been this impasse that has been something we've seen coming for weeks now, this faa authorization that pays all the bills for the faa expired in july. and the problem is the house has passed a version of this extension that would carry it through for a while and included in that would be pulling back some of the subsidies for rural airports, when you have a place used by far fewer people and the tickets would cost more if you just went by the market being able to bear the cost. so the government subsidizes those tickets. republicans would like to see that changed at a time when they're trying to look for ways to save money for the government. the great irony is the government is losing money every single day. the president spoke to speaker john boehner yesterday trying to urge a resolution. at this point, house republicans say the answer is for the senate to act and pass what the house had already done before it left town. so we're in another one of these stand-off moments where both sides see it differently, where both sides are waiting for the other to blink. we're being told something could resolve it

bill there, are two rubs. one is republicans want to cut subsidies that are in the faa authorization bill, that go to small airportsen they don't have enough traffic otherwise to stay in business. and there is one airport in arizona, that gets a subsidy of $3,700 per passenger and republicans think that that is too much and the other rub is a fight over labor and organized labor rules. the obama administration changed the rules regarding unionization in the airline industry. they used to operate for 75 years, in one way and the obama administration has now made it easier for organizing groups to unionize a unit inside the airline industry and republicans wants to stop that. democrats want to keep it that way. bill: it is kind of a back-door challenge to unions then, if you take it that far. >> unionization is a major issue and a lot of things between the obama administration and republicans in congress. republicans say the obama administration should not have unit laterally changed these rules, without the approval of congress. and, democrats believe the president had the right to do that. bill: now, is it cheaper

the house tacked on a rider, essentially, which, of course, blew up this negotiation for an faa funding bill and saying that that probably was the wrong thing to do and instead there should have been at least a continuing resolution to fund the faa. was it a mistake that a political dispute halted this faa funding? >> well, as i understand it, this is just a conversation that is going on between the house and the senate. it has got to get resolved. the temporary extensions are not a good way to do business. and i think the fight is over federal subsidies for some so-called essential air service and some rural areas. and this is a fight that is going to have to be worked out as it always is eventually between the house and the senate. >> i understand that. going into recess here, and letting this hang out there for 30 days, it is a month a lot of people use a lot of airports in the month of august. >> yeah, you're right. it would be better to have it resolved. i'm not sure what the impact is going to be, actually, on -- how many people will be affected. and i regret some people will be inconv
