the fbi agents brought in two easels. they have two black what look like photos they're going to turn over and show us at any moment now. we may be getting to see the actual evidence that they want us to see whether that's photos of actual people involved or more photos of devices. there's a lot of anticipation here, wolf. i'll tell you as they brought in the easels, the cameras that are jammed into this small conference room at the sheraton hotel just crowded to the front and now we are all waiting for an unveiling of whatever this is. we expect to have this news conference under way momentarily. the special agent in charge -- one other thing for all of our producers whatever they show here, wolf, will be available on the fbi website as soon as it is revealed. >> and of course cnn.com will have that available as well. we're waiting for the fbi agent in charge. richard delaureau to come in, he has been briefing reporters and the american public since the two bombings occurred at the end of the boston marathon on monday. t

>> i would refer you to the fbi. >> so at this point there's nothing you can say to the public to reassure them? >> well, i can tell you in line as you know for a long time now there have been long established procedures and protocols. any time a suspicious powder is located in a mail facility, it is tested. and i would underscore that the mail is screened, the mail sent here is screened and that these tests are undertaken at remote sites to mitigate the risk both to those recipients and to the general population. the fbi has the lead for determining whether a suspicious powder is a dangerous substance such as ricin. and those take place at a credited facility. and they take a certain amount of time as the fbi has indicated. these procedures are in place, the procedures are effective in operation now and we are in the midst of that process which the fbi is undertaking at this time. >> again, there's nothing you can say about whether there's any connection in the letter to the boston incident? >> i would point you to

now i have just seen one fbi -- one person with an fbi jacket. i will update you if i see any evidence of the same detectives i've seen on the boston marathon case. but as of this moment, i did not recognize him. he was just a man in an fbi jacket who's here. >> would you still describe the scene as very chaotic? is this a sense this has not come to any conclusion at this point? >> reporter: i still see police cars coming up at high rates of speed and then seem to slow down. i don't know if these are just officers called to the scene and think there is still an emergency going on. certainly at the scene, there doesn't appear to be anybody running around with guns drawn or looking for any kind of suspects or anything like that. we have been moved back but it doesn't appear to be for any kind of danger. no i wouldn't describe it as chaotic in the sense that there's still an active crime scene. i think it's chaotic in the fact that we have multiple police agencies here now trying to figure out, what do we do with the investigation that must be going

who is the fbi's boss? >> all we know for sure right now is that the assistant u.s. attorney on the case filed a criminal complaint on sunday and they went in and mirandized him on monday. >> bill: which will had to be under the order of holder i talked to the former attorney general of the united states michael mukasey on my program and asked him if there is any way this happens without eric holder. >> no way. you don't have some rogue usa assistant u.s. attorney. they were not pleased. 16 hours into the interrogation which they believed they had 48 hours. here is the bottom line, people who analyze this stuff for a living former assistant u. >> s attorney. this was about eric holder, the doj wanting to shut down the debate that was emerging in the country about how we were going to treat tsarnaev as enemy combatant who we could question without a lawyer until we had the information we needed or as a regular criminal defendant who is an american citizen who is entitled to miranda shortly after getting arre

so the fbi does the backgrounds.y do whatever they can on the computer and whatnot, and they'll do some interviews. if there's no red flags that go up, this is a very difficult point of view because there's nothing much they can do. it's a democracy. they have to be careful about how they handle it. now, from the other standpoint, i hear some of the agency guys saying you know, they should have followed him. well, you can do that maybe in a foreign country, if in fact you don't get caught at doing it in a foreign country, but everybody has a series of problems and when there's a breakdown in communication, i'm not saying they don't talk to each other. they do. it's a very -- the intelligence agencies and law enforcement agencies do a real good job of it now. but in the past, there have been some problems. but now, there doesn't seem to be a problem. it's just one of those things that nobody knew that this guy came back into the country. when he came back, was he asked to interview him again, don't know. i don't know

a couple issues under investigation by the fbi. i thought i would start with that, and then take your questions. as you saw from a statement from the fbi as well as a statement from the united states secret service, there was a letter sent to -- addressed to the president at an off-site mail facility. it was noticed to have contained a suspicious substance and tests were under taken. the fbi has the lead in that investigation, of course, and has said in its statement they will be conducting further tests to determine what the nature of the substance is. of course, there was another letter, as you know, sent or detected by capitol police that was sent to a united states senator. that also is the subject of the investigation by the fbi. and for more information about these matters, i refer you to the fbi. the president i'm sure you'll ask this, the president of course has been briefed on these letters. he was briefed last night and against this morning. secondly, there is obviously a lot of interest in the explosions in boston, and i

we'll bring back assistant director of the fbi, chris swecker. me start with you, jim maxwell, since you're here. you're a retired special agent who specialized in the bomb area. this is the kind of bomb that we're talking about, a pressure cooker. fairly crude device but in this case, extremely effectively executed. what do you make of the development today with the two suspects given that it clearly shows a team? >> yes. this type of device basically, based on what i've seen so far, would be used to deliver low explosives, something that moves 3300 feet per second, less than that amount. and this device is popular for low explosives, the common vessel would be a pipe bomb. well, in this particular case, they decided to use this kind of vessel and what it does is it allows low explosives to build up pressure inside the vessel and then it will increase the potency of the explosion by containing that pressure. >> bob baer, let me bring you in here. every day we've talked we found a little bit more. today, a big, big development. do we know any mor

>> i would refer you to the fbi.understanding, what i'm aware of is a letter sent to a member of the senate and a letter sent to the president. there have been reports i think the fbi has said of other potential letters, i don't know if that is the case. i would refer you to the statement by the fbi. >> given the number of letters, and possible packages, suspicious packages up there is it concerning to the administration that there is something else going on here that there is somebody trying -- a follow on, a lone wolf, somebody trying to capitalize on the concern after boston? >> i think those are questions that the investigators are looking to answer. i would point to you what the fbi has said already, what the secret service has said, and make clear that we have had procedures in place for quite some time now when it comes to the processing of mail sent to the white house complex that insure that that mail is processed at an off-site facility to mitigate any risk to potential recipients here and to the general pu

the fbi did look into it.hey issued a statement i want to read to you in part saying in response to the 2011 request, the fbi checked data basis looking for things such as derogatory telephone communications, and possible use of online sites associated with the promotion of radical activity, and associations with other persons of interest, and travel history and plans. the fbi did not find anything of concern. and the older brother travelled to russia in 2012. the fbi asked that foreign government for more information so they could look again to see if there was anything more, and they say the foreign government did not come back to them. now the fbi, the cia once again going back through all of their information, all of their data basis to see if they can find any link to any terrorism activity, and of course very much wanting to talk to this young man. john, christine? >> barbara starr live for us in washington. thank you, barbara. >> i am sure the time in russia in 2012 will be a key focus of the investigat

the fbi opens a threat assessment. they check their data bases and see if they find anything derogatory about him. they see if he's talking to anyone else that's a terror suspect. they find nothing there. they interview him at his house in cambridge and that comes up negative. they go back to russians in early 2011 saying we got nothing. can you get us more information? something else to go on. the russians never respond. then in september of 2011, officials say, the russians come back to the u.s. this time to the cia with the identical information they came with earlier in the year. the cia at that point puts him into the initial terrorism data base as someone to flag and tells the fbi again. the fbi goes back to the russians and says we've checked this out. once again is there anything else we need to know. they say the russians never respond. it is correct that the russians contacted the u.s. more than once. but the officials say each time they passed on precisely the same information and never responded when the u.

so the fbi used u.s. government resources and databases to comb through phone logs, internet records, known associates, travel history, travel plans and education background. the fbi also then interviewed tamerlan and some of his family members, although we don't know which ones at this point. after all that, the fbi says they found no evidence of terrorism activity, domestic or foreign. we're getting a clear idea now of why that might have been. >> these are hard people to find. they're hard people to detect. and no matter what age we live in, whether social media or we have all kind of public help, these people often stay to themselves and unfortunately, we don't hear about them until the day that they do something terrible like this. >> as soon as the fbi wrapped up their investigation two years ago, they provided their results to that foreign government who requested them and told them that, if any other red flags surrounding this guy who we know as suspect number one or the man in the black hat poppe

of course, the fbi has the lead in this case. there are at least 30 agencies involved and well over -- >> let me stop you. >> between ourselves and the federal authorities. we are here to strictly answer questions at the end which i will take a few about the state investigation of this. if there's any questions regarding the federal end of it, we will not speculate or comment on those. that is just a warning to you so we won't get into that and waste our time. i can tell you that on april 10 of this year, around 9:30, we received a call from a justice court located directly behind this building where we house our justice court complex. that there was a letter that was inside an envelope that was mailed to one of our justice court judges, whose name we are going to refrain from releasing. that letter was addressed to lee county justice court and specifically named a justice court judge. the letter was postmarked from memphis. the letter did not contain a return address. the letter was opened by the justice court judge. it was hand

fbi gentlemen on last night who says the fbi once they closed it no longer had any authority to collectically. so now what we have got are at least two people that we know of who were investigated the fbi, that being major nadal hassan from fort hood and this guy. did they drop the ball? >> i mean, at this point, judge, within the coming days we know there is going to be a very thorough accounting. i know myself from background of federal investigators take it in good faith the fbi did did due till against and a thorough job in the case. the key here is what information came from the russian fsb the rough equivalent of fbi. they checked data bases. typically what happens is you go back to the service to look at what additional information is that is key. >> what is interesting is mike rogers in that clip that we saw basically says what robert just said is they went back to the other agency and they shut us down. wait a minute. if we had that information, i know you get thousands of terrorist tips all of the time, but when a foreign intelligence service contacts us and says we believe th

the fbi is still trying to pin down their exact names. the reason i say exact is because they've been looking through a lot of names, potential aliases and other things, and it's been a little confusing. and until we have the names pulled together, we won't know exactly where these guys are from or what their background might be. there are some indications -- and i just want to say we have to be a little careful here. there are some indications in the evidence that they've uncovered, and i'm not sure where it is that these guys may have foreign connections and they might have come to this country relatively recently. but that's not been confirmed. it's another one of the factors that will go a long way toward telling us whether or not this was a home grown plot of some sort, whether it was an international plot of some sort, or whether, more likely, frankly, it's some kind of hybrid, that it has tentacles in all places. this is a big development nevertheless because when the fbi kind of made that reluctant decision to go forward and put t

as chief of the fbi's counterterrorism section, had 27 years with the fbi. so we're honored to speak with you today, steve. you're a great guest to have on this. >> thanks, megyn. >> of course, there's going to be monday morning quarterbacking on this. the fbi got this guy, ultimately got this guy and the brother within five days of the attack. but we have to take a hard look back and find out why they didn't have him on a watch list. they didn't know more about him. >> absolutely. >> and why they would have closed a file on a guy who, according to steve emerson, three years ago, which would have been prior to 2011, started posting radical jihadist type videos on his youtube channel. >> well, let say this, as the former chief of counterterrorism. to get the kind of information that's being talked about now in relation to this individual, is an extremely common occurrence. it happens not ten times a week, but hundreds of times. you get fragments of information from foreign intelligence services about people living in this country. oftentimes they're general,

why is the fbi interview important? because if he's on the radar and let go, he's on the russians radar, why wasn't a flag put on him, some sort of customs flag? i've done this before. you put a customs flag up on the individual coming in and out. and i'd like to know what intelligence of russia has on him as well. i would suspect that they may have monitored him when he was in russia. >> let me just be devil's advocate here and that is there are rules and it's a free country and this was a man with papers. he was a permanent resident of the u.s. they get a request from russian intelligence to check out this guy, we think he has, you know, ties with terrorism. they look at him and they find no ties to terrorism and no a criminal activity. do you put a flag next to somebody you find nothing about? >> it's important enough to have a foreign government tie him to extremism. i'm not -- again, i always give the fbi the benefit of the doubt. i'm sure they interviewed him. you can't detain all unlawful persons in the united st

today, the fbi unveiled what we expected would be pictures of what the fbi wanted to talk with, for the public to help identify persons of interest the fbi wanted to interview. when they called their press conference this afternoon, they were much more direct than that. the fbi did not say something like, we would like to talk to these folks. the fbi came right out and said "suspects," these are our main "suspects" in the bombing of the boston marathon. >> today, we are enlisting the public's help to identify the two suspects. after a detailed analysis of video, photo and other evidence, we are releasing photos of these two suspects, identified as suspect one and suspect two. they appear to be associated. suspect one is wearing a dark hat. suspect two is wearing a white hat. suspect two sat down a backpack at the site of the seconds explosion, just in front of the forum restaurant. we strongly encourage these near the restaurant who have not contacted us yet to do so. >> in addition to those pictures that you just saw being released there today, the fbi released this surveillance video

you spoke with the fbi. >> it's the information he just said. as of 2 minutes ago, the fbi is still saying that preliminary information is that the suspect taken into custody around boston is not one of the bombing suspects. he said the situation is very fluid. facts are hard to come by. they are trying to narrow things down. but as of now, they don't believe the person in custody is one of the bombing suspects. >> did they give imu other information that we have not heard at this point? >> they have not. i think really, it's kind of chaos in terms of information, to try to determine what's going on. obviously, there is a situation on the ground that they are trying to clear the area. they are trying to figure out exactly what's happening. >> all right. mike levine, thank nor information and for confirming what we just let everyone know, as far as the statement from the fbi. they are saying that the suspect that was taken into custody after the initial shooting at m.i.t., where an officer was gunned down and killed. he is not one of the bombing

i would commend the fbi. good public interest, public safety interest in making disclosures not to make additional disclosures. at some point it might be appropriate for them. and at some of those conferences simply to say, we don't have anything to report. neil: what happens again after a calamity of this sort, certainly nothing of the magnitude, thank god, of 9/11, but scary. this is the first successful attack on our soil since 9/11. so now there's talk in washington. we have to beef up the way we monitor or go after chatter. americans themselves, for their own good. >> there will be a continuing debate about what the right level of surveillance, obviously we may think differently than we said before, but let me just say, at this point in this particular instance it is far too early to try and draw conclusions. there were outcries for more cameras that started immediately after this event, but there are still sifting through, i believe, the evidence that is contained on a variety of cameras in. neil: they

and were the russians able to share any of that information with the fbi? the fbi says no.ey went, they questioned tamerlan. they questioned family members. they looked through data bases. they didn't find anything. but you have that, you know, big unanswered question. what was the first red flag that the russians raised? then, secondly, you take a look at that trip to russia. where tamerlan goes for six months. he flies to moscow. but then, according to his father, he visits chechnya and dagestan. now, who did he visit in chechnya? who did he visit in dagestan? does it have any relationship to these unspecified underground groups that the russians referred to in their original request to the fbi? third, you come back to the united states. by this point he clearly seems to be thoroughly radicalized. he sets up that youtube account filled with jihadjihadi videos. we have reports from radical tendencies even from people within his own mosque. who was he in contact with in the boston area? i think those are the biggest questions now facing investigators and people looking at h

and we have a new statement by the fbi. the fbi says, quote, we are aware of the law enforcement activity in the greater boston area, the situation is ongoing. we are working with local authorities to determine what happened. this, of course, is in response to these developments taken place overnight. quite a news night in boston this evening. in the boston area. an m.i.t. campus police officer was responding to reports of a disturbance. he was taken to a hospital where he was pronounced dead. no arrests have been made. officials say there were no other victims in that case. but they do continue to search for that suspect. we don't know if that was related to what happened in watertown just a few hours later where eyewitnesss like andrew report having heard three explosions and a number of gun shots. one witness said there were too many to count and that is consistent with what we've heard from andrew this evening saying there was a fire fight. an extensive fire fight with law enforcement officers there. and andrew's accoun

he's been interviewed by the fbi. tsarnaev, but john allen, the trainer himself. so, we had a revealing talk just yesterday in the gym where he would train tsarnaev. listen to a couple of the things he said to me. >> he gave me the impression that the reason he was unable to go to the olympics was because he couldn't become a citizen because of mishandling of paperwork, and he felt it was done on purpose so the guy he beat could go to the olympic trials. >> do you think that this roadblock in his boxing career sent him on the path to these bombings? >> absolutely. >> tell me what it's like to be like inside the ring. >> you know, i think it disappears. he just does what he needs to do. at that point when lights are on, there's no ego involved. his personality has nothing to do with it, you know, he's a machine. clean, clear technique, knows what he needs to do and just does it. >> so, he's talking about the boxing, obviously, there. he was the best boxer in that gym. he had won the golden gloves in new england two yea

-- the images the fbi released. i want to get back in a moment. watch the video here. i am not sure when this came in, but that is clearly an apprehension and an arrest that took place when the police were working this story on that street earlier today. that is watertown massachusetts on the campus of mit. who do we have next, new york? grif jenkins is is back in watertown. there is a local report from whdh which is the nbc station in boston who is interviewing a student near the campus there. he was on the third floor of the apartment building and explaining how much he saw the activity out of his window. many gun gunshots. he described a grenade being thrown and a pressure cooker bomb like we reported literally thrown at police officers. he described the explosion was something you would have heard on monday afternoon. that was his eyewitness account and we are reaching out to him to get him on the air now. grif, what do you have in watertown? >> that account may be a little confused. i bet it is not quite at mit

most fingers are being pointed a @fbi. does this solidify what they're saying. >> i don't exactly understand how that logic occurs, but it does, i guess. you know, we're in a situation where the fbi conducts its own investigation here, gets as much as it can get, says it comes up negative, relays that the the russians twice, please give us more, we haven't found anything. in meantime they're wire tapping the mother and we don't know it. when you say people aren't talking to each other, there's going to be -- that's a given. in this situation and in these multinational terrorists or organized crime or drug traffic investigations, they're very reliant on each of the countries trying to give you as much information as you need to go on as so that's the question here. you know, what's done in the u.s. and what's done the fbi does an members of customs and state departments and others that belong on that issue. that's one issue. but it's a complete separate issue when they're investigating in the dark and don't know the underly

fbi gentlemen on last night who says the fbi once they closed it no longer had any authority to collectgence domestically. so now what we have got are at least two people that we know of who were investigated the fbi, that being major nadal hassan from fort hood and this guy. did they drop the ball? >> i mean, at this point, judge, within the coming days we know there is going to be a very thorough accounting. i know myself from background of federal investigators take it in good faith the fbi did did due till against and a thorough job in the case. the key here is what information came from the russian fsb the rough equivalent of fbi. they checked data bases. typically what happens is you go back to the service to look at what additional information is that is key. >> what is interesting is mike rogers in that clip that we saw basically says what robert just said is they went back to the other agency and they shut us down. wait a minute. if we had that information, i know you get thousands of terrorist tips all of the time, but when a foreign intelligence service contacts us and says w
