this is a hearing on executive park. the executive part plan amendment would usher in a fairly complete transition of the isador park neighborhood -- of the executive park neighborhood. it is pretty straightforward, and i am actually very excited to see so many people here. the proposed amendment is still under the review, but i want to start a more specific discussion as well as hear from the community on the proposal. we will begin with the step presentation, so with that, i will ask a representative from the planning department to walk as through the basic proposal. then, after that, we can take public comment. >> good afternoon, supervisors. i am with the planning department staff. i am here with others, and the planning department, who will give a presentation on the executive park neighborhood plan, specifically the general plan and the zoning amendment. just very quickly for your orientation, executive park is located at the southeast block of san francisco, just north of the city and county line. to the right, as

local hiring started at executive park.was executive park along with the community, along with eoc and a lot of other groups that work with the union, and there was one who sat on the board. the purpose for that was to make sure that residents of bayview hunters point would be able to get a job and become a union individual. they would be able to work, and after two weeks, they would be able to join the union, because people were not in the union at that time. there was a lot of discrimination going on at that time. there was a city planner. his name was liable. -- lysle. the freeway of highway 101, to explain that and said deerpark was a part of visitation valley, and we all know that. that is a lie -- to explain that executive park was part of visitation valley. they would give $3 million to that community. i went before the city planning and explain to them that should never have happened. there was never a hearing concerning those lines being drawn illegally. but when it was passed, when supervisor maxwell hired lysle,

we were in the midst of the executive park presentation. >> i am matt snyder. i will pick this up on the page left on the podium. we will refer to the guidelines. the guidelines to not require initiation and did not require any action. the week that is prior to the -- the planning code may generally be silenced, will where quantitative guidances better than where this stands in the planning code. the guidelines would establish an overall design strategy, for the entire office portion, and this would create performance standards for the open space, and there is activation and design quality as well as providing guidance for more robust development. we should do this in the last presentation, for the overall framework of the design. providing for the substantial street wall at the neighborhood said. and also, preserving the space is best for the public view, and the urban design guidelines also provide performance criteria for the open space network, for the pedestrian pathway in the open space, and the excess will frontage. we showed you this before, to implemen

. >> i am the original developer of executive park. in 1975, my country joint venture with the scavenger companies that owned the property. world war ii housing was pretty ugly. it was the desire of the scavenger companies to change the visual entrance way to san francisco and to make it an office park. at that time, i met with members of the bayview hunters point coordinating council. it was their idea that we form and the fis recommitted. as a graduate of the ball high school, i still had friends in the community. we were able to gather the folks from that community. i served briefly as the president of leland avenue merchants association. the point i want to get across to you is it has been tremendous community involvement since 1975, with executive park advisory committee combining with visitation valley. there is unfortunately not a dispute as to what the property lines are. having said that, i am really here to answer any questions you may have. i want to thank you for taking your time and look forward to meeting a supervisor --

presented to the commission in the last informational hearing, with the proposed amendments to the executive park area plan, and the establishment of new zoning guidelines. public comment was favorable, and we continue this item to the chair. at the full board of supervisors last week, they did adopt this plan, a general plan amendment, and this was only a change of one policy to reflect the adoption of the streetscape planning. the largest item was for the light speed project. there was the appeal for over 700 utility cabinets in the public right of way or the provision services. the plan the project was not in the definition of this exemption, and they said that this would require an they are. there are unusual circumstances that would have a cumulative impact. the department responded that these claims were not valid because they do allow for the inflation of small facilities and salt -- small structures, not related to the number of structures that could apply under this category. and the public right of way already has similar structures -- structures throughout the city and this is not an u

they will not happen because of the executive park. they may happen if candlestick point is built. but there are cumulative solutions that will be paid for. the highway is not something we have any control over. we have no say. we would not in any conceivable way impact that. we have worked hand in hand with the planning staff. we reelect the future of the 49ers was terribly important to the city -- we realized the future of the forty-niners was terribly important to the city. i have an answer to the question about development density. chairperson mar: if you could address that, thank you. >> to sum up where we are now and where we would be after this plan amendments are approved, we can come back to a specific project. right now, on the 78 acres of the executive part, there is permanently built or approved and under construction the actual construction -- it is current -- it is more current than the slides you saw. there are 1220 residential units, 700,000 square feet of office space in the three office buildings you saw. there are 17,400 square feet of retail and restaurant space

the executive park planning process started six years ago. this is the tops -- 18 years ago, when the navy announced there were going to leave treasure island. there has been a process of developing a plan to rebuild this island and make it a home to thousands of people, to make a commercial hub of employment again. this is not follow land. since the world's fair in 1929 and the navy moving in in 1941, thousands of people have lived and worked on this island safely every year. thousands of vehicles a day on or off treasure island. we have an opportunity now to remake the island into a very positive experience environmentally, sustainability, and safely for people who work there, through transit improvements, congestion pricing, parking limitations, and the seismic rebuilding of the island infrastructure. this time has come. we have a great opportunity. last year, the key vote of the board was in the approval of hunters point. this year's key vote on economic development will be the approval of the treasure island plan. a city of 49 square mil

supervisor mirkarimi: last thursday the executive director and i'm joined edwin lee and federal highway deputies director to officially kick off the sf park program. scott wiener and members of the mta board were also at the event which marks the culmination of a four-year process to bring real time parking information to san francisco. it was a great event recognized by the press around country as a major milestone in terms of how technology can structure solutions for common urban problems like finding curbside parking. the entire demonstration was funded with $20 million of urban partnership money which this authority was able to obtain from the federal government in 2007 as part of the negotiations over the funding plan for doral drive, now presidio parkway, which at the time included a proposal. the proposal was a forward- looking idea and this is a forward-looking program, which is now on the run for san franciscans to use on a daily basis to help us perfect. in a few months, there will also be very impressed and components to the program. congratulations to our mta for getting the project on the ground after four years of developme
