are jockeying for a few dozen unbound delegates up for grabs at the state party convention in fargo, north dakota named a new position around here. it's delegate hunter, held by jacob soboroff, fittingly in fargo, north dakota. walk us through what is happening right now at this convention. >> yeah, ari. i take this delegate hunter position very seriously. and actually, it is a very serious thing we're talking about here. we're talking about potentially 143 to 150 at the most around 200 people whose votes are outsized from the rest of the united states, frankly. the whole point of this convention, and i'm on the floor here in fargo, right now, as the mayor plays a cool video for people as the convention gets under way. is to find unbound delegates. delegates to the national convention who don't have to vote what the popular vote voted. they are vote whatever they want. there is no popular vote in north dakota, just like there isn't in the other states. wyoming, colorado, pennsylvania and u.s. territories. so what we're going to be seeing here happen over the next few days is these 25 people ident

north dakota getting presidential attention today as the battle for delegates in the race for the republican nomination is heating up. cnn correspondent phil mattingly in fargo, and phil, north dakota is starting the process of picking their republican candidate. the process there is different than the rest of the nation. explain how this works. >> reporter: that's right, fredricka. not looking at a caucus or primary, we are looking at the state convention. here is why it matters. 28 total delegates come out of this state, all of whom unbound when they get to cleveland in july. three are already selected. 25 are in play. party leaders put together a slate today. that slate will be voted on tomorrow. why unbound delegates matter so much, put together this hypothetical, fredricka. donald trump gets to cleveland, short of the 1237 needed to secure the nomination. the number of delegates he needs to become the republican nominee. maybe he is only 20 short or 22 short. he convinces 25 to be named delegates here or 28 total from north dakota to side with him. that pushes him over the line. that's why you see ted cruz, keynote speaker here in about two hours, ben c

cnn correspondent phil mattingly is in fargo, north dakota. phil? reporter: fredricka, i know you think you got the plum assignment at the center of the sports universe today, but fargo, north dakota is the center of the political universe. you wouldn't expect this to necessarily matter. it is a state that doesn't have a caucus or primary. it has 28 unbound delegates, those become extraordinarily important as all of the candidates try to get to 1273. the number to get the republican nomination. they'll elect the delegates. they don't have to vote for a specific candidate. you see ted cruz here. carly fiorina working with the cruz campaign. ben carson lobbying for donald trump. smith, former senator here for john kasich as well. talk about what's going on behind the scenes, candidates and campaigns try to lock up some commitments from potential delegates. there are actual rooms at a hotel across the street where the campaigns are wining and dining potential delegates, trying to get them in line. why does it matter? 1237, that's what they need to get

we expect republican presidential candidate ted cruz to take the stage at any moment now in fargo, north dakota. you see carly fiorina stumping on his behalf. how might he do? in this gop convention in north dakota. let's bring in cnn correspondent phil mattingly, joining us there. quite the ruckus crowd there, and this really is potentially a very important move for any republican candidate in the race to the white house. so why would two out of three be there? >> yeah. fredricka, look, the cruz campaign is in the midst of a full-court press starting with carly fiorina. ted cruz is supposed to be up in a couple minutes, and his ground game working very closely around the convention floor right now and the reason is delegates. obviously 1,237 is the number every republican candidate is shooting for. that would give them the republican nomination. as we get further along in the primary caucus process, very clear, nobody will get there, at least very, very close. that makes the delegates here 25, still need to be selected. another three total, so 28 total extraordinarily valuable. here's why. the

so delegate positions usually go to party activists, party insiders who work sort of in fargo, north dakotad they work for the party all year long and as sort of a reward they get sent to the national convention to support their constituents. now, those people have been republicans for 20, 30 years. they're not likely to be donald trump supporters, new to the party, brought there by donald trump. but there's a lot of organization problems. we saw the guy in charge of getting delegates on the colorado slate this weekend, got fired last week and they had to bring in a new person halfway through the delegate selection process for donald trump. >> it's going to be interesting to see how this shakes out. i want to shift gears just quickly because in an nbc news exclusive we heard the cia director say he will not allow waterboarding, even if future presidents order it. now is this something that trump and cruz are really going to use to stir the pot? because they said they're open to it. >> you know, ted cruz said he wouldn't widely use it. i think that's his way of not condemning it but not maki

north dakota holds the state convention. no voters needed at all. thank you very much. that convention kicks off this fargo. two of the campaign will go there to make their case. ben carson is scheduled to speak at a sunday morning session not till after all the delegates have former north dakota party chair. he's running to be a north dakota delegate and national political correspondent for the washington post. describe the kinds of people that are going to be running like yourself to be delegates to this convention. >> thank you for having me. just about 2,000 people at the delegate, state convention. they come from party faithful people that have been involved in the district process whether the district chairman, precinct committee people and if they wand to be a delegate, they apply to the state party. there's a committee that reviews them. then they select a slate of delegates to the state convention. the floor's open for anything that wants to be a delegate. an election is held from the 20 0 2000 delegates on the floor. >> you say, it's open to everyone. there's a criteria. you have to have a certain,

he decided to travel to fargo, north dakota to make an inperson pitch to the much coveted delegation. gop delegates are unique. they could vote for anyone in the first ballot of the rnc. ted cruz wanted to make sure they were filled with slots of people loyal to him. cruz made an appearance at the vent headlining the convention on saturday night. the efforts paid off with dividends. the cruz campaign identified 18 of the 25 delegates voted on as supporters. only one of the 25 delegates signalled he might back trump. now, what happened in north dakota is not entirely unique has county and state conventions across the country. cruz campaign is out hustling and organizing trump and they show no signs of letting up. really makes you wonder if the trump campaign has the skills, capacity and wherewithal to win the nomination they will need. trump's campaign employed about a dozen people. hillary clinton has 765. he buys ads. when he does he likes to write them himself. the cruz campaign has been working behind the scenes for six months. trump hired his first add visor. >> again, just publis

joining me now, bob kuzak, editor of the hill and jane kim from fargo, north dakota. good morning to you both, bob, i will reach out to you first. let's start with trump, reconsidering a third party run despite being way ahead in the lead of delegates. what do you make of trump once again floating this idea out there? >> it's amaze, he has been talking about this since judgment. he brings it up as he is being treated unfairly by the party. i think he knows if he gets to the republican convention in cleveland this summer, in all likelihood, he's not going to get the nomination, unless he reaches that 1237 delegate threshold. so he's holding it out as a threat. however, if you look at what anyone who wants to get on the ballots has to do they've already missed filing deadlines, unless they want to be a write-in candidate. it's such an uphill battle. but, even though he signed the pledge, others did, too, that pledge is basically worthless now. >> katy tur who has been following the trump campaign spoke with one of his allies, he said, lay low, be patient this will pass

msnbc's jacob soboroff, our erstwhile delegate hunter is in fargo, north dakota. jacob, today is the day. they're voting on delegates. how's it looking there? >> so the delegate hunt continues, chris. this is a very, very fascinating process. i want to remind everybody, unbound delegates are not tied to the popular vote of any state. in fact there is no popular vote in north dakota. these 28 delegates that are going to come out of this convention can vote for whoever they want and they don't have to tell anybody who they're going to vote for all the way to the convention in cleveland this july. right here our very own alexafter if i found the list that are going to be nominated to the convention floor for people to vote for today. here at the convention. just now, as we were standing here, a gentleman from the ted cruz campaign put up this list. if you cross reference with this is ted cruz supporters. he wants to basically shake things up here and elect a slate of ted cruz delegates to go to the national convention. it's a little bit of a north dakota floor fight.

and that is how these delegates are being selected in places like fargo, north dakota.ention delegation is coming together. it sounds like something nobody should care about, yet it could be the difference between donald trump being the nominee and not. can you explain what's going on there? >> absolutely. so there are two campaigns going on in the republican presidential race right now. number one is things like last night in wisconsin, where the voters are voting. and then, usually weeks later, sometimes months later, there's an entire process of selecting the actual individual people, the delegates who will represent those voters and go to the convention in cleveland. now, ted cruz is trying to out-maneuver donald trump in state after state to get allies of his to go to the convention. so should this not be decided on the first ballot, should donald trump not get that magic number you keep hearing, 1,237, that in fact, there'll be cruz loils, sleeper cells within the donald trump delegations, that actually support ted cruz. >> is the idea here, within these primaries
