like many of my colleagues, my district is home to number of chemical facile -- facilities. they play a crucial role in the local economy but with that comes a risk they feel cfats program helps adress that riving and -- that risk and helps communities like mine be safer without being overly burdensome. years ago, there was a call to action to address credible threats to high-risk chemical facilities across the country. at the time, chemical facility security was one of the biggest security gaps we face and secretary chertoff asked congress to pass a balanced, security-based measure. within a year, congress gave d.h.s. temporary authority to implement a chemical security program. cfats survived on annual authorizations for eight years. the lack of certainty stunted the program's growth. in 2014, after the tragic explosion at the west, texas, chemical facility, congress passed a four-year authorization bill. since then the cfats program invested in better tools, better trained personnel and a better strategic vision for the future. in short, the cfats program has matured. tod

we saw such facilities before. there's a little bit of an illusion about what happens here. a heroin injector is a hard-core, long term, injecting multiple times a day. basically, they're in a daycare facility receiving government heroin, paid for by taxpayers, and that really questions and constrains their citizenship. how free is this person? who is now dependent on heroin that the society is supplying? you say, well, they're good at job -- they're multiple times a day having to inject. and still at risk from the drug itself. under this circumstance, that seems to me to not be a free citizen. that seems to be a citizen on a leash. do these people -- are they enabled to drive school buses, participate in flying an aircraft, to have professional lives? no, because they're dependent. and they're basically disabled under the drug use we're trying to get them free from. is this the policy you would want for your sister, son, for your own family members that they are being warehoused, effectively, somewhere by given government-sponsored heroin so as to keep them from disrupting

for those that aren't familiar with the facility, this is a brand new facility for the emergency medical services. i don't know all the details but, kathleen is here to explain better. this is essentially restocking facility for all the ambulances. it's not meant to be deployed. it's place where all the ambulance can come back and restock all their supplies and they get deployed from their locations throughout the city. moving on to the neighborhood fire station component. this component is focused on two main scopes. one is the seismic host tower removal project at six locations. six fire stations -- in the second scope is the generated replacement project at fire station 18. i know there's other locations that may have a potential if there's funding available for additional general replacement projects. for now, we know for sure station 18 is included as the generated replacement scope. other than that, seismic host tower project schedule, has been driven by the entitlement process. we got clarifications from the planning department. we're moving toward an interpretive approach that al
