supervisor chiu: supervisor farrell. supervisor farrell: thank you, supervisor chiu, mark. i know you have been in district two, and i know people have appreciated working together. that being said, there are still a lot of concerns, so i went to flesh this out with you and see what you envision happening. >> sure. an example where we have actually gone through the dpw process. this was in district 1. we have an existing cross connect box. we met with the condominium association. they very much wanted this, a competitive choice. we said we would ideally like to place it next to your existing cabinet, but we can work within 300 feet to find a place. the existing cabinet is off of the sidewalks and behind a hedge row of bushes. we were able to go in and place a second cabinet. we went through and met with them. we met with the neighbors and put a public notice before we filed with dpw and got their input if there were any complaints or concerns, and once there was none, we filed with dpw, but that kind of interaction with the community, it need not be next to the existing box

supervisor campos: is in a follow-up on supervisor farrell 's question. the police department has a staffing mandate. and yet, not withstanding, you are reducing overtime. so, it would be interesting to find out exactly how it is that this trend is going in the right direction here, but not in the other departments? >> again, i think the requirements the chief was talking about earlier are the main difference. police are able to reallocate resources. and so, we have taken resources to cover the activities that had been done with overtime previously. supervisor campos: going forward, what do you expect? i know the budget is not before us, but do you expect this trend to continue? reduce the overtime going? >> i believe the trend in ours is to keep the same staff we have now. we can continue at the level that exists. it is extremely, extremely low. whereas, approximately 2% of the hours worked overtime compared to our regular staffing, and so the ability to decrease more, i do not believe exists. if we can keep the same staffing yet now, i think we can cont

. >> thank you, supervisor farrell. supervisor kim. >> thank you. colleagues, today i am making a request for a hearing today on how the city managed the placement and relocation of our homeless individuals that were living in and around transbay terminal. many of you may have been read building this in the press, but as we all know, transbay terminal is currently undergoing major construction in the downtown financial district area. last august the city leaders made a commitment to provide assistance and housing for 100 homeless people that live in and around transbay terminal, and i just wanted to make a request to see how this process has been going and what some of the outcomes are. there have, unfortunately, been some very mixed reporting in the media in terms of what actually happened, how many individuals were served and how the process has gone. i have reached out to human services agency already and am requesting a report at a hearing to see how many people were placed in housing, the outreach process, where individuals were placed and what

supervisor farrell. >> thank you, madam clerk. first of all, as everyone knows, one the issues that has percolated as a result of the tenderloin debate is the issue of how we tax stock options here in san francisco. three weeks ago i asked our budget analysts to complete an analysis of how san francisco stacks up against other technology centers throughout the united states. and to take a look at how companies are taxed and what other incentives these areas offer to attract technology and other companies to their areas. i will share that with you guys. i just got a copy the other day. there are many interesting takeaways and ideas, but it makes one point very class cal clear -- san francisco is the only city, not just in california, but in the united states, which taxes stock options. so why is this important? it's obviously plain and simply the way technology companies operate and as someone who worked in the field for years, believe me, it's a central part of how they retain and attract new employees. and unfortunately, thanks t

but i am supportive of the compromise proposed by supervisor farrell. also, we have word in his letter from the mayor's office of housing that they will make up any shortfall that may occur. it's been expressed that without the full complement of units at the present rent price points that they need -- they will have a shortfall of 11,000 per year. the mayor's office and doug shoemaker assured us they'll make sure however many units there are and whatever the height is, it will be fully funded. and i think that's really important. and as far as design, i think the design is good. i think there are a few things that were brought up, i think tom radulovic brought up the gym and think the glazing is a little intense and would like to see -- i know they want to get as much light as possible into there but perhaps could increase the thickness of the cornice or make the glaze section on the me video -- presidio side lower than diagrammed in there. as far as the rest of it, it can be articulated in expect the -- exactly the same manner whether it's 45 feet or

but i first want to say a few words to follow supervisor farrell's comments about stock options. i have had, in the last couple of months, a lot of meetings with different tech leaders, and like supervisor mirkarimi and supervisor farrell and our mayor, i'm equally committed to working as quickly as we can to solving the dilemma and the situation involving stock options. i have asked our city economists and our controller to gather some data and provide some analysis that will entail work that will hopefully be done in the next week or so and from which i intend to offer some legislative proposals from that. it is my intent and hope that all of the various ideas in this area, which i think are not very par apart, will be able to move through the legislative process together and hopefully we'll be able to come to good consensus to ensure that despite the fact that at this time we may be the one city and country that currently taxes stock options. hopefully soon we will address the situation in a way that both balings our current needs for -- balances our current needs for revenues

supervisor farrell: thank you. just to follow up, you talk about the cumulative effect. i'm not just talking about utility providers. i am talking about entire sidewalks here. the cumulative impact, how has it and then evaluated? -- been evaluated? >> we looked at the public right of way, and making that assessment, we explored whether there were other applications for environmental review the are in our department. and the applications for other kinds of entitlements, we asked if they had any excavation permits for other projects of this nature. we did not find any. supervisor farrell: these are either permits that have been filed or the telecommunications community, has that been done at all? i think it cuts both ways. at what point, what is the threshold of cumulative impact? >> if i may, with the planning department. this is a case of trying to fit a square peg in a round hole. there are some overarching policy considerations that supervisors and others have about the merits of this proposal. in the context of this hearing, we are addressing the impact of the project

>> supervisor farrell? supervisor farrell: with these witnesses, have there been corrective actions taken? if you were going to have another report this year, the believe that these would be corrected? >> a lot of the management has implemented these procedures. we have not been looking at this. the materials are from the grant programs and not to the city. >> we should hear from some of the departments that are here, to discuss some of the steps that have been taken to address some of these issues. one thing that we are doing in this committee, we are reviewing the audits and reports and we want to give an opportunity for you to tell us what you are doing, to take any kind of action as we continue to monitor and come back and a future date, so that we can continue the ongoing monitor activity. we have the fine arts museum here, -- >> i am charlie castillo, the director of human-resources at the fine arts museum. i would like to begin by saying that we were using time sheets, for the managers. you may or ma

supervisor farrell: thank you. president chiu. right now the base pay compared to other jurisdictions higher than other cities and counties. if you factor in overtime, a special pay, that nearly doubles. you are talking about a special rate that is 30% higher than our counterparts. so, in 20008, we were at 8% over market. now we are at least 18% based on salary, 44%. i am wondering if it is a lack of parity. i wonder if that is driving our ability to either hire more folks. can you comment on that? >> the chief is very much an interested third party. on and not responsible for negotiating -- on and not responsible for negotiating wages and benefits. i believe the director of human resources would be more appropriate. i believe it was in the early to mid-1990's, based on numbers in the police department, fire department, based on parity language, negotiating a package at that time. it has not dropped off. so, i think it has been negotiated. so, at some point, dhr works the local 7798. i believe that you raise a very good points. ou
