talking about, who are the reckless actors and what can dhs do about it, and second i'd like to know whether or not you think this there is a sort f inivity about about this. i know you're not going to talk about our offensive capabilities, but i think it's fairly well known we are on the the leading edge of that, and shouldn't we be expecting ore countries to be -- other countries to be messing with us as we've been messing with others? >> um, i think this goes to a point i made in my remarks, and that is the inherently international aspect of this. and, you know, the traditional kind of law of war, nation-state analysis doesn't really work here in many respects. so i think it's time for the nations of the world to have some kind of opportunity to come together and really look at a global convention or something of that sort that deals, um, you know, directly, fairly and centrally with the need to have a safe cyber environment for everyone's mutual benefit. so it's not just about the united states, it's about other countries of the world -- >> so that could look like a treaty? >> it could look like a treaty, it could look, like i
