joining us, ezra klein, msnbc policy analyst.we don't know is the mix. demographic mix. what is the threshold of young healthier invincibles that need how to be on exchanges or into the aca for it to be a success. >> back in may, june, talking to the administration what they saw as success? year one. they stead 40%. they said whatever level they had. they didn't care whether they had 5 million or 7 million or 15 million people in the exchanges in year one. what they cared about was how many of them were young and healthy. they needed 40%. now it is also the case that, the affordable care act has a couple of different policies built in to protect it from not getting enough young people in for the first couple years. one policy, a big one, called risk corridors. if insurers don't get the kind of young person signup they were expecting, the federal government will in the first couple years of the law cover the extra cost. keep premiums lower than possible if they don't get enough young people. if they don't get enough young people.

and ezra klein. i'm going start with you because there's always got to be a cloud in every silver lining. so -- >> that's why you need me? for the pes missile many? >> you are our pessimism correspondent for the day. there is some disparity between the number of people that signed up which is present. the projections from the white house. what were the white house projections based on? . >> sure. one, it is not just 2.1 million that signed up that's the number that signed up through exchanges of private insurance. another 4 million got intom medicaid coverage. it is really 6 million. at this point to go to your question the number of people the administration thought would have signed up on the exchanges was 3 million. the reason was that they just adopted an estimate used by congressional budget office back in may. and in may, 7 million people would get exchange based insurance in 2014. so the administration simply extrapolated that backwards and put that owe a timetable. the problem was that the co

it will be somewhat of a nightmare for some of the states. >> ezra, this is one of the things, as you payer advocates like me and others -- one of the reasons we're single payer advocates is look at this thing and look how messy it can become. and there's also now going to be a churn on the private insurance end of this thing with the subsidies. people will be getting private insurance for some number of weeks, months, and then they will become eligible for medicaid and churn downward into the 34ed cade system. is that how it's going to work on the churn out of the insurance part of it? >> this is what you get when you have a system that gives you one health care system for the poor and another one for everyone else, at least everyone else who can afford insurance. >> but there are two systems for the working poor because you have that subsidized component right above the medicaid income thresholds. you're still dealing with working poor people at the margins whose incomes shift a lot. >> yeah. and to be fair, the group of poor or working poor i'm more worried about are in the states
