cnn's evan perez has been talking to his sources. evan, what are you learning? obviously the investigation is just in the preliminary phase as of right now. >> reporter: it really is, jake, and one of the things that is notable that we're told is that this suspect managed to -- despite all the security there and despite all the precautions managed to be able to stab up of these officers, managed to get close enough to be able to stab one of these officers and -- and it appears that one of these officers was so badly injured that they were taken by -- by police cruiser to the hospital. that gives you a sense that they couldn't even -- they didn't even wait for the ambulance to be able to get there. the other two people who were injured, one of the police officer, the or the suspect were taken by ems to the hospital, but in the case of the officer they managed -- they put him in a krirds and took him to the hospital. that appears to be the cruiser that pete was talking about. at this point, jake, as the chief of police, acting chief of the metropolitan police said

let's go to our chief justice correspondent evan perez hopefully with a little bit more information on the two injured officers. do you know anything, evan. >> what we're told, brooke, is that this man, this person in this vehicle rammed that barrier that you see right there and exited and apparently brandished a knife. now the question -- we know at least two of the officers were injured. where the injuries are we are still trying to verify. but they were serious enough that all three were taken to the hospital. it appears that the officers responded with -- by shooting at the suspect, again, there appear to be three people now injured, including the suspect who all three of them were taken to the hospital. to -- you know, it's not clear exactly what -- what all ensued at that point, whether he said anything, this person said anything. but it's clear that right now if you look at the scene the -- the officers there are not concerned about a bomb or anything like that. that was obviously one of the first things that comes to mind. was, is there something in the vehicle that's of danger

evan perez is with us. he's our chief justice correspondent. has been talking to me with your just hat on, talking about sources and questions about what's happened here on the hill and also just as a neighbor in the capitol hill community and the dilemma between having a fortress around this most precious area of our country and also though not feeling like a fortress, if you're living in the capitol hill neighborhood. what are your thoughts now, evan? >> look, brooke, i think, again, we have to know a little more about the motivation of this suspect. there is never going to be a perfect security situation for this building, for -- just because you have, again, 535 members of congress who need to get in and out. you have the right of citizens to be able to go and talk to their lawmakers. there is always going to be a need for public access. and, of course, as i mentioned, the fact that you have a neighborhood that is built around this complex. this place is part of our neighborhood. and that's also very important for people to think about. aga

. >> cnn report kara scannell, and evan perez are following the story. federal investigators tried and failed in the past to obtain a search warrant. what hank ed. >> reporter: that's the question we're trying tots to. the last time this request was made, which was in the closing months of the previous administration, the deputy attorney general jeff rosen and some of the other top officials of the justice department, they decided that there wasn't enough evidence. they viewed the case wasn't as strong as prosecutors in new york thought, alisyn and victor. here's the issue. the center of this case is what's known as a fara case, the foreign agents registration act, a law the justice department has had trouble with. there's been years-long struggle to try to enforce the law. there's been a new efforts since the mueller investigation to do more enforcement of this law. the question prosecutors have struggled with is when rudy giuliani was working with ukrainians as to drum up dirt on joe biden and his family, whether that was being done, you know, with for

we go to evan perez.u learning. >> reporter: these are federal charges and have to do with kidnapping and hate crimes against the father and son as well as william brian, the man who shot the video, and what this shows is really a reinvig raflgts civil rights division at the justice department. one of the things that we've seen just in the last few days a number of investigations of police departments for their use of force involving black people and so what we've seen is pattern an practice investigations announced by the -- by the merrick garland, the new attorney general and one of the things you're seeing in this is part of what you're now going to be seeing a lot more from the civil rights division and in this case these men are charged with hate crimes and kidnapping and it has to do with this incident in february of 2020. the men are already facing state charges so one of the criticisms is why do you have to add federal charges but one of the things you hear from justice officials is this is one of

evan perez has those details. what do we know, evan?investigators are now looking into is any previous contact or information about the suspect. we don't have a suspect name as yet. the authorities there have not said who the suspected shooter is but what we're told is they're looking into possible, possible interaction -- a past interaction, a family member contacted authorities sometime ago, we don't know exactly when, and expressed concern about the potential -- their potential for violence, the local authorities, local police as well as the fbi looked into it, the fbi opened a preliminary investigation. and at some point they closed that investigation. they decided they didn't have -- or concluding they did not have enough evidence to continue that investigation. we don't know exactly why that is, at this point, we know from the authorities there at a home, which is believed to be the suspect's home, to try to get some more information about perhaps talk to family members, and look at their devices, look at their social media presen

want to go live to jason carroll at the scene, also joining us cnn senior justice correspondent evan pereznd authorities didn't provide much information at that use conference a couple of hours ago. what are they still piecing together right now? >> reporter: well, ana, it's really interesting, it's really more about what they did not say. what they did say, it's very clear that they know that this suspect's vehicle, they know that vehicle, they've been -- they've got a crime lab out there, tearing through it, looking through that. they're at a location, what they believe to be the suspect's home. they are there as well. so even though they're saying they're not positively identifying the suspect, it's very clear they have a very strong idea of who this person is. they're just not ready to go public with that person's name, at least not now, at this point. i know that you saw some of that, you know, heart wrenching video right there of some folks who were finally reunited with their -- those fedex employees but i have to tell you there was still some folks out there who still have not yet

expected to announce an investigation into practices of louisville, and that police department, evan perezhat are you learning? >> reporter: that's right, ana. the justice department has been now since merrick garland took office has decided they're going to do more of these investigations of police departments, and now we have this announcement from the attorney general that the louisville police department where breonna taylor was killed last year is now going to be the subject of one of these pattern and practice investigations. and what they're doing, what they're going to do is they're going to go into that community, they're going to try to figure out what is wrong in the practices of that police department. one of the things that emerged from the killing of breonna taylor was that the police there executed this warrant, it appears that there was very little done to make sure that she was there, i'm sorry, who they were going after. and she was killed in the process. if you remember there were charges that were brought against one of the police officers who was involved in the planni

i want to bring in our senior justice correspondent evan perez who is also working his sources on this -- on this case. what are you learning, evan? >> reporter: well, wolf, at this point investigators are trying to get as much as they can on the background, the recent days of the suspect noah green. there is at this point, again, as the metropolitan police chief said, that at this point nothing indicates terrorism, but it is something that they are still looking into, wolf. there -- they are working on getting search warrants to recent addresses. they will talk to members of his family, people who knew him, friends and so on, to try to understand what his frame of mind was in recent days, in recent weeks and whether there's anything that has changed recently that would suggest why he would do this, and we know, wolf, that, you know, he was able to -- you know, no matter what you do to secure that billing and that complex he was able to get very close. obviously there's national guard alternate entrance and they get and check vehicles before you get to that barrier. those officers are

let's bring in evan perez. walk us through what this means and the signals from giuliani's attorneys that they will fight and fight to keep these materials secret. >> reporter: yeah, john, look, i think from what those comments that giuliani is making, you can tell that they're planning to dispute everything, including what the justice department is able to do with the materials that they took, i believe there are about nine devices that they took from giuliani's home, his office, and from his assistant, one of his assistants. and so the justice department creates a team that essentially goes through and makes sure that any attorney-client material is separated from any information that is given to the investigators who were doing the investigation, who were targeting, who are looking into giuliani himself, and so there's a process that exists, and what can happen in giuliani's team and even president trump's legal team could go to court and make that more difficult, make that a more drawn out process. i think

let's discuss now, cnn senior justice correspondent evan perez. evan, you cover the justice department. can you explain to folks how pattern or practice investigations work and crucially, as well, how long do they typically stretch out? >> reporter: jim, they take months. at least there's an initial investigation which looks at everything from the way the police department does its training to the pattern of police stops, for instance, whether there have been complaints about a type of discriminatory policing. these are all the things that they're going to go through, again, a period of months before they even then move to the other stage which is to try to find some kind of an agreement with the police department that would essentially bring into place new practices, new policies that they might bring into place so they can correct these problems. we've seen over the years a number of these agreements with the chicago police. there have been some successful ones, including with the los angeles police department. all of those kind of went away duri

let's bring in evan perez, and cnn commentator -- essie. leged here. evan, let's start with you. the story keeps getting more disturbing and more confusing. you had been learning a lot about the gaetz through your investigation. what are they telling you? >> some of this stuff, it's getting a lot more sordid as it goes on, and witnesses have been talking about some of gaetz's activities, and a lot of it is tied to a friend of his in florida, joel greenberg, who is indicted, set to go on trial later this year. he is facing charges that include sex trafficking and a lot of allegations appear to involve both men. morning to what the witnesses are telling investigators, gaetz, not only is he involved with around age girl who is 17 at the time, he is involved with prosec prostitutes and using cash and drugs, and perhaps some of the allegations involved, the use of campaign funds. at least that is what they are looking into, to see if campaign funds have been used to pay for the travel of these women. of course, this implicates the child sex traff

let's start our coverage with cnn justice correspondent evan perez. evan, what exactly does this new federal investigation into policing in minneapolis, what does it entail? >> well, jake, it will include everything from the training that police officers get to the supervision that they get. if you all remember, we all remember, of course, that immediately after george floyd was killed and before the videos went viral, the minneapolis police department put out a press release that described it as a medical incident and, of course, the video shows that is not at all what this was, and so one of the things the investigators will be doing is looking at some of the practices of the police department there to see whether the internal system for accountability, when police officers use excessive force, whether there's any system in there that's supposed to take care of that, whether that is working appropriately, everything from the -- from we viewing excessive force to whether the police are practicing discriminatory conduct in the way they do their jobs. w

cnn's evan perez is joining us now. he's live at the justice department with more. evan, what is this investigation going to look like that merrick garland just announced? what are they going to do? >> it's going to be a month' long, very invasive physical, essentially, of this department. they're going to look at everything from the training these officers get to the practice, the policies that are put into place and whether there's a pattern, kate, in the way policing is carried out, whether there is excessive force used too often, whether there's discriminatory conduct that's essentially either aided or abetted or welcomed by the overall structure of this police department, and also how they interact with people who have behavioral issues. this is going to be a month' long thing that community members will be able to talk to investigators from the justice department. and once this happens, the courts then would become involved. and here is what the attorney general had to say about that. >> if the department believes there's a pattern or practice of unconstitution

evan perez broke this news. ok, this is all -- a lot of sor sordid stuff to be investigated. what more are you learning? >> reporter: this is an investigation that began as part of another that was looking into a florida politician that matt gaetz is friends with. his name is joel greenberg. as part of that investigation, investigators obtained information from a witness who said that they saw gaetz and greenberg in the office on a weekend looking through fake i.d.s. now, that's key, because that information ended up -- or at least some of that information appears to be part of the allegations that are being brought against greenberg. he's facing trial. he's pleaded not guilty, but he's facing charges that include sex trafficking and making fake i.d.s allegedly for women that he was trafficking. now, we don't know whether that -- those i.d.s have anything to do with the current investigation of matt gaetz, but we know that at least it comes around the time that federal investigators began looking at matt gaetz an

i want to bring in evan perez and our correspondent pete monoteen as well. good evening to you. the suspect and his disturbing social media presence. what are you learning? >> well, don, this is very disturbing portrait we're getting from facebook and instagram posts that this man posted including some postings that were made just under two hours before he carried out this attack before he was shot and killed there at the u.s. capitol. one of them that he posted, he talks about he says, i have suffered multiple home break-ins. food poisonipoisonings, assault auth authorized -- there's another one he's posting a meme where he has a caption that says u.s. government is the number one enemy of black people. he describes that he became a follower of minister lewis far khan, a nation of islam leader. you can see in some of the posts he describes the fbi and the kroi were behind some of his afflictions. reasons why he said he had -- he lost his job. had been unemployed recently. and don, i think one of the things that comes to mind here, you know, after the january 6th riots and the in

let's bring in seen jer justice correspondent evan perez. what prompted this now, evan. >> well, you know, alisyn, this is something that certainly people in the community -- that the community there in luchl have been pushing for for a year. and during the trump administration there wasn't any appetite to do these types of investigations of police departments. the idea at least that the previous administration had was that these types of investigations demoralize police departments. and with the change of leadership in this building you are seeing a different tack. you saw last week an investigation announced in the minneapolis police department. and now we have this announcement today, which is going to look at everything that the louisville police department does, including as you heard from the attorney general, how they carry out search warrants. because that was the issue in that case, the case in which breonna taylor was killed. there was this search warrant that is the officers -- they had a judge approve it and everything. they were

evan perez is "outfront." we say this is so highly unusual. you got this search warrant and they go into his apartment and take histrionic devices, all of this goes down, tell me what they try to do and why they did it this way? >> they said what they were after were communications with a number of people and on that list, some of the people you already know. people like fruman and parnas. a lot of it had to do with efforts by rudy giuliani and notable among the names in the search warrant according to his lawyer is john solomon who's a right wing columnist, opinion writer who was at the center of all this, helping to ferment some of those stories and getting these stories out there including ones that were used to help get rid of maria yanovitch. >> we had learned that some time ago prosecutors in new york asked permission to do this raid back some months ago in the closing months of the trump administration. there was resistance from those people who are in charge of the department at the time, it was so sensitive that he imposed a new rule

joining me now cnn senior justice correspondent evan perez and national security correspondent julia cien. you've been digging into the suspect and his disturbing social media presence. what are you learning? >> trying to get to that motive brian just talked about what's beginning to emerge is a picture of a very disturbed man. he's 25 years old, and on some of these instagram postings he talks about his spiritual journey. he says he's become a follower of the leader of the nation of islam. in one of it posts he talks about he says i've suffered multiple home break ins, food po poisings, assaults, unauthorized operations in the hospital, mind control. he shared a meme recently in which you see a picture of lewis faricron and says the u.s. government is the number one enemy of black people and talks in another post he was having aflicks presumably from the cia and fbi and other government agencies. again, he appears to have paranoia. he appears to believe that the government was responsible for some of his afflictions including what he said caused him to lose his job. and so what the

i want to bring in evan perez and chief national correspondent jim sciuto. the president says he's not looking to kick off what he says a cycle of escalation with russia, but is seeking a stable and predictable relationship. do these new sanctions that are now being imposed, the expuls oichlt n of russian diplomats from the united states bring the u.s. potentially closer to that goal? >> it's unclear what effect these sanctions will have, wolf. prior administrations, the obama administration and trump administration, they tried this before, expeled diplomats, imposed sanctions, congress has as well. russia has continued to interfere in the u.s. elections in 2016, 2020. they've continued to carry out cyber attacks, including this very significant one in solarwinds and, in fact, in recent weeks escalating hostile activities along the border with ukraine. i have spoken to people in the pentagon, wolf, who worry that this latest buildup is not just a show of force, that it could mean something worse to come. what's dinner in these sanctions we haven't seen befor

cnn senior justice correspondent evan perez joins us now.ho was targeted in today's raid. what do you know? >> that's correct, victor. the attorney is victoria tensing, former federal prosecutor and in years she's been involved in the activities giuliani's been doing, meeting with the ukrainians, the efforts to dig up dirt on joe biden. and in particular she apparently, according to a spokesman, the federal agents arrived at her home here in the washington, d.c., area and they took her cell phone. so, it appears she is also, according to the information in the warrant that was served there, she's also part of this -- at least a witness in this investigation that's being run out of the southern district of new york. prosecutors there in manhattan looking into foreign lobbying, whether giuliani and others may have violated foreign lobbying laws. now, tensing is a curious figure. she was involved in some of these meetings with giuliani and some of these ukrainian associates. on the day giuliani's two associates from the ukraine, lev parnas and

. >> evan perez, let's take a step back.s remarkable revelation that a russian operative got internal data from top trump campaign aides, a russian operative, and gave that for the kremlin. what more are you learning about this? >> it really makes you want to reassess the whole russia collusion thing that the trump campaign, president trump, bill barr in this building here all said never happened, erin. if you look at what this new revelation from the treasury department is, konstantin kilimnik got this information from paul manafort. manafort was in business with them and the fbi determined kilimnik was tied to the russian intelligences services. what this revelation is it connects the puzzle. we know that manafort and gaetz provided this polling data, internal polling data from the trump campaign to kilimnik. and now we know that it ended up from kilimnik into the hands of the russian intelligence services. so, look, again, one of the things that the president, the former president said, was that this never happened and th

what's your reaction when you hear evan perez report on these postings this individual was putting forward? hold on a second, chief ramsey. i'm not hearing you. stand by for a second. what's your reaction, andrew? >> wolf, it's not uncommon to have people who are suffering from some form of mental illness or emotional distress to show up at places like the capitol or the white house or fbi headquarters, for that matter, you know, demanding to talk to people, trying to air out some of these delusions or concerns that they have. october 2014 there was a woman who drove from her residence in connecticut and ended up at a checkpoint. she was shot. a similar situation, somebody unbalanced and bringing those concerns to the symbols of government. i think what's different here is you're seeing the playing out of not just a mental illness, but a grievance against the government. i would suggest that is one of the results of what we saw on january 6th. the capitol has taken on a new role as a primary target for anyone really with a grievance or anger towards the seat of government. >> we are gettin

evan perez is joining me right now. what more do we know about this possible plea deal?orney says that they're hoping to strike this plea deal in the next month by may 15th, if not, joel greenberg is going to go on trial and he's facing several charges that which include harassing a political opponent, sex trafficking, fake -- making fake ids, there's a lot of allegations that he faces. but really, one of the most interesting things about the development today is what potentially he can tell investigations about matt gaetz and about other political figures in florida. we know, according to our own reporting, that investigators are pursuing this -- the theory that matt gaetz, the congressman, was essentially the beneficiary of women, sex with women, and travel and other benefits in exchange for doing legislative or political favors for a number of people, and greenberg is one of the people that he is associated with. and this is a sprawling investigation, we're told, and so now the question is, what does greenberg know? what can he point to and provide to the prosecutors

should point out in 2017, we reported on this, right, i was part of the cnn team, me, jim sciutto, evan perezu were part of the team reporting on contact between the trump campaign and russian operatives we both -- i remember vividly -- received a lot of pushback from the campaign and others, a lot of republicans. but the latest information from the treasury department seems to only back it up, right? >> yeah, pam. i remember it well. and -- >> valentine's day, i remember. >> it went over time, you know, being -- jim comey, fbi director, pushed back, as well, on these reports. as you said, what we only learned over time, over four years, is that it's actually even more of a solid picture of connections or at least contacts between trump advisers, campaign officials, and people associated with russian intelligence. that doesn't mean, of course, that there was, quote, you know, direct collusion between the two. that, of course, is still obviously up for debate and interpretation. but the fact that the contacts, some of these mysterious contacts that happened in 2016 were with people associated

evan perez has been reporting on this in washington.liani speaking out tonight as, i know you have been hearing federal officials are preparing for a court fight. tell me what you're learning. >> reporter: they're anticipating that giuliani and giuliani's team and perhaps even the trump team will go to court to try to fight them on what exactly they get to see from these documents that are from these devices that were seized in this raid, erin. this is standard operating procedure for the justice department. they set up a separate team to go through it to make sure they protect any attorney/client privilege material that doesn't belong with this investigation. and at this point, we talked about this last night, this is an investigation about foreign lobbying. at the center of it, of course, is this effort by giuliani working with some ukrainians to try to get dirt on the biden family. part of that effort also coincided with an effort to get rid of the ambassador there in kiev. so this is an investigation that is probably still months lo

. >> ever evan perez, thanks matt is reporting really put this story on the map matt, what do you makeporting about investigators looking at a medical marijuana pay-to-play scheme in connection with the trip congressman gaetz allegedly took to the bahamas? >> it interesting. i think the primary focus for investigators here would be on the trafficking of an underaged person of a minor. that's sort of a good target for them. public corruption cases are tough, you know, it's tough to s substantiate federal public corruption charges. you need a link between something, a person is giving an elected official and the thing the elected official is doing for them. it sounds from your guy's reporting investigators are interested in that question here with respect to this 2018 trip to the bahamas, was that sort of a bribe? that could be a tough case integrity and similar circumstances that kind of pay-to-play, the supreme court said that didn't amount to corruption. more venrecently you had the senator charged in a corruption case that also collapsed and the justice department sort of abandoned t
