[applause] >> that is an excellent question. one of the agencies that deals with a lot of the after-school programs is the department of children, youth, and families. there are many programs represented here. any thoughts on that point? >> i am from the department of children and families. thank you for having us here. the director and i have worked in the non-profit sector for many years. that includes mental health, violence prevention, shelters. we know what it is like to face a budget impact. we have direct experiences working with clients when services are eliminated. when we do have service reduction, it is agonizing for us. we want to create some rhyme and reason when we come to the budget reductions and arias. in our funding process, we have a three-year cycle. it starts with our community needs assessment, funding allocation plan, and request for proposal. last year, we created our rp and had a lot of agencies respond. we are funding on a three-year cycle. when we are doing funding production, we're doing our best to m

>> this is an excellent point. of course, the city is embarking on environmental review for activities related to the america's cup, not being intimately familiar with what the proposal is or what the level of review is, i can't speak to the details, but certainly we are compelled again under state law to examine the range of potential impacts, if there are any, from the america's cup and prepare a suitable document. i would say that experience would suggest that whatever level of review, whatever document is produced would be subject to review by third parties. my colleagues in other agencies may speak to later, there are avenues for appeal to the board of supervisors and subsequent opportunities to revisit the issue through the courts. with respect to the northeast waterfront, my apologies, i'm not intimately familiar with the project, but my understanding is there is a document that the document produced late last year relating statescape and public realm issues, and that there are no particular capital projects

how to create the islands of excellence. and they did it by teaching differently. i mean, we didn't know how to tell our people to teach. now we can say, okay, here's what it takes, you know? it takes being very clear about what vision you're working toward. like where are we going to be by the end of the year? you know, what are you going to accomplish with your kids this year that will make a meaningful difference in their lives. once you figure that out you spend half the kids, the kids families their influencers to believe that's important in their lives. and if they work harder than they've ever worked before they can get there. so you get your kids working with you and then everything is so much easier. you have to be incredibly goal-oriented. maximize every second. you realize -- i don't have enough time. i got to get my kids here early and get them to stay late. many other things happen. you realize the level of resourcefulness required to meet all your kids' extra needs. but you know what? they accomplish the goals. and so you sort of redefine the role of

i have received excellent care in all my visits and time there. i am concerned the process is taking a long time. san francisco does not have enough hospital bill certification beds -- does not have enough hospital beds to prepare for a man-made or natural disaster that i believe is going to happen. each day we are not building is one more day closer to a potential natural disaster. this is unfortunate, because san francisco has one of the highest doctor to patient ratios of any city, and there will not be a place for patients to be treated, should this happen. i drive across the san francisco bay bridge every day, and i am reminded of the fact that the inception of getting a man to the moon and the time it took to get the bay bridge built were shorter. i am worried every day that i am on that bridge that there could be a new earthquake. if there could be any way of expediting this, it will improve the quality of life for all patients. someone had mentioned being a client of unemployment program for people with epilepsy. i work with the epilepsy p

we will be able to maintain our regional centers of excellence in san francisco. we will help to control the rising health-care costs. we have committed to build a two major facilities simultaneously. we will pull this off, i promise. we have made many commitments that i will review which will provide important benefits. last but not least, we will retain well paying jobs in san francisco. i want to take a minute to review the status in san francisco because this is not a pretty picture. this is a map of san francisco. this represents market street and traditionally, this is used to divide the city into north of market and south of market. what you can see is that right now, most of the hospital beds are actually north of market although the population is split relatively even. none of these facilities meets the highest standard of seismic safety. we don't know how we will provide care at the time of greatest need in the city. our proposal and the proposals of other hospitals are remarkable. by 2015 or 2016, san francisco will have five new -- hospitals. chinese h

we had a translator who worked with us throughout the way, an excellent, excellent translator, but as it happens, these young boys for very large period of times, they didn't speak chinese. it was difficult for them. when they got back, it took them five years to regain the language, and when they spoke to each other which was frequent because they could, it was always in english. we made out okay. yes, ma'am? >> i'm megan, a chinese translator and writer. why did the students assimilate and thrive as easily as they did? thank you. >> that's an excellent question. one that really kept us occupied for much time. one explanation is because they are boys. they were very young when they came here, and they never really, you know, had a chance to grow in the chinese system. most of them never atepidded anything beyond -- attended the rudimentary level of chinese education. this culture is what they need. the second explanation that is more met metaphysical is that they were trained -- there's a famous poem that says a young boy who wants to be someone turns away from the window, sits down,

over the past five years you have started to excel academically. performance has skyrocketed by 60% in math, 40% in writing. graduation rates went from -- i expect them to be at 100%. you are approving the naysayers wrong. to all the teachers here, i hope you'll stay with the miami central family as long as you can. this community has benefited so much from your teaching, mentor should, dedication. i was reading an article how teachers are feeling be up. feeling that many of them did not understand how much work went into teaching and how dedicated they were to the success of their students. i want to be very clear, we are proud of what you do, each and every day. i think both supervisor campos and supervisor winner would both be excellent to represent our city on the mtc. i asked our supervisors, predicted that they are most senior members, to consider the number of outside commissions they sat on it and the hopes that some would give up some of their seats to share with a less senior members, and i am very appreciative of board members and colleagues giving me an option to serve on the joint transportation authority. i appreciate colleagues stepping aside for that position. i am still talking to some of our colleagues about letting go of some of their outside commission seats so all of us to serve and represent our city on many of these commissions. i know that supervisor campos only serves on the golden gate board. and he serves on lafco. we have supervisors who served on four, five outside commissions on top of what they currently do. i will be supporting supervisor campos. as much as i like supervisors to volunteer to serve on communities, seniority is one of the rules we have in place and i will be respecting that. supervisor elsbernd: ju

so that is actually an excellent segway. we have approximately 7 minutes. so i am going to try to squeeze in 2 questions. i want to discuss what we're working with right now. we are working with and schools incorporating school based programs. they don't have the funding or resources. with that being said, what are some of the barriers of working with the community based organizations to be able to work in an effective manner with the schools. i would like to refer to bianca. i know she worked with united players. to talk about a successful working with the program at a community based organization and other folks on speak to the barriers and strengths. >> i have been with up for a year and they provide amount. it's a violence prevention organization. they take you on field trips to fight for the power. the stop the violence. what i really liked about it. not only did it help you to fight for power. but provided you with jobs. i know it helped a lot of kids and they come in and a lot of schools. they come in and we have meetings. we talk about many stuff. b

on the streets with good views, excellent reviews, or when there are buildings adjacent. a referral would be made to the planning department. the planning department would either approve, deny, or proof with modifications based upon their evaluation of the facility. in this particular case, one of the possible remedies this board can do given that of the permit has been suspended, it is to direct the department to submit a plan referral in this case as we would normally do during the standard process for their review and they would then come up with a specific recommendation and finding. please recognize that the new legislation as established triggers a re-evaluation of these facilities upon renewal. these permits are issued for a two-year cycle and are required to be renewed. a term of up to four additional permits would give them a 10- year cycle. upon renewal in two years, after the approval process, when it comes to an appeal, this specific facility false under the tier 3. this would be identified in the brief which would require a greater level of notification and s
