know, there are tough times and a lot of families surrounded with alcohol businesses, tenderloin, excelsior. >> thank you. your time is up. >> wouldn't that provide some positive influences for us? >> thank you. >> thank you. >> hello, my name is matt rosen with the youth leadership institute and appreciate the opportunity to speak in support of this ordinance. last wednesday, i joined about 40 young people and almost a dozen nonprofit youth organizations to come to city hall to meet with members of the -- supervisors to let them know why we think this is a really critical and important piece of legislation. we feel like alcohol does tremendous harm in this community and that the harms are not just concentrated on a few small, select individuals but rapes, sexual assault, long-term illness, hospitalizations, hospital poisoning and a whole lot of other direct effects cost the system a lot of money and affect a lot of people. and that we're not asking for an enormous contribution, we're asking for corporations to pay a small amount that actually address a pretty small impact, the alcohol and

i live in the excelsior, and i am the president of the board for the non-profit skyline stable, located on the sides of the harry tracey water treatment plant, is a low-cost, cooperative stable where the horse owners to all the work themselves. our lease with the water department runs through 2014. our stable mix of a group of small barns that were built long ago by individual families. thanks to you, we have been quietly providing this recreational resource since the 1940's. the harry tracey long-term improvement project currently stresses to demolish our barnes and stables. the initial proposal for this project stated that if the seismic upgrades needed to land where our bonds are located, that we would be relocated. we do not oppose the project. we have only ever asked to preserve the current recreational use. in our association with sfpuc staff, we have run into the same problem. they want to break our lease and destroy our barnes. they say they have no obligation to be looking at us. we are running out of time, and we need your help. we are the only non-profits stable on the penins

[applause] >> this one is for my dad in heaven and my mom and my brothers. i want to say that when i got my first teaching job for the peace corps in morocco, i never thought i would come back to the united states, and i took a lot of teaching jobs and climbed all over the world, and they sometimes intervene in the very same way. 14 years ago, i was allowed to interview in high school that nobody wanted to go to in san francisco, and a net even inspired fear in some community members, and that was balboa. i want to tell you that it was the best place for me at the time, and it is still the best place. i think it has become one of the best high schools, and it is because of all the teachers and students who have been there in the last 14 years and sort of made it what it was. i would not wish to be anywhere else. thank you. now, thanks to my wonderful their fists at the center, which is just at the corner of mission and excelsior, i no longer have to face the shame terror a 5150 of psychiatric intervention, which means there is no police deployment, there is no hospital bed for three days. just a tremendous expenditure that it takes. in fact, i go to see my therapist once a week. thank you, by the way, to the chair of this commission was successfully fighting the closure of the southeast geriatric center, which is the only facility for seniors with mental health problems or issues. i'm also here to demonstrate my grave concern about what will happen to the homeless with a plan that the police chief wants to propose to the board of supervisors. it just terrifies me to think that people who are suffering from hypothermia or simply beating to their own drum because they self medicate would even do not self medicate, would be penalized for not getting a quick end of period and on top of that, the possibility of the religious nation that may be approved for -- the legislation that may be approved for sfpd. i respec
