i am the corridor manager at excelsior action group.we are a community and economic development organization. we were to revitalize the corridor of mission street and the excelsior. i am here today to strongly support this fee waiver program for our small businesses in the month of may. working daily with low incomes small businesses as a court or manager, i realize they have very little working capital and for them, a facade improvement is a luxury. they do not get the sought improvements for years if not decades. the impact really shows. our commercial corridor right now is dirty, dated, and in general, has a blighted appearance. residents note this as well. in a community needs session that we conducted in october 2011, we found storefront appeared as a top concern for people in the excelsior. there are 13 businesses that will benefit directly from this program. 11 of them are enrolled in the excelsior action groups, and an additional two are enrolled in the sf shine passat improvement program. both of these programs are matching pro

in the excelsior district, we put money to do some neighborhood planning around workforce development. the groups involved have been the filipino community center. there are people organized to demand economic rights. there are advocates for children and youth. out of the work, they have put together a report, putting the pieces together. in district 11, we have a very different type of work force development problem. we do not have any real work force development programs in our district. we have a working-class community, lots of labor households, but no real engines to get people from the neighborhoods into the jobs that exist elsewhere in san francisco. we also have a lot of immigrants who live in the district. we have to find work force and employment models that can serve immigrants, many of whom -- many of whom are undocumented. this report provides a lot of food for thought and recommendations for the city. i will be introducing a hearing on this report that we can share. hopefully, we can do a little bit more funding to support efforts

i worked at cleveland elementary in the excelsior or mission of persia. we are experiencing layoffs because of the imaginary line they have drawn. what i'm here to express, not just as a teacher but as a parent, my daughter went to cleveland elementary. when i got laid off a couple of times, it was not good enough for me as a parent so i transfer to sunset elementary. this is my honest story as a parent and teacher. now she has a wonderful principal that is telling her teachers, do not worry about the layoffs because we have enough money to provide for them. why does my daughter feel safe enough at a west side school and my students at cleveland elementary do not feel safe and they're used to their teachers being laid off every year? that is my question. as a parent. you do not even want to know my questions as a teacher. i am tired of being laid off. my mom was a teacher that was laid off. it is the same thing.
