in june we report on faa efforts and made 11 recommendations specifically aimed at helping faa to more effectively meet the goals. my testimony today will focus on faa is progress in the permitting the act's provisions at the challenges the agency faces in safely integrating uas technology. today at the a is complete more than half of the 17 uas requirements in the act and this includes selecting the test sites as well as publishing a roadmap outlining agency plans. in addition using the authority granted in the act as the recent authorized 11 companies to operate uas into commercial operation. however, faa is behind schedule on the act's remaining requirements. many of which are key to advancing uas integration. for example, faa missed the act of 2014 deadline for issuing a final rule on small uas systems. these are systems waiting less than 55 pounds. while at the expects to issue a proposed rule soon come it will likely generate a significant amount of public comment that the agency will lead to consider before issuing a final rule. as a result it is uncertain when a final rule will

the faa. we are moving forward through rule making. as md byantehe act, the rule making to permit civil operation of small uas in the air space. we all agree that project is taking too long. but i'm pleased to say we believe we have a balanced proposal that's currently under executive review. in the meantime and consistent with the act, we're looking at activities that do not pose risk to others who operate in the air space to the general public or to national security and that can be operated safely without a airworthiness certificate. once the secretary of transportation is able to make that determination, faa then grants relief from other faa operating regulations. we have authorized 11 operators including five exemptions we have issued today to conduct commercial uas activity in the national air space covering activities such as surveying, inspection, and movie making. we continue to facilitate the use of uas by public entities. for more than two decades, faa has authorized the use of unma

the faa. on next-gen, the larger type of systems that would be in the air space, there has to be a way for the pilot in the cockpit if it's going to be in the same air space, to be able to see it, there has to be a way for our controllers who keep the air space very safe to be able to see it on their control room currently we do that with iff, we have adsb in and out with next-gen coming online and i'm confident that these technological challenges that we're facing here going through a process, same kind of process we use to certify aircraft and operators that we'll be able to do that at some point but right now they're being defined by this. and what we have to be mindful of is as the air space gets more crowded and not less that we have those same capabilities. when the air force comes to the next-gen committee sets on it their concern is how they're going to be integrated in the air space, in and out and whatnot. so that's really -- i think that's really the focus and the tie-in with next-g

the faa takes a step forward on drones, giving permits to four companies. be allowed to fly drones to perform surveying, construction site monitoring, and other tasks. is the faa moving too slowly, given that amazon has moved its operations abroad due to the slow approval process? our next guest is one of the four companies. brian whiteside, and cory johnson is still with us. i would love to know what happened behind the scenes between you guys and the faa. what kind of conversations have you been having. how long have you been having those conversations to get this to happen? >> thank you for having us on the show. the process has been a long one. but the faa has been true to their word. it's been about a year and we started it. but we finally have the exemption in the waivers. we are excited at this point and grateful to be able to move forward. >> did you have to do demonstrations? what were the questions they had? what was preventing them from doing this earlier? >> hurdles were procedural. not to get technical, but the faa's mandate is really to ensure

but here's what we do know from the faa.y a jet crashed a mile north in gaithersburg, maryland. the airplane was on approach to the airport when the crash occurred. it looks to be a residential building in gate thers berg in a neighborhood. a fire did break out. there were damages to several buildings. the montgomery county rescue service did respond. they got the fire out but they are involved right now in what they are calling search and rescue efforts. it's almost impossible, from this vantage point, to determine where the aircraft wreckage is in comparison to the residential complex damage. at this point, we do not have any reports of injuries or deaths, but i can tell you this, our affiliate says that three people were onboard that aircraft. i think you can see the fire and rescue off to the right of your screen as well. that is the word, that they are apparently involved in a search and rescue in gaithersburg, maryland. unbelievable destruction of what that aircraft was. we're told it was a twin engine jet that crashed
