i know that's been a particular concern for supervisor farrell and we need to look at what has worked and how do we make that applicable to other communities that are struggling with chronic homelessness. and i think that we need to have hearings about the criminal justice system. you're going to see that many of the recommendations in the ten-year plan were about linkages for people coming out of the justice system. i think jennifer and the coalition has done a great job reminding us as a city too often we look to law enforcement, we look to racking up citations on individuals that in and of themselves become barriers to people exiting the streets and being successful and independent. and i think that that is a struggle that we have for people that want to live in safe and clean neighborhoods and i respect that and i think every neighborhood should have that opportunity. but i think we as a city have to recognize that continuing to cite people is not citing people is not giving them an exit for homelessness. i've shared with you an outline of the ten-year plan. and if we could talk f

but i approve of mark farrell's legislation. i think it might need a few tweaks in that they might need more freedom on how and where they spend their funding because the high team had several programs for the people to give them new ideas and new points of references and they helped them get out. i think the other thing i need to consider with the high team is we need to give them a little bit more freedom as to how and where they spend their money regarding what type of s-r-os to get because it's another -- it's another major issue where we have housing that is just not up to any decent or reputable standard. working elevators, i mean, the sd card has working elevators. they started to use the lsa [speaker not understood] for vacuum cleaners and miscellaneous goods, insulin needles, bathroom, just basic nuts and bolts, filth inside the s-r-os that need -- that hopefully we're starting to clamp down on. i think this is a step forward and hopefully that we can bend the loop and interact because we need -- we need the voice of the

going forward, in march, we are looking forward to two great events, on march fourth, commissioner farrell and i will be with the procidio trust with the opening of one of our first prop aaa vehicle registration projects and they are a pedestrian gap closure projects on march fourth and on the 7th, kim and i will be attending the ground breaking of the island grants project on treasure island. on a more sobering note, earlier this month, we joined with the community and family members advocates and city agency staff and multiple departments on the day before valentines to remember the traffic collisions in 2013. the group which was read by walk sf and the san francisco bike coalition and included commissions kim, yee and myself, called for the city to step up effort to drive, pedestrian and bicycle fatalities down to zero and, this ambition goal was set by the resolution and introduced by commissions kim and yee in january and we are gratified, and the resolution haves been adopted by the sfmta and the san francisco police department since then as well. here in the transportation authority, we w

the rest of my items i will submit. >> thank you, mr. president. supervisor farrell. supervisor kim. >> thank you. i just want to add my co-sponsorship and support to supervisor campos's tenant relocation assistance payment legislation. i'm really excited this is moving forward and i just want to thank supervisor campos's office for working on this legislation. over the last year our office has been fielding so many calls and hearing from residents, many who grew up here in san francisco that are fearful of losing their home or have been served eviction notices. but are often most stunned when they see the relocation payment fee that they are offered under our local ordinance. and realizing that it's barely enough to move and even find a comparable unit for even a month here in san francisco. and, so, it's great to see that out of many of discussions that have been coming out of the neighborhood tenant convention, most recently the one in the south of market and the tenderloin which we both attended, that this was a theme that often emerged from our tenants, which is l

what happened then was at the ceqa level, supervisor farrell and stephanie worked out a settlement. i have never seen as public servant as effective as supervisor farrell and never seen someone like stephanie work so hard to try to reach a settlement. we thought we did. at the end we presented both the plans and the agreement of settlement to supervisor farrell, we signed them just before the board of supervisors met. he took it to the board of supervisors, and he presented the agreement and the plans and they approved it. john of rubens and rose, the attorneys representing her, shook hands with us and said may i take this to the board of appeals to hand in so a permit can be ensued. we did. turns out the materials never reached it. what was handed in was the plans and at no time was there a serve ability. they decided what they were going to submit to you. what you voted on in september 2012 was an incomplete agreement and the agreement was left out. we don't discover this until a year later when the building is lifted from september to about april the project lay fallow. the mother
