-- except for fairfax county which will get going on the 16th. the district needs extra time because of the sheer number of outlets. noting officials say the workers and machines will be ready. while here in richmond, the court hearing we saw today could be a sign of things to come. cast,h 2.2 million votes and hearing holding onto just a 165 vote lead, the scrutiny will be intense. bigger districts like fairfax have sophisticated machines that can specifically count votes in the attorney general's race. others don't, meaning hand counting. even with the optical scanners, the votes that are not totally clear, so-called under or over votes get rejected and have to be counted by hand. it is not going to be well run. anin court, attorneys gave indication of the battle to come, raising detailed questions about party affiliation of electoral board members statewide, the accuracy of voting machines and the role of observers. >> being allowed to comment and suggest it doesn't the lie, that it move off to the judge to review. >> it is becoming clear that

it is underway in fairfax county. so far, so good. this is the first time that the ballots from the election are being reviewed and not just the printout from the machines that were looked at during the canvass of the ballots last month. there are 40 different teams working inside the courthouse. each with a representative from each of the parties. going over the ballots from the the absentee and ballots. the ballots will be put back in the machines and read. it will be kicked out if it cannot be read by the machine. it will be reviewed by officials. if there is not a consensus, it will be sent to richmond and will be reviewed by a 3-judge panel little this week. there have been some minor issues this morning. a few glitches. werederstand that those anticipated and expected. they have older machines and they have people to deal with them. nothing that will affect the outcome. we just learned that they did have that issue i'd have taken care of it. fairfax is the largest or six -- largest jurisdiction. there were some issues addressed

we know there are 40 recount teams right now here in fairfax. they started counting at 9:30 this morning. each team has a democrat and republican. we know 32 teams are handling the regular precincts, eight handling the absentee precincts. both campaigns have observers here. teams are tallying in alexandria and check peesapeake. >> as the machines read the ballots, if there is an undervote, meaning that no one voted in the a.g.'s race, if there's an overvote meaning they voted more than once, or if there's a write in or stray mark and the machine can't tell what that is, those ballots are kicked back. they're segregated from the other ballots. they are hand counted by our election officials. >> reporter: also on wednesday, that three judge panel down in richa richmond is going to look at ballots being challenged and review those. cameras are also not allowed inside there today. they will be allowed later on this afternoon. just not allowed this morning. i was inside earlier. very, very busy in there. also they say their goal is still to be done b
