it will force you -- you can't do in the f.y. 13 but in f.y. 14 you have to make hard choices and reduce your structure, reduce your personnel, basically, shrink your military. you have to do it quickly. you have to down size your force which is not always the best and most informed options. >> going back to your exercise with the fueling tanker. is think there any particular service, army, navy, that is most vulnerable because of the number of acquisition programs they have that are at a key point right now? >> they are all veller inable in different ways. i would not want to guess on which one. looking at the air force they have a number of programs that they say are critical to the future things like the tanker, things like the bomber, these programs are critical to the air force to recapitalize their equipment for the future and be better equipped for the future. all of those programs are in the early stages of the program so they are all vulnerable. you can go through the marine corps, or the army and they are probably in the same situation. >> two aspects, how bad are the penalties

a final f.y. 13 appropriation bill to replace the continued resolution and the president's f.y. 14 budget. congress' recent decision to delay pulling the trigger on sequestration for two months was a positive step. we welcome the delay, we're still deeply concerned about what may happen should we fail to reach deficit reduction agreement by the end of february. our nation's ongoing budget gymnastics exerts consequences on the air force and create an atmosphere of unease among our uniformed and civilian airman. failure to enact a budget along with the overhanging threat of large cuts creates wasteful churn. given we are now into the second quarter of fiscal year 2013, we can no longer live under the uncertainty of sequestration and the continuing resolution without taking action now. as secretarying petraeus described yesterday even though we're not presuming this worst case will occur planning for the third and fourth quarter es is required. we received the secretary's guidance to begin implementing prudent measures that will help met investigate the budget risks. the air force is current

between f.y. 1990 and f.y. 2012, the removals rose from 30,000 a year to almost 410,000 per year. of all the enforcement fillers, removals have the greatest impact on immigrant families. one telling statistic from the report is that i.c.e. has reported 46,486 noncitizens with the u.s. citizen child who were removed over just a six-month period in 2011. removals have risen steadily over many administrations, democratic and republican, but they've certainly accelerated in recent years. the last four years have seen about 1.6 million removals. i think many have questioned why an administration that's devoted to comprehensive reform would remove the greatest number of people of any in u.s. history. and the report provides a partial answer at the least which is the legal authorities, the operational systems, the enforcement programs and the financial investments since 1986 have made large-scale removals almost at an inevidentibility. they've made high levels of enforcement and institutional -- an institutional authority. as muz kind of referenced the 1996 immigration act, also known as

and help resolving the coming debates on sequestration, the expiring continuing resolution, and the f.y14 budget to fiscal discipline and entitlement reform. suspending the debt ceiling until may 19 provides the house and the senate with much needed time to pass their budgets and then consider how best to deal with the sequester. the underlying bill also takes action to ensure that the senate becomes an active partner which we want and need and the american people, i think, expect in order for our efforts to reform federal spending. for nearly four years, the senate has failed to meet its most basic obligation -- passing a budget. during this time, the senate has collected its own paychecks despite being derelict in its most important duty. in the private sector there are consequences for failing to do one's job. this resolution will impose the same accountability on members of congress that the private sector workers face. oh, yes, we are putting that same obligation on the house as we would want them to accept in the senate. that is, if you don't get your work done, you don't get paid
