that are received by the faa. is it ama have a data collection and analysis program under way to collect near miss reports from uas users or airline pilots? and how does ama substantiate your statement that the number of reports are actually much lower? >> no, ma'am, ama does not collect that data. we use faa's list of pilot reported and individually reported sightings of unmanned aircraft. and i think it's important to note that they didn't classify all of those as being what is termed near misses or near midair including. they were termed very subjective term as being close calls. and again that is subjective and undefined. and to my knowledge the faa currently does not have a defined definition or definitive definition of a near miss of a manned aircraft with an unmanned aircraft. so what we did in our analysis was to go strictly to the language in the sighting itself and only pulled out those ones or looked at those ones where the person reporting the sighting in their determination called it either a near mis

at my request the faa is moving forward with an evaluation.er an investigation in 2094 pittsburgh, there was a possible bird strike and if a 4-pound bird hits an aircraft it generates force equal to 14-ton. some of these toys up there in the airway that much. what could that do if ingested? we need to know. what other solutions? clearly there are commercial applications which the faa is moving forward with. the issue can be drawn between toys and commercial application. the toys need to be restricted in terms of where they can operate. that is, they should be programmed before they can be sold so they can't fly in restricted airspace. they can't fly over 400 feet. anybody who is found to have hacked that should be subject to serious penalties and fines. i think we might also have to look at registration. in my hometown of spring springfield, someone was using a drone as a peeping tom and looking in windows. ultimately a crash. police have no idea who was operating that thing. we have no way to track it. there should be a way to track these thi

in 2014, the faa received 238 reports of drone sightings. in 2015, the number has already exceeded 600. safety is paramount in aviation and the increased number of suspected sightings raises serious questions. some of these reports involved the airliners and occurred at low altitudes near the nation's busiest airports. other reports involve pilots of general aviation aircraft in less busy airspace. the real possibility of a mid-air collision must be taken seriously in order to prevent tragic consequences. to be clear, it is also my understanding that some of these reported sightings may involve something other than a consumer unwisely operating their new gadget in busy controlled airspace or restricted airspace. in at least some cases, the reported uas may have been a government-operated aircraft or a lawfully-operated uas or simply a bird in flight. to that end, we need to understand what precisely is going on in our airspace, what's the actual risk and how do we manage and mitigate it? with retailers readying for significant uas purchases

that really messes things up at the faa. so insulating them somehow, making them self-supporting, and getting true procurement reforms in all the savings and efficiencies that, that, dealing with the mid-level bureaucratic so insulating them somehow, making them self-supporting, and bald, which slows things down, bill and i agree on those things. we just differ on how to get there. he thinks privatization is the answer. i think creating the first-ever 21st century -- i call it a constitutionally chartered corporation with a board of knowledgeable stakeholders running it, choosing the ceo. that could work. people say, what is the model? there is no model. the less time the government crated an organization was the postal service. and they just made a board of governors who are running it into the ground. we are not going to go down that path. mr. house: congressman, it is a historically -- modern history is historically republican majority, and now they are about to pick a young, and paul ryan, perhaps more vibrant later. is

operational control in the world of the faa is a key point.a lot of these start up airlines, this one has a fleet of only five aircraft. there's a lot of outsourcing that goes on. it does become a question as to who is really in charge here, who is really responsible for the maintenance. this goes back and became a huge issue in the wake of the value jet crash in the everglades not too far from where we're looking at pictures now. forgetting the exact time frame, but at least 15 years ago now. in that case, a lot of the work was subcontracted out and there was issues of cargo that was on board. the airline wasn't certain what was in the cargo. and the issue of operational control was a big deal on that one. >> amazing to continue to watch these really terrifying pictures coming in. the situation is more under control at the moment, but in no way over. the airport is still closed. still a huge number of questions on how this happened and a huge number of questions coming towards this airline. thank you both so much for helping us out as we foll

they claim the faa it has failed to meet its hiring goals.leaving the number of controllers at its lowest level in 27 years. the faa says it shares the frustration but pointed finger at congress for the problem. they released a statement saying "the past government shut down and budget cuts closed the controller training academy for nine months. academy for nine months. that delayed initial training for several classes of a new air traffic controllers." but a business investigation found the faa shares part of the blame. in 2013 it was found traffic control candidates lowered the standards to become a controller and revamped its hiring practices in an effort to become more diverse. the shortage of air traffic controllers to lead to long delays for travelers. air traffic controllers had previously told the foxbusiness that shortage could lead to safety problems. >> once in a while a pilot will say we need to circle because air traffic control is so jammed up we can to land. it happens every day. it is just that the american public does not rea

the faa act of 2012 directed faa to safely integrate unmanned aircraft by 2015 and required the agency to issue regulations on small unmanned aircraft. while faa expects to issue this delayed rule next year, this action will provide regulation to safely implement primarily commercial operations. the question i hope we get at today what should congress do and what can faa do as well to ensure the safety of recreational uas operations? . some have said that section 336 of the '12 bill prohibits action to regulate unmanned aircraft and i'd caution against a broad interpretation of that provision which is krofted to apply very narrowly. in light of the safety events that have emerged this year, maybe it's time to revisit that provision. i look forward to hearing from all of our panelists today about what congress, about what the faa, and, importantly as well, what the industry can do to keep the integration of uas on track and ensure safety. thank you. >> thank you, rick. i'd like to really thank rick larsen for the close working relationship and bill schuster and peter defazio on this ver
