(applause) >> laura is the sustainable development policy director over at spur, the san francisco planning and urban research association. laura in her work coordinates spur's work in five major policy areas. green buildings, water supply, wastewater, energy and climate change. prior to joining spur laura worked for the u.s. environmental protection agency office of inspector general where she conducted research and analysis that produced recommendations for the epa to better manage environmental problems. in this position she worked on a va right of policy issues such as enforcing the clean water act and managing electronic waste. she previously worked for the northern forest center on rural development and conservation in the northeast. in addition to her many professional accomplishments, laura has always been very involved and engaged district 4 residents and really happy to learn rec

so, with that i know that supervisor farrell would have loved to have honored you today, julia. thank you for your dedication and service to san francisco. i really want to applaud president chiu, supervisor campos, supervisor farrell, mr. rich over here, oewd, planning, thank you for resuscitating this project, to coin a medical term. but i mean really two world class hospitals for the residents of the city and county. and work force opportunities for young men and women through our construction apprenticeship programs for young men and women in all of the entire city. so, thanks once again, and we look forward to you approving the term sheet today. thank you. >> thank you. next speaker. >>> michael lion, gray pan theyx and also a member of the coalition. we have come a long way. st. luke's looks more viable. cathedral hill looks more manageable but there are serious questions that remain, not only about the cpmc itself, but also how that deals affects the rest of the health system in san francisco. how is the rest of the city going to care for some 5,000 more medical patients -- medi-cal patients that we anticipated? how are we going to have enough skilled nursing facility beds? how many psych bed do we need? how are

wanted to acknowledge besides all the other accolades to our mediator and the three amigos, chiu, farrell, and campos. i didn't think we would make it this far. there was tremendous dispair on land use and committees of the whole. i also wanted to say three formerly coalitions of community and workers organization and neighborhood groups that united to form the san francisco -- san franciscans for health care, housing, jobs and justice, did a tremendous job working to make sure we could be proud of this deal that ensures $80 million of community benefits really impressive local hire and work force training that's much, much improved from the previous efforts. i'll just repeat that it's 30% local hire for construction jobs and 50% local hire for new apprentice positions. and then for the end use jobs which was a really tiny number initially, it's in our 40% local hire for entry level permanent jobs for 10 years. that's major, major progress made from initially. i also wanted to say that i think the community coalition that demanded fairer proposals from sutter and cpmc sutter, they clearly

and then i want to take a moment and just thank supervisors campos and farrell. i know that campos, farrell, chiu are three supervisorial names not discussed together in a sentence but each of our colleagues plate a critical and equal role in the success we saw here today and it was an absolute pleasure to spend all the time that we did getting this done. to continue to add to some of the details of the deal, in addition to the basic structure of a st. luke's that is 50% larger and the cathedral hill that is half the originally proposed size, there are significant community benefits. so, in addition in the area of health care to the health karin ovation fund that supervisor campos has spoken about, and other measures that have been discussed, we have a commitment from cpmc to continue a baseline level of taking care of charity care in san francisco. this is a need, we know we're going to have to continue regardless of what happens with obamacare. the new term sheet continues that commitment, as well as continues to ensure that additional medi-cal [speaker not und

i agree with supervisor farrell in that someways departments are all looking at this a say well, if that's the case i'm going to exceed my budget and ask for a supplemental i want to put out a warning to all department heads this is not something that should be common place. the budget is coming up we need to make sure that steps are being taken in each and every one of these departments we don't get faced with a significant number of supplemental requests we get in the coming years. that's my $0.02 and i believe we'll be moving forward and thank you. i do agree with part of what was said specifically about you and the office and this is one of the best defers office in the country. i know a lot of people in the office and i know i'm going to catch a lot of flack. you're the only department head that's hanging around here at 3:00 a.m. and other departments are not doing that so my criticism has nothing to do with the professionalism for which you run the department. i think you have a failure of memory there was one time you did get sued and i defended you. so i have nothing but respect fo

>> thank you, chair farrell, could there be withdrawal for allocation to the school district for the rainy day reserve, that's still a possibility? >> that's correct, supervisor. i think there is still work at the controller's office will need to do to determine whether the school district will be eligible for a rainy day withdrawal in fiscal year 13-14, however my expectation is that they will be eligible. on wages and benefits where contracts are closed, we assume no cost increases and no changes in those closed labor agreements, the plan assumes inflationary increases equivalent to inflation, the consumer price index on open mou agreements beginning in fiscal 15-16. the plan also incorporates savings that have been generated through the passage of proposition fee or pension reform measure and the plan identifies a number of department specified issues that i'm happy to talk to you more about and there's certainly more detail in the report itself. so, at the highest level, the plan identifies a gap between revenues and expenditures over the five year period of 487 million dollars,

my colleagues david chiu, david campos and mark farrell whose collaboration and commitment, in spite of their political differences, are proof that results matter more than labels and a hallmark, i hope, of how this board will do the people's business. i'm really proud of the work that you all have done on this. and lastly, i want to thank lou gerardo, the man who did the impossible. where there was gridlock and miss trust, lou forged consensus. the man doesn't just make delicious sour dough bread. he's a mediator to rival king solomon. thank you, lou, for your hard work on this. this deal offers a variety of impressive benefits for san francisco, namely two brand-new seismically safe hospitals serving both the north and southern ends of our great city. and just to highlight a few of the benefits for district 5, the 5 million for the geary and van ness vrts, the work force development and construction jobs, hopefully to significantly benefit the residents of the western addition community. and nearly 40 million for affordable housing, which ought to benefit the district with some of

so, i will turn the mic over. >> thank you, chair farrell.hank you, colleagues, for entertaining these two hearings. these hearings are a status report on the fund-raising effort of the america's cup organizing committee as well as the status report on our business inclusion, small business inclusion plan, our plan for prevailing wage, and our plan for local hiring as part of the america's cup effort. back when he approved the plan last year, last march, there was a strong effort to make sure we were going to be meeting the needs of san francisco residents. we wanted to make sure that we have specific measurable outcomes that would show we're actually hiring local residents and we're bringing our businesses into what will be benefiting as well from the work of putting on the america's cup and the america's cup tourism. when the america's cup first came to me in my office in 2010, it was probably september 2010, we were asked if we would just sign on to an early, early notice that we were approving the project. i could not do that at the time.
