this isn't exactly amnesty. this is a tough bill. 13-year process.ollars in fines, pay back taxes, pay for your own criminal background check conducted by the government, pass the background check. then you have a ten-year waiting period which you must stay employed, you can't get any federal benefits, you can't commit any infractions, you have to learn english and at the end of those ten years if you met all those qualificatioqualifica paid more fines then you can get a green card and then after that in three years you can apply to get in line for citizenship. that isn't exactly amnesty. this is a tough process for people to get through. but it would allow them to come out of the shadows so they couldn't be exploited anymore by unscrupulous employers. and it has meaningful employer sanctions. why are most of these people here? they came into this country or overstayed their visas to work. they were working here illegally. many of them for unscrupulous employers undermining the labor market. >> so what's it going to take the get the house, the republ
