cnn's fareed zakaria wrote this in "the washington post." if that happen, russia will have turned ukraine into an economically crippled rump state, land locked and threatened on three sides by russian military power, always vulnerable to another military incursion from moscow. here is the thing. for the past 51 days, the past assessments of the russian military has been way too confident and the experts seem to keep getting it wrong. why should they suddenly get this right? >> well, i'm not sure at this point that the russians can prevail. you have seen over the last 50 days a remarkably determined and tenacious ukrainian defense. they have driven back the russians. the russians have withdrawn from north of kyiv. the russians have withdrawn elsewhere in northern ukraine, and it appears the russian military has significantly downsized its objective. it's no longer trying to take kyiv or the eastern two-thirds of the ukraine. it's focused now on donbas. so i'm not going to make the assumption that the russian military can in fact win this figh

. >> so i'm curious what you think about what my cnn colleague fareed zakaria proposed in this "washington post" op-ed where he said there should be an enforcement of an embargo of ukrainian waters in order to prevent russian soldiers from resupplying and from attacking ukrainian cities. what do you think about that idea? >> i think that's very similar to the no-fly zone. so if that happens you're putting nato vessels in direct confrontation with russian vessels. that's a risk that so far nato doesn't want to take because now you're getting into that conventional escalation. i think all these ideas have very good tactical and operational military merit, whether it be a no-fly zone or air campaign or naval blockade. they would prove to be extremely important to the ukrainians. they would help them a great deal. but again, it's about the risk. do we want to risk that conventional escalation? there are good arguments on both sides of the ledger, and right now nato is standing fast by saying not right now. >> a city official in mariupol, which is largely ruined, is still not fully under russia

joining us now, the hoeflt of fareed zakaria.ainst putin and pleading with the west to give putin a clear exit to save face? >> i wouldn't read too. into it. tinkov has made his money more from the traditional commercial side of russia, retail, banking. not oil and gas and things like that. i think more importantly, fundamentally misunderstands the axis of power in russia. putin does not depend on these people for his support. they depend on him. they are courtiers in his court. putin's power comes from the security services, from the army, and from oil rev news. remember. putin will get $320 billion in energy revenues this year. a few billionaires here or there make no difference to him. >> look at these images today of putin. look at these images. putin at this event today with young people. a girl, just 12 years old. read a poem implying the people of eerm ukraine are really russians. how grotesque is it to see putin use these children to advance his lies? >> well, it is grotesque and it also has that feel of this kind of stag
