michelle: fairfax county police call it one of the billest busts ever.jonathan: right -- biggest busts ever. jonathan: they found a organized crime ring well beyond the border of the county. nancy: jeff goldberg reports that the investigation started at a bank and ended up taking a surprising turn. jeff: this is one of the largest organized crime operations they have seen in the county. it started with bank fraud here in the falls church and the alexandria sections of fairfax county. the scheme started in january 2015 when 12 to 14 suspects engaged in check-kiting at nine banks. they would write checks and take out money from accounts that had no available cash. then they bought cigarettes from the stores and then they were respecting vehicles to transport the cigarettes to new york. >> price of cigarette in richmond is low. price in the northeas extremely high. they will transport them up to new york and double the profit. it's extensive investigation and this is a very large group of people which is unusual. 19 of the individuals are in custody and the
