my remarks yesterday that i talked entirely about the economy and nothing about the environment eventhough we're seen as an environmental agency. it seems to me just as this conference opened dialogue for water and environment, i think we should find our worst enemy and going and sitting down and seeing the common ground we have and then putting together a coalition of allies not normally working together and then going to the legislature to ask for oversight hearings to the laws that protect san francisco bay all the way to the laws that deal with water and air quality and so forth and looking for a systemic approach. the reason i suggest that, i found the last election did a fabulous job of making the san francisco fund to read. or fun to read. i would go to page two and see what goofy thing congress had done. so i think we have an opportunity here to work together, to work with our legislative leaders in a bipartisan fashion to address this problem of what we're facing in the future instead of all the regulations put in place to deal with problems of the past. >> yes? >> environmental w

next, de salinization, we have opportunities intake and out falls with existing power plants an eventhough the plants may go away those are critical for us to achieve that piece of our water portfolio and then draught management planning, that is, okay what happens if we're short in a year, what do you do? and it really is talking about doing that plan now and gets understanding from the community early on so everybody knows if supplies are short, where do we go. one of the greatest challenges is how do we encourage agencies so to develop local supplies and if a shore table occurs those local supplies may not be available. we have to balance that in the draught management plan, you'll see hardly anything. love those colors. but the idea is it's a multi prong strategy, where no one agency takes the brunt of the shortage. just because you have an agency - you can't have an agency at a 50 percent cut and another one at only a 90 percent cut at san diego county - and i'm sure there's others like that - but we're all joined together in the hip in our economy. in summary i think there's no silve

but you can't take the climate out of the climatologist eventhough this is a strategy session. let me - i think i missed part of the discussion in previous panel and i think, there was something that i frag mentally caught about water. i wanted to point out in california, the amount of water that's used in conveying and other forms of pump inging, imagining the water system is about 18 percent of the total electrical use in the state. so, the different - that means the different parts of the climate problem are connected. it's not just the water problems over here and the energy problem is over here and their somehow insulated. they are not. so, next one. um... this is a slide that, you know, if i really tortured you i would have shown a few minutesing a but this is a picture of the,g fel, model under a medium high emissions scenario. the change of the temperature at the end of the century, verses the model, historical climate, and you can see the scale. i'm looking that map here. scale is at the bottom and what you see by this is the coastal air temperature raised, by the end

they are telling us there still is the range of natural variability in precipitation eventhough temperature is changing remarkably. evidently that did not get through. but that's what happens. the characterization of precipitation is not unlike today. not rain verses snow, but the total water volume is still looking a lot like the modern climate. >> let me take a crack at this. it's a great question. its the barrier that a lot of water managers face. on the,pa leo climate, side the the past will help me deal with floods and droughts properly deal with them. if we had a better since of this from tree rings in the 1920s we would probably make different assumptions on the colorado rivers. maybe we would not but it was information we did not have about climate that would have changed potentially a decision that water manager's and politicians had. going into the few uh-uhture, manager's and planners have a lot of tools for dealing with these kinds of variabilities that we have to face. particularly, what we're suggesting is not to do anything differently but include a broader range of future cl

i think it says a lot and eventhough i have a joking tone in my voice, it is serious business about the vanishing snow pact. today we have a very distinguished panel and to lead that off is our moderator ja rod, and he represents the area north of san francisco and in his first term he's chairing the environmental safety and toxic materials jurisdiction committee. it has jurisdiction of airport pollution making him the key legislature in over seeing california new global warming law assembly bill 32. mr.,huf fman, serves on the water parks and wild life committee and in that roll will present any water challenges confronting the state this year in that very capacity. prior to this election in the california capacity he served as senior attorney as the national environmental defense county and was a member of the,m oren municipal water protection district for years. he was instrumental in negotiating the, san jaquin, refr river. we think this will be one of biggest restorations in our nation. please welcome me in welcoming. ja rad. >> welcome susan and welcome to all of you. the first or

unfiltered drinking source and our watershed is in the mountains where there's lots of reck rauks and eventhough it's protected and there's no entry allowed our watershed we're are neighbors of an intensely utilized effort. water rights issue is only issues with our ground source but we do share that series of,aquafo r's and we have the city of vancouver on the other side that also taps that water reservoir. and fish flows we're currently in the process of pursuing habitat conservation plan to come in compliance in the clean water act so we're very concerned about any impact that could impact our ability to maintain fish flows we're currently agreeing to. next slide. so, in terms of what we've done to study climate change effects on our system. in 2002 through the university of washington through richard palmer and margaret hahn, i won't go over that now dash maybe later. next slide. a couple mayor studies we conducted is a reduction of our snow pact. the bowling watershed is not a rich environment. we do regularly get snow fall and our highest elevation in there is about 2500 feet. what we do h
