nasa developed software to steer the plane with altering engine thrust but the faa never mandated it. the faa had all other federal regulators evaluate new safety procedures and equipment which went to cost-benefit analysis and do it in secret involving putting price on a human life, something no company can do because they would get rained in court and the court of public opinion so if the problem almost never happens the cost-benefit analysis is going to conclude there is little benefit and you can justify spending almost $0 and there are hundreds of things that almost never happened. in my opinion it makes it difficult to get rid of the pilot. more cost-effective to keep the human in the loop for many many things that almost never happened. i studied a more recent uncontained failure. they had massive damage, massive random damage, the computers were the heroes but so were the human pilots. if you try the design for all these things that almost never happen you end up with million-dollar tickets. the engine manufacturers very competitive and fortunate enough to have a test video or

i know department of defense has done work with the faa on ssa. with respect to the space renaissance act from the last congress the one stop shop at the department of transportation at the department of commerce, what is your insight or your perspective where we are looking now? >> a great question. as you just recognize, in the past i have sponsored or authored legislation have a one stop shop especially moving it out of the faa to the department of transportation to the secretary. i ran that legislation a couple of years ago to force the conversation about this activity and how important it is. as a member of the science committee, space subcommittee specifically i voted multiple times on the americans face commerce free enterprise act which put that commerce. my views have shifted but more importantly than anything else that has to be done. and it doesn't matter so much where but the fact we don't have time to waste anymore and if we are caught if it is a parochial or jurisdictional and this thing is held up for a year or two, we are at risk i

i understand faa in coordination with dod was planning to do a pilot program after faa on civil ssa data and information. what would that pilot program have entailed and what are your thoughts as far as the pilot program as part of the transition of the ssa data sharing, to civil agency? >> thank you for the question because it's important that we go back in history to look at that. i have been working in this world for over two decades, 1998 , i transitioned a weather mission out of the air force into the department mongers commerce. i have been working very hard in the interagency to try to figure out where to put that mission. it's not inherently a duty mission. in the last administration we were working with commerce entrance rotation. the faa was going to do a pilot program. that was going to basically look at what it would take for us to ship the catalog into that organization want for them , what kind of analysis tools and pieces they would have in order to do that information. as we trends mission -- transition in this administration, congress is going to take -- commerce is goin

a jet blue flight was departing from new york to los angeles when the faa says the aircraft experienced a radio issue that cut off the crews communication. that set out a hijacking code notifying traffic control of a security threat on board. authorities surrounded the flight on the tarmac, passengers were ordered to put their hands up. the airline says officials responded out of an abundance of caution. the scene was cleared in about an hour. >>> dramatic cell phone video out of texas tonight showing the moments after a deadly explosion at a texas hospital. one person was killed, 12 others were hurt. it happened this afternoon in gatesville north of austin. the blast was so powerful it sent debris flying hundreds of feet into the air. >>> a desperate search in thailand tonight for 12 boys and their soccer coach trapped inside a flooded cave. they have been missing for four days now. divers pumped out muddy water today that filled some of the chambers of that cave all the way to the ceiling. officials hope though the boys age 11 to 16 found a safe pocket of air in that 6-mile long cave.
