my background is primarily in child welfare, both as a family court judge and managing new york city public child welfare system about a decade ago for a few years. i would say the most challenging kinds of cases, for the families that present the deepest challenges for us in child welfare, generally have three things going on. there is some sort of mental health challenge, depression, anxiety, maybe something more serious than that. that results in a parent usually in the most difficult cases of two or three children under five years old struggling as a result of their untreated mental illness with self-medicating. drugs and alcohol get introduced. very frequently there is also some level of family violence. i would say those are the most difficult cases for individuals trying to make decisions. whether that's caseworkers or judges, lawyers in this context. i find any effort to be innovative around treating these families tremendously positive. after more than 30 years of doing this work, we still have chronic addicts struggling with trying to get their children back. we really haven
