and it is different in every city as to how it has been handled. and we see different examples of what we fear having happen here. and then we have examples of what could happen. i want to thank the board of supervisors, particularly supervisor kim for her persistence and persisted -- or her persistence in moving this forward through the legislative process. i want to thank the chief of police and his commission to buy because they have also move this conversation forward. but most important and i want to thank the members of our community. they feel the sting or they feel the level of safety and care that the city might have with them and for them. it is in this spirit that we wanted to make sure that we would not end up in the days of apology. that should be long gone. we should not be apologizing for things that we do. we ought to be moving every community in our city forward with their civil liberties, and enjoying the basic freedoms this country has to offer. it is why everybody who has found a way to come to america, and especially to san fra

it's good to of this city, -- you go to every city, you see better or worse versions of things at home. those models seem to be easier to assimilate. there is a lot of denial. most people complain about the city. when i did the first models of disney hall, the newspaper said, a broken crockery. i get that all the time. something in the paper said kill the american architect. once it is built, they go on with it. i did disney hall years ago. it is great. everybody likes it. musicians like it. i have not been asked to do another one. [laughter] tavis: since we are talking, basically, about critics, people who may not like your work. there is no guarantee that everybody is going to like your work. >> there are many people who do not. tavis: there are two or three things i know that critics who do not like your stuffs a consistently. i wonder what your take might be. that you oftentimes build these designs, these pieces that do not fit into the neighborhood. they stand up. -- out. number two, often times they have features that are functionalists. -- functionless. how do you deal with that

you see this in every city in the country. they're willing to do that for a tenant complaint. we refer cases to the city attorney on a regular basis. one landlord, he has had litigation with -- the owner, with a record amount of penalties. when people live in conditions like this, and have been for 20 years this is very emotional. these are things that we see every day. the majority of property owners are very responsible. we have landlords to call us up and are berating us. they do not want to follow the law. the process is very serious. we notify all of the lenders. there are seven of overt -- seven other hotels. we have a craft that i showed earlier. >> a number of speakers -- these conditions have gone on. some of those coming from the grassroots organizations -- they are strengthening the law so that there can be follow- through. that came forward, very clearly. i wonder why we have such a hard time enforcing the existing law. >> of the obstacles that we face. this is like a mole popping up in different places. this is one citation against one landlord. another building, y

-- the city pays every claim fee-for- service. the majority of the health service enrollees' access hospital care through blue shield and a smaller number of city plan members also access to care as well. >> can i ask you to read pay -- you save the hospital costs are unpredictable and that could impact them? >> we are hopefully designing an agreement to make it more predictable. that is one of the goals. hospital costs in particular -- prices are driving hospital costs of. it is pricing, not utilization. utilization is also a contributor. in 2011, the health service system looked at what calpers was doing. is the second-largest provider in the country and they successfully implemented and accountable care organization in sacramento. that is a collaboration between hospital systems and physician groups where they try to work together to bring costs down. it is counterintuitive for the hospitals are paid fee-for- service. hospitals are grappling across the country with how they going to have a revenue stream if they're keeping peopl

sadly enough every city has its turn being the murder capital. right now it's chicago. it's a combination of things that have happened. it's primarily in just a couple of wards on the south side and the west side. there have been some high- profile events, robberies, or attacks downtown, but just a couple, but they didn't make huge headlines. the real tragedy is out there on the west side where gangs -- you can't even blame this on crack cocaine or some other somewhat rational reason. it's really one incident of violence, maybe in hot weather, whatever, will lead to a revenge killing, and another revenge killing, and another. that kind of chain violence is what's been erupting this year. plus, mayor emanuel has had to cut back the number of police on the streets because of the economy and the city budget problems. so they've transferred gang specialists over to street patrol work and this kind of thing. >> i want to be respectful to you and i want to be respectful to the mayor. >> always, john. >> one hears this from him in the way he responded, and yourself, and it sou

petersburg to seattle, and just about every city and town along the way and in between, there are services and facilities that we all grew up with that just aren't around any more was of budget cuts. because there's no money for them. in some places it's become dire. some communities have declared bankruptcy. others carry huge deficits. and in scranton, pennsylvania, here's another extreme. the mayor there says to stay afloat financially, everybody -- all municipal workers -- must take a pay cut down to minimum wage. that means, the mayor, police, fire, everybody. it's all part of the larger economic picture that was debated again on the campaign trail today. and we have two reports to start off with here tonight, beginning with nbc's ron allen in scranton. ron, good evening. >> reporter: good evening to you, brian. yes, this battle was back in court today with the public employee's unions trying to force the mayor to pay them their full wages guaranteed by their contract. we're talking about hundreds of firefighters, police and other city employees whose wages were suddenly slashed to $7.
