completely legal, and that's where mcauliffe was focusing on when he spoke to re

cnn justice reporter evan perez has been looking at this letter that the schools received this morning. evan, what are you learning? >> reporter: this is new legal guide frens the justice department and the education department and it simply says schools have to treat transgender students according to the gender they identify themselves as. here are is few important points. schools have to respond to harassment of transgender students. they have to allow transgender students to participate in school activities that are segregated by gender as well as the bathrooms and facilities according to how they identify, and they have to take steps to protect students' privacy. attorney general loretta lynch says this is intended to protect transgender students from discrimination and from harassment. the letter sent under title 9 and means the feds can full funding from the schools that don't comply. critics say the government is going too far with the threat to cut off funds. >> he's taking money from the poorest of the poor, the president of the united states will be ending the free breakfast

. >> evan perez, thank you so much. >>> joining me now to talk about the inspector general report, republican congressman from utah, jason chaffetz, thank you so much for joining us. what's your initial reaction to the report? >> well, it's sorely disappointing that the secretary could have sat with the inspector general and explain what she did if she had nothing to hide. they are able to sit with secretary kerry and previous secretaries but only secretary clinton decided not to do that. i guess on the policy side or the concern is that there was compromise that confidential, if not classified information may have gotten in the hands of some very nefarious characters and you worry about the danger that created in the world. >> i want to read a response from the clinton campaign to this inspector general report. "while political opponents of hillary clinton are sure to misrespect this report for their own partisan purposes, in reality, the inspector general documents show just how consistent she was to appropriately preserve and release her records." what's your response to that? >> it was to

we have been hearing from sources, evan perez saying this extradition will happen -- he will eventually go to a courtroom in brooklyn. when that time line is set to be we just don't know. >> this is a man, nick obviously who has escaped from prison several times in mexico. is there any indication from your source that he was planning yet another escape? i imagine that the mexican government wants to hand him over soon to the u.s. to prevent another huge embarrassment for them. >> in contest with our viewers, this is a man with incredible influence, and power, the de facto leader of mexico thought to be trusted by many people in mexico more than the official government. we can only assume he was trying to do as much as he could to get out of the situation he was in. that's what precedent has told us about this individual. the security measures under way and taking place, he was being shuffled around from cell to cell in the altiplano pen penitentiary penitentiary. he was under 24/7 watch, he was being heavily guarded. according to his attorney, he was being denied the basic human rights.

evan perez joins us with who is doing what and what they hope to learn. u.s. officials, is it still the working theory this was a terrorist attack? >> reporter: that is still the working theory, john. what you're pointing out is how little hard evidence they have. obviously the wreckage has not been recovered. there's nothing that's been found from data boxes that would give them more of an indication. a couple of things you pointed out are on the minds of officials, and that's the fact that there wasn't a distress call. this is a modern aircraft, apparently well maintained aircraft that has a lot of redundant systems. if there was a problem, the belief is the pilots would have time to radio for help, to say something was wrong, even if something was attempting to do a hijacking, there were three security officials on board the aircraft. and again, the officials believe they would have had time to say something. the fact that there wasn't is one reason why they're beginning with the theory that perhaps this was some kind of terrorist attack and perhaps a bombi

let's go the our justice correspondent evan perez joining us now. update on this new report. it's this office of inspector general. tell us the headlines. what it means, what it says about her, billion line. bottom line. >> the clear finding from the inspector general did violate the rules because she did not turn over her e-mails, both the ones she said were intended to be her public work as a public servant and her private e-mails before she left the state department. the report says at a minimum, secretary clinton should have surrendered all e-mails dealing with the department business before leaving government service and in a sense, essentially says she was violating the presidential records act. we would note that the report does say that the state department e-mail system has been in a bit of a mess for years going back to various other previous secretaries of state and it also says that, you know, in that sense, nobody really ever asked her or checked to make sure that this system she had set up, which is a private server in new york in her private home, abided by the

. >> cnn senior news correspondent, evan perez, was the first to break this.ining us with the latest. what are you hearing? what is the very latest right now? >> reporter: right now, we know that this is an active and ongoing investigation. it goes beyond just the parts of the case that we personally have been able to find out about. and those are looking into the 2013 gubernatorial campaign and in particular, we know that investigators have looked at donations. $122,000 in donations that were made by a chinese businessman. a billionaire chinese businessman to mccauliffe's campaign and he addressed these allegations. hear what he had to say. >> you heard from the cnn yesterday that they were asking about this gentleman. i'm not sure i've even ever met the gentleman. we went back and checked. this man had been fully vetted and clearly had the right. he owns a big company. he's a major donor to harvard university. he's out on the board of new york university. very substantial individual. >> how many people? >> and you hear what he's doing there, focusing on this

joining us with more is cnn's evan perez. give us the big takeaways. >> it contradicts her defense. method of preserving records violated rules that were put in place when she took office and found no evidence that clinton or her staff requested or received approval from the state department's lawyers to conduct all of her government business on a private server. >> they never got permission to do this? >> right. exactly. they never sought or received permission from lawyers or security staff. >> and this report says that she explicitly did not want her personal e-mails on the state department server. is that why she did all this? >> that's one of the more interesting parts of this report. there is a section there that deals with an episode from november 2010. at one point, one of clinton's aides suggest she set up a state department e-mail address simply so that her e-mails didn't end up in the spam filter and clinton responds "i don't want any of the personal being assessable." that seems to shed new light on why she set up this personal server. she said she did this simply for co

evan perez joining me now live from washington, dc along with senior cnn law enforcement analyst tomtes and i'm going to start with you. what else are the police telling us at this early stage? >> ashleigh, this all began about just 90 minutes ago. shortly after 11 at the montgomery mall outside of the mall in bethesda, maryland. there were three victims, two men. one woman. it appears the woman has now died. at this point, what the police say happened was that a person, a suspect, approached one victim, shot this person, two other people came to that other person's aid and they were also shot. a short time later, about 30 to 40 minutes after that first shooting, there was a second shooting outside of a giant super markt and also in the same area in bethesda, the po toe mac area of maryland. this is not an area that sees this kind of incidents. that's one reason it's very unusual. at this stage, police are not connecting the two incidents but because of the closeness in time and the distance, they are obviously checking all of that. right now, they say that they believe they have an

let's go to justice correspondent evan perez who broke the story.wrongdoing. denying. what more is the governor said? >> reporter: brooke, he is trying to make it about one donation in particular, the $122,000 donation of a chinese businessman, a billionaire. he is a person who has donated to many causes including to the governor's campaign. but what we're told and what we reported on cnn is that this is a wider investigation, it goes beyond this. we don't know everything about it but we know that it began or at least one of the things that sparked the interest of investigators was a donation and then it looks further into his tens of millions of dollars that he raised for his 2013 campaign. but governor mcauliffe spoke to reporters a while ago an here's how he defended himself. >> i rely on the firms that vetted the check. i didn't get the check personally. i rely on the people who did the vetting for it. they said he had a green card from 2007. so the contribution came in and they have said that he was entitled to write a check. >> reporter: and,

cnn justice correspondent evan perez is joining me live on this. this was a pretty long report. what are we learning? >> reporter: well, brianna, one of the more interesting findings in this report actually is the fact that the inspector general says they could find no -- nobody in the legal staff at the state department or anywhere else who was consulted by the clinton -- by mrs. clinton or her staff before she set up this private server and decided to use this private server in her home in chappaqua, new york, as her only e-mail and her only computer system while she was secretary of state. they said that there were a couple of people, lower level staff who raised some concerns about this back in 2010, and when they raised questions, they were told that it was completely fine, that it had been approved and that they should never bring it up again. the other -- another interesting finding is that the inspector general asked for cooperation from mrs. clinton and her staff and they declined to cooperate. now, it should be said that mrs. clinton and her staff did do interviews wit
