in your comparative analysis from fares and other cities, why weren't extra fees included? they charge extra fees for things like extra passengers or starting the meter over when there are two trips in one fair. several major changes at the same time of the pilot program are mechanism in place to measure the effects makes monitoring taxi services a moot point. even with one major change, there is an absorption changes needed if you want to measure any long-lasting effects. you want to micromanage taxi drivers. congestive pricing combined with cab pooling is a win/win/win situation. it is the greenest thing you can do. however, a living wage for a taxi driver is the least you can do. but both have one drawback -- it has to be carefully thought out by compassionate people with intelligence. what's a service increase that is already in the pipeline?

i am also introducing a resolution opposing the proposed tax the fare increase. you will recall that several months ago, we approved a resolution indicating that we have inadequate taxi service in san francisco. this is undermining the transportation policy in terms of getting people out of their cars. we need to get better service in san francisco. since then, service has not improved. the mta has not implemented this program. instead, they consider raising fares to make us the most expensive cab city in the united states. we are in a situation with that cab service that is not getting better but is getting more expensive. i find this to be unacceptable. i think we should treat the cab drivers fairly, but the current system does not keep -- treat the drivers well. they deserve to be treated with dignity. but a significant fare increase does not -- should not happen. we should tell them that much. finally, i am asking the city attorney's office to draft legislation amending section 1070 of the police code. this is relating to the extended hours for the restaurant
