evan perez, thank you so much.uite, texas, joining us on the phone is ed lavandera. ed, mesquite, the hometown of this shooter, this 25-year-old micah xavier johnson, we're now just learning had serve in the army reserves. what are you hearing from people in town? >> well, there's a lot of stunned neighbors here in this quiet neighborhood. this is the town of mesquite, texas, which is a suburb just to the east of dallas. got a chance to speak with a number of neighbors. right now, mesquite police ha hahave the street he lived with his mother essentially blocked off as dallas police officers have been inside searching through the home. spoke with one neighbor who told us officers arrived here in the neighborhood about 1:00 in the morning and many people just stunned. not a lot of people who have actually know much about him. we did speak with one neighbor who said after his time in afghanistan, they had noticed a change in micah johnson and he was a bit of a recluse, wasn't seen very often. spoke with a handful of o

evan perez was speaking to law enforcement sources and has new details at this moment. what are you learning, aevan. >> reporter: they're treating this as a case of terrorism and that is the going theory as well for authorities. there is a lot of information as to what happened. it does appear from the information they were able to get from their french colleagues that there was only one attacker. the french have been doing a lot of raids and they've been doing arrests and there was a lot of concern during the past month of the euro 2016 soccer tournament, and there might be a terrorist attack and isis threatened they would carry out an attack and they managed to emerge from that period with no major incidents and so one of the things that happened in the last few days and you heard from the french government in the last few days that they were going to relax some of the mrjts law and they were so many of them that they are trying to keep an eye on in prance and one of the things they were doing is they were going to relax those laws and there was criticism in france ab

i know that -- listened to evan perez report earlier and said there may be some statement about what she did right or wrong. that's not usually done in this process. usually there's some investigation or some target, there's a letter written or a brief blush there will or will not be charges. i'm interested to hear what fashion, what type of report director quomi of the fbi will do. that is something that's not usually done in this process. >> bakri, you say the campaign will be thrilled. what's to be thrilled on her numbers to be honest and trustworthy, one of the latest polls said is hillary clinton honest and trustworthy, only 30% of the polls said yes. 66% said no. that is nothing to be thrilled about when you're the presumptive democratic nominee. >> well, i don't know. i've never been under federal investigation or have something around me under federal investigation, but when that is over and i've been deemed to have no criminal wrong doing, i think you would be thrilled about that. yeah, she has high unfavorable numbers. i mean, as i said earlier today, she's been the most ad

evan perez, stand by. i want to go to charlotte, north carolina, where we find white house correspondent michelle kosinski. why? that's where hillary clinton will appear in a few hours with president obama. this will be the first public appearance side by side with president obama and hillary clinton as the presumed democratic nominee. now, michelle, it comes just hours after this stunning moment in washington where the fbi director announced his findings in this investigation. >> yes. look at the timing of this for the white house. two hours away from the time that president obama is going to get on a plane on air force one with his former secretary of state, arrive here at this rally in north carolina, his first day on the campaign trail. can you imagine the difference this would make, him getting on that stage with secretary of state rebuked by the fbi and facing criminal charges. i mean, at the same time, though, look at this, this is still a rebuke by the fbi saying that that information has no busine

let's go back to evan perez. i would like you to unpack a little bit about what we have just heard from the head of the doj, evan. >> she has really been trying to strike a balance because her department has been doing these investigations around the country of police departments that allegedly discriminate in their policing tactics. you have all niece shootings, these police involved shootings they have been investigating, including the one just this past week that they launched into the shooting there in baton rouge. they are also assisting with the one outside of st. paul, minnesota. at the same time, she has been going around the country, loretta lynch has been visiting police departments trying to highlight police departments in the view of the justice department are doing the good thing and the right thing. it is an irony that this man, this shooter, decided to target police officers in dallas. we are told they are a great example of community policing. a police department that reflects racially and ethnica

we're going to evan perez and live from moscow, jill doherty, international center for defense and securityme to both of you and evan. before we talk about the dnc hack, what about the rnc? have the russians or anyone tried to hack the rnc? >> well, the chinese and others have been trying to get into this type of information from other campaigns, from the rnc, from the two major political campaigns as well as some of the others and what we know so far is that there's no indication of any breach at the rnc or anywhere. now as far as the dnc hack, there's strong evidence that indicates it is the work of russian intelligence and officials tell me that the evidence that the fbi has collected points to at least one group of hackers that is familiar to u.s. counterintelligence. now this is the same group that was involved in hacking into non-classified e-mail systems at the state department and the white house and other federal agency. now the investigators believe that russian intelligence is behind a wave of cyber attacks on political organizations and even think tanks. now we know that what ha

. >> this is a good chance to bring in evan perez, our justice department correspondent who covered thisase from the beginning. evan, you heard what the fbi director james comey said earlier today, when he said that in cases where prosecutions were brought, the circumstances were different. either there was the intent to deceive or the intent to hide classified e-mails or there was gross negligence in the amount of e-mails that were transmitted or information, classified information that was transmitted. how does the fbi justify the difference between what kayleigh is saying in other cases and the hillary clinton case? >> one of the things the fbi looked at is whether or not the conduct that we are seeing, that we saw with hillary clinton, whether it rose to the level of a felony or misdemeanor. in this case, they were looking at the volume of e-mails, comey said the volume did not reach a level where it suggested intent. again, the question that essentially this case hung on was the question of whether or not hillary clinton intended to violate the law when she set up this e-mail server

want to bring in evan perez here in the united states. you've been working your sources inside the fbi and just and elsewhere. what are they saying right now? >> well, john, it's exactly the same thing, that the french and u.s. investigators haven't found any links so far to terrorist groups. obviously, this is still very early in the investigation and they're still looking but they're going through communications, and other databases to see what they can learn about this terrorist. so far, they only know that he had this criminal background and that he wasn't on the radar as a possible extremist, and they believe he rented this truck just a few days ago as the prosecutor just mentioned. that gives you a sense of how difficult it is to try to prevent something like this. this morning, security's being beefed up here in the united states. at some locations including in new york where the governor andrew cuomo says he's ordered more security at places like the airports and mass transit and tunnels and the homeland security department says y

out front now, evan perez. it's a shocking story here, i think that is horrifying the nation. what are you hearing about what the motive might be? obviously, one of the stories that we're hearing is possibly that this shooter could have lured police in making a fake 911 call. what more do you know? >> that's right, erin. that's one of the scenarios that's still being explored by law enforcement. it's really a remarkable thing to think that these law enforcement officers were responding to a 911 call that appears -- and it's not clear whether or not that was a trap, essentially, something that was done specifically to lure these officers into a confrontation with this suspect. we know that we've seen this type of thing in the last few weeks even, just around the time of the dallas shooting, one incident that was overlooked was an incident outside of knoxville in eastern tennessee in which a suspect did exactly that. he started shooting, and he wanted to lure police officers, investigators believe, and he managed to lure them into a gunfight. p he ended up being injured and arre

let's turn to evan perez. so what was the fbi really looking for when they interviewed hillary clinton? and this was a long time, 3 1/2 hours. >> right. well you know, this is now been a year-long investigation. the most important thing the fbi wants know is what is she thinking? their previous secretaries of state that use private e-mail, g mail accounts and so on. nobody has ever set up a private server to conduct all of their government business during that time in office. the question is, why did she do it? what was she looking to do? was she trying to evade the federal records act? we know that there is classified e-mail that's been found or classified information found in her e-mails. what was her intent in doing that? is she aware of the security and the lapse in the problems with the setting up this private server outside of the government system. those are the key questions the fbi had for her. >> will she be held to her public statements she did this for convenience? >> it is an interesting thing. wh

. >> our justice correspondent evan perez and our chief national security correspondent jim sciutto, they're saying that this latest intrusion of the clinton campaign was discovered by private investigators hired by the campaign. this according to law enforcement officials. i guess the bottom line question is, do you believe the russians are trying to tilt this election in favor of donald trump? >> well, i wouldn't be so bold as to say that right now. i don't know. i think the fsb and the gru, the military as well as cia type intelligence in russia, is trying to put material together. now, for what purpose, at whose request, i have no idea. but one can take some guesses. >> you want to take a guess? >> no, not right now. >> and just to clarify, are you okay that donald trump is receiving top-secret national security intelligence briefings? >> well, it will be interesting if he can keep a secret. there's nothing i can do about that. he is the designated nominee of a political party. we'll see. >> let me wrap it up on a historic point we all observed last night. you served in the u.s.

cnn's evan perez is following the investigation live for us right now. evan, what are you hearing? >> reporter: that's right, john. these are the chaotic hours, really early in this investigation. investigators believe that at this point a well-planned ambush was carried out against these cops. there's no doubt that it was intended to cause terror. the question at this hour remains, who did this, and is there a broader group that was behind it. police officers were the targets, investigators believe, though one civilian was also injured. the fbi is now investigating the attack. the atf overnight deployed about three dozen agents, including bomb dogs and explosive experts. we don't know for sure how many shooters there were. dallas police at first said there were two snipers. one suspect was cornered at a community college garage and spoke to negotiators overnight, saying, quote, the end is coming. but that suspect is now dead. the atfk-9 officers are helping to conduct a massive sweep for bombs in that area. there were at least three other people arrested near the scene as part of

. >>> but first, evan perez kicks things off, our cnn justice correspondent. comey said while there may be some evidence of violations, no reasonable prosecutor would bring a case since doj said two follow the recommendation of the fbi, does this mean this is a fait accompli? >> we do expect, brooke, that this will be the decision that the justice department announced. onniously they're going to take a little time to review what the fbi sends over. my i understanding they're sending over a voluminous report that details all the people they've talked to, all of the evidence and the testimony that people have provided in this case that now has lasted about a year. a year of investigation. but as director comey said, at this point looking at all the totality of evidence and including hillary clinton's own interview with the fbi over the weekend on saturday, three and a half hours of interview, they've decided that there's not enough evidence of willful or intentional behavior here that would support bringing charges. obviously as you noted at the top, there's ple

joining us now with new late-breaking developments are justice correspondent evan perez. evan, you're getting new information that feds warned the dc about a possible hack. what's the latest information you're learning? >> that's right. federal investigators tried to warn the dnc about an intrusion in their computer network months before the party moved to try to fix the problem. this raises new problems about whether the dnc could have done more to limit damage done by hackers what are suspected of working for the russian intelligence agencies. there were consultants from private security form crowd strike in april and by the time the suspected russian hackers were kicked out of the dc network in june, hackers had been in the system for about a year. i talked to someone who was briefed on the dnc's response and they tell me the warning from the fbi and other agency wasn't very specific and the extent of the problem wasn't clear. not even clear they talked to the right person, wolf. we do know that dnc officials hired outside help after additional indications there system

could be really the tip of the iceberg, fbi officials, law enforcement officials are telling our evan perez, that they feel that these russian hackers have targeted a whole series, don, of political entities, private companies tied to the democratic party. now of course the motive is really uncertain. if you connect some of the dots now and certainly with everything that donald trump has been saying favorably about russia, one would think this is to influence the election in favor of donald trump but these hacks go back about 18 months, even before donald trump was really the democratic front-runner, so it's possible the russians intelligence started doing this as a fishing expedition, a lot of countries are all spying on each other and then they found this target of opportunity. but certainly the fingerprints certainly seem to be russian right now. >> elise, i don't know if you saw "ac360," anderson interviewed julian asang. asang said we have more material related to the clinton campaign. we'll see what will come of it in due course. what's your reaction to that? >> he has made no bones a

our justice correspondent evan perez. what are you learning from the doj?, brooke, the office of community oriented policing is going to be doing a review of the police response at the pulse nightclub in orlando. as you mentioned a little while ago, there's been a lot of criticism, a lot of questions about how the police responded to that shooting. as you know, it began at 2:00 a.m. and it wasn't resolved until 5:00 a.m. we've heard repeatedly from the orlando police chief that really this began as an active shooter, and then transitioned into being a hostage taking, if you will. but there's been still some questions especially from some of the people who were stuck inside that bathroom where the shooter was hold up and before they were finally rescued. so now they've invited -- the orlando police department has asked the justice department to come in and do a review of what they did and we have a quote from john mena in which he says, in is not only for the benefit of the orlando police, it will serve, he says, to provide all law enforcement critical guida

. >> i want to bring in cnn justice correspondent evan perez on the phone joining us. evan, what are you hearing? >> brianna, just on the precaution the joint terrorism task force which is led by the fbi there is part of this investigation. they're helping the nypd figure out exactly what the issue is. there's obviously a very strange incident where you have someone who's walking along or just enjoying the park on a holiday weekend, and they end up getting really severely hurt. so it's not a very normal incident. what we know at this point is that it doesn't appear to be any kind of an ied where somebody -- it doesn't have the components where someone was trying to essentially cause harm, carrying out an act of terrorism. we know that is at this point what fbi and nypd have determined. there's still testing to be done. they've taken it back to the lab, to test to see what it's made from. it appears perhaps as folks in the the press conference said that it might be some kind of an experimental device. we see that this time of the year because of fourth of july, there are

but what our evan perez is reporting is that we are expecting within the next two weeks or so the expectation is there will be an announcement of no charges being brought against hillary clinton so long as no evidence of wrongdoing emerges from the interview she did today with the fbi. this is what sources are telling us. so there is a considerable amount hanging on this interview today. >> of course there is a lot. and we need to separate a number of strands here. first of all, if indeed there are going to be no charges, that would be very big news. but there are a number of things going on that we have to look at. the first is the loretta lynch question. she needs to recuse herself from the rest of this investigation formally, totally. because it's impossible to have confidence, including it's in hillary clinton's interest for lynch to get out of this, to allow the professionals, the deputy attorney general in charge of the criminal division, to be in charge of this investigation because it's more than just a question of formal charges, guilt or innocence. there's also the question of wheth

let's bring in our cnn justice correspondent evan perez who has been reporting on all of this along with david chalian, washington bureau chief jackie kucinich and jeffrey toobin. evan, 110 of the e-mails they found, according to the fbi dire director, were classified, contained classified information, whether confidential, top secret special access programs. that's a pretty damning indictment. >> that's right, wolf. we've known for a time that agencies that own those pieces of classified information had gone to the state department and said this information is classified. and among the 110, we really should focus on seven e-mail chains that comey talked about. these are e-mail chains in which hillary clinton is responding and participating conversations with her aides and people who work for her and those that -- those e-mail chains that contain special access programs, highly classified information. so what comey is saying is she should have known even if she's saying that she did not knowingly send classified information, this is what she's been saying on the campaign trail. she shoul

. >> we still have evan perez with us. if we can go to you, one of the open questions, the fbi director made clear that he's only recommending at this point no charges be brought. what happens next? loretta lynch has said she's going to accept the advice of prosecutors. who are the prosecutors who will decide what to do? >> well, you still have prosecutors at the justice department national security division that have been overseeing this investigation and so we expect they will accept comey's recommendation. but then there's the other question of what the state department does. typically, when someone commits violations like what is described in this report by the fbi, the state department would pull their security credential or perhaps put -- do some kind of administrative penalty. these people who work for mrs. clinton and mrs. clinton herself of course have left the state department so there's really not much they can do to them. however, what you would normally do is put something in their file for the next time that

evan perez, stopping someone in the traffic stop and a police officer getting shot in the neck and that police officer is injured. what are you learning about the threat against police right now? >>ier irn, the threat is very real. just to give you an example. in bristol, tennessee, a man armed with two guns and large ammunition started firing at motorists and at a hotel and when police responded he opened fire on those officers injuring one of them. tennessee investigators say they believe the man was upset about police-involved shootings in louisiana and minnesota earlier this week and also police in georgia say that an officer there was ambushed this morning, shot and wounded and in missouri, a police officer is in critical condition after being shot in the neck during a traffic stop. in new orleans the fbi yesterday warned police departments across louisiana of social media postings threatening violence against police officers. so really, this is a very, very scary and dangerous time for law enforcements across the country, erin. >> incredibly terrifying especially as communities ar

afterward what we hear from sources telling cnn's evan pÉrez, they expect there will be an announcement charges here in the next couple of weeks or so. that is based on the idea that there was no additional finding of wrong-doing or that she didn't essentially mess up during the interview with the fbi. donald trump, not surprisingly, seizing on this. he said it was just announced by sources that no charges will be brought against crooked hillary clinton. like i said, the system is totally rigged. if this is truly an independent system, investigation, then why does it seem that this is pre-determined, the outcome? >> i don't think it's been predetermined. i think they go where the facts lead them. maybe i have more confidence in the fbi than most. the fact does remain -- i do this all the time with my clients. if your client has any exposure or any hint of illegality, they do not sit down with the fbi. so i don't think that that's anything -- i thought what yesterday was was a signal to everyone, especially democrats that this is imminent -- the conclusion of this is imminent. >> i disag

let's turn to our justice correspondent evan perez. what is the focus of this investigation right now? >> right now, they still -- the federal investigators and the dallas police, i think, have come to terms with the idea that this is one shooter alone. i know that the police chief has been referring to multiple suspects but there was only one person who carried out these shootings. now there was a lot of confusion last night as you can imagine with the downtown towers there. the sound of the rifle going off. people thought that the shots were coming from different places. that there was a triangulation of multiple shooters. now it appears that this shooter acting alone. so now the focus is on, you know, what was his connections to anybody else? there were other suspects arrested last night. we are told that those suspects are considered witnesses simply because they were there. they are not connected necessarily to this terrorist act but they still want to know more about him. they found as ed just mentioned on his facebook page, they

our cnn political director, david chalian is with us, evan perez, former federal prosecutor laura coates is with us as well. evan, let me start with you. because we did get new information, new details on what hillary clinton knew about classified information being used on her private e-mail server. >> that's right, wolf. one bit of information we were able to get from this hearing that was significant about those -- what comey had described on tuesday as a small number of documents that contained markings that indicated that there was classified information. that's important because hillary clinton has been saying repeatedly, including before congress, that she never sent or received classified information that was marked classified at the time that she was sending them. what we learned today from director comey is that there were three e-mails, three e-mails that contained a marking that was a small -- a letter "c" within parentheses which designated that those contained classified information. that's important because it contradicts what hillary clinton has been saying. comey also cla

and this is according to our local justice correspondent evan perez. the fbi and local authorities responded to a possible hostage situation at the el community college. the police have cleared the omni hotel. there were reports that there was a gunman holed up. but that appears not to be true. also, i need to tell you that they have restricted and stopped the -- the faa says it has issued a temporary flight restrict over downtown dallas over the area where the shooting occurred. now i want to bring in sarah murvash from the dallas morning news, she is on the phone. sarah, what information do you have for us? >> so things have calmed down here a lot in downtown dallas. a few hours ago, tons of police arrest protesters were on the scene. i witnessed one person get arrested. it was not a shooter, the protester, wearing a mask. but things are calmer now, i can see one officer in the parking garage where theshooting. he is up on the fifth or sixth floor. >> do you know anybody about the other suspects because they were saying that they had one suspect in c
