i live in it excelsior district.am a senior student at balboa high speed -- the ball high school. i am concerned about the issues the proposed hospital will bring. my family and i use the road on many different occasions. we all agree that it is busy all hours of the day. when it is not rush-hour, there is always a constant stream of people using the road for their personal needs. the hospital would only worsen the traffic which is already horrendous. the size of the hospital, its clients and staff parking, the operations that will undertake bailey, those kind of factors -- it will create even more chaos on this already-busy road. instead of me being able to get somewhere in 10yq#ñ minutes, iy take me three times as long. this also applies to cathedral hill hospital, if it was to be built. why would i want to go to a hospital that is 45 minutes away, when i have st. luke's 10 minutes away from me? i hope cpmc sticks with its promise to keep st. luke's open. knowing the cathedral hill hospital will be a longer commut

i have lived in the excelsior my whole life, and maybe one or two police officers -- and i cannot namecks back. let's take ownership. let's have those community block parties. let's make an inclusive and invite everybody. i stepped out of my house one day and there was a block party and i did not know. that is my block and i was not invited. really? let's start bringing our neighborhoods together. let's not depend on city also much. even though they are expected and they are obligated, but sometimes we wait and wait and nothing happens. we need to start doing it ourselves and get to know our neighbors by name. sometimes love prevails. and when you love your neighborhood and you love your neighbors and you know your neighbors, why would you hurt them? you watch out for them, for their house, for their kids because there is love. . -- excelsior middle school. he lost almost a whole year of construction. i think we will admit it was the very unorganized year. we opened it, i think, with excelsior middle school. the child was really far behind. i spoke to the mom. we wanted to look at kipp. her son repeated a grade, but is on track to graduate. this was a single mom with four kids. she had seen older ones lost to violence and drugs. i have to say this way is my opinion, -- sways my opinion. this is the only charterer i can vote yes on during my term as a board member. i am waiting it with the fact that yes, we would be losing and high school population, but i also wait it against the fact that we lose hundreds of african american students in high school. we lose a lot of them. we lose a lot of latino students. we lose a lot of pacific islander students. kipp has a track record of success with those students that we have not been able to capture. are they governed by different policies? absolutely. are they small? yes. all of those things. are they funded? quite frankly, they are doing

but there was the incident where five people were murdered in the excelsior. the perpetrator lived in hayes valley. there's a lot of that and yet people who are concerned about public safety and that sort of thing so to the extent we could give some attention on site, may be on going somehow. we've been trying to work with westside and a lot of cbo's continue to work on prevention, working with families and whenever. someone mentioned witness protection. having to move people, this woman living in a three-bedroom with a son who was murdered. she wanted a smaller place. we worked to try to find her new residents. so there are those levels of cooperation that we have been successful in having with your office and i hope we continue to move in that direction. we will look for more issues as they come up and let you know, but it is deep. >> let me first say thank you. you have been instrumental in challenging us to create those opportunities and make improvements where you have asked for them. in some cases we have been able to react quickly and in some it takes a

as we have heard from others, the members of the excelsior -- engleside police department and community have negative relationship with one another. we incurred in by police officers to take part in the workshops and not necessarily be there as observers but as participants, so that we can start a new dialogue. also to change the training that is required by the police department to have the police officers take part of these conversations so that they are more well-informed and can be members of the community and not looked at as a disembodied force. we would like to also encourage that everyone as individuals would be accountable to the community as a collective. at this point, i want to extend and in by to everybody for our next event on august 10. we are having an open mic called speak your piece. we do not want to feed into the isolation in our community but actually bring people together. helping san francisco's communities build ever upwards. here is another member of our program. her name is a pilot. she will talk about her experiences with us. -- violet. >> hello, my name is vi

we are talking about a working- class community, the excelsior, the bayview, all of these different neighborhoods are smaller enclaves. we still see the same kinds of challenges. when the schools begin to perform a stellar academic programs, businesses will continue to relocate because the employees will want to live in san francisco and want kids to be educated here. it is a cyclical and symbiotic creation ship. another challenges that we have the highest unemployment rate in this part of san francisco. san francisco before, the numbers are starting to come down a little bit. we have high rates in the latter part of last year, but it is starting to -- it is starting to normalize. it goes back to education. what i would like to see our pathways. not everyone will become a doctor, lawyer, or journalist, fantastic tv host. what can we do? we live in a society where we need engineers. we need sound engineers. we need graphic designers. there are people who prefer to learn with their hands. they like mechanics. we need to bring back some shop back in schools and allow people an opportunity for a diff

now, when we did our survey of the excelsior and the chinese residents live in there, one out of four were uninsured, and a lot of them travel 60 minutes to get to any health care services, and some people say they'd like going to chinatown, that is great, but let's make that a choice. let's make sure people have health care access in the southeast for all san franciscans. thank you. at supervisor: thank you. next speaker. >> i retired last november. this hospital has always been the on mounted orphan. only under these damages for noncompetitive practices that they agreed to bring st. luke's into its fold, but they made decisions to close it. because of their nonprofit status, they created their blue ribbon panel that agreed with the need to rebuild st. luke's. this was already under way, and the skeletonized hospital without even a pediatric ward planned. st. luke's was supposed to be a spoke serving the hub, to use their analogy. st. luke's has served this community for 131 years as the only other hospital beside san francisco general. we are not talking about rebuilding another mcd

i am very pleased, one of the things i discussed was how we could serve communities like the excelsiorigh deal of property ownership, but people struggling to maintain their properties. that we have a portion that could help stabilize those households. i want to thank the mayor for the inclusion of these changes. lastly, i cannot stay the whole time, but i will be following. i want to thank my colleagues. lastly, i was part of the effort in 2008 on prop b, the affordable housing set aside. i think this measure has a great potential to be better than that because we're not using a whole part of our city budget and general fund but cobbling together existing funds that have been used and we are able to do the financing that can stretch those further, that can really be significant, adding up to what i hear is $1.2 billion over the next 30 years. that is significant, and nobody else in the country is doing it. if we do it here in san francisco, it would be a great model for the rest of the city. supervisor kim: thank you, supervisor. i was tempted to call you can't post. the excelsior is no longer there and we had someone vying to get an olympic spot in boxing. a woman in bayview and it seems like there was a program that could be something -- maybe that midnight basketball program is not the best fit but another program. >> boxing would be a huge resource. there have been other -- the straight forward club, we have a tight relationship that i've been working with them for over 10 years. we have been trying to get kids to get internships and we need things like that across the city. boxing is a healthy way for these young men to get these

the mission and excelsior also have significant numbers. the used to deliver 1300 babies per year, and yet, this eliminates inpatient pediatric at st. luke's. not to demonize anyone, but this is an era where a billionaire can buy an island and then sue his neighbors to cut their trees down so that he can have a better view of the race. this says so far proven unwilling to make sure they can have this commensurate with their $90 million in tax breaks. in 2001, cpmc made agreements to maintain the hospital at the levels it required that -- acquired it at. that is where we had a neonatal intensive care unit, a casting room, many more surgery lofts, etc., and now after a decade of dismantling, we are facing a reduction down to 80 beds, and they are looking to close the hospital after only two years. that has no business being there. they cut mental-health services and laid off front-line employees who are underserved. we need community benefits in order to -- thank you. supervisor mar: thank you. next speaker. >> my name is tatiana. regretfully
