what has the fcc done? where's the fcc planning on going and putting together an action plan from there. if there is immediate need for action, you know, i would expect the republicans to act. but you know, if there's not an immediate need for action, they're going to take more time and address the issue in a deliberate fashion. >> host: gentlemen, if the broadband issue is opposed by 25% of democrats, is this a philosophical issue? is this a geographical issue? how does this one breakdown? >> guest: i mean, you know, part of it is philosophical. part of it is what is the extent to which the fcc should be involved in sort of internet network management. should prioritization be possible? i mean, what are the sort of expectations with respect to internet applications? but a lot of it also comes down to the planet. and i think that's a regional issue because i think a lot of members are more concerned with, you know, what is the extended deployment in my district or state? what are the seeds? what is the netw

so, you know, is the fcc going to wait until january or february for the congress to act, or is the fcc going to be patient and wait for congress to create an appropriate framework for internet services? you know, i don't think if it's just a question of, well, the fcc will wait if congress is going to enact legislation, achieve con consensus in both houses by january or february. they're, obviously, a lot of the public interest groups are pushing the fcc to act as quickly as possible. i don't think republicans feel a need for the haste of legislation because, again, they don't see a threat to the internet out there. >> host: immediately, you know, once republicans begin to take over the subcommittee, we've dealt with who might be leading it, republicans look for ways to maybe constrain the fcc or redefine its role in the broadband space? >> guest: well, again, to redefine -- >> host: in a more limited role, i suppose. >> guest: well, i mean, to redefine it would have to be legislatively. i do see them immediately engaging in oversight and really evaluating where's the fcc, what has the

fcc regulations. i wonder that the predicament we are growing -- from a larger view, an important illustration is that with greater frequency, we are seeing a number of these requests and appeals that is taking a considerable amount of time and rightfully so to deal with what the federal government handicaps us from being able to deal with. for me, i would like us to figure out the master plan kind of health care day, why don't we have some sort of master plan that allows us to consolidate what latitude we have to influence the decisions such as the constant upgrading and modernizing of these and does. so we'll be doing aggressive oversight over the fcc. and if we can get a bipartisan agreement, i'm very open to reforming the universal service fund. i think it's long overdue. and i think congressman stearns and congressman boucher in the last congress, the bill that they drafted together is a good first step or a good base on which to begin the legislative process there. but i guess just kind of yes nearbily -- generically the reason i would like to be chairman is i want to create a federal system that gives every american an opportunity to better themselves and their family and to do so on a level playing field. i don't support government mandates in all areas of our economy. i don't support the government telling people what they can and can't do except when it's necessary to protect the public health, public safety and on occasion to provide for the common defense of this nation. so i'm a free market conservative, and i think if begin the privilege -- given the privilege to be the chairman, you'll see a very activist energy and com

at the fcc's authorization from congress, for something called incentive option. how difficult will it be to get that in the timeframe that reasonable to get back and get it cleared for the large industry? >> guest: the only experience i can go back to is the digital tv transition with the fact that money could be generated for the treasury actually caused us to get over some objection that had been brought up at that time by the broadcasters. i think in the end things worked out pretty well. the digital tv transition was fairly smoothly. so as long as incentives, many matches for the treasury but also broadcasters i think mobile to get through that in a reasonable timeframe. but given what going on in congress, you don't know. politics can intrude. >> host: paul jacobsen talked about the incentive options to get to that magical 500 megahertz, how much of that will be through incentive options? >> guest: i heard chairman jenna chose to say today about 300 megahertz at the broadcasters are occupying right now. so if that's the case back into a fairly long way there

each path is regulated by the fcc. we realize this issue and the other issues raised in cup perhaps were not the core issue. clear wire recognized we wanted to make sure the neighborhood was heard. through the officers of supervisor campos, we were able to bring the property owners to the table. they sat down and executed a document which sets forth a plan to remedial the graffiti and the gaps in the fence. they have already run mediated the gaps and are today painting the graffiti. i think this is a good thing for the neighborhood and would not have been accomplished without the good offices of the supervisor. clearwater was happy to influence american -- clear wire was happy to influence american tower to do that. the wireless industry tries not to bring appeals before you. we did everything we could to directly address the issues the neighborhood was concerned about. we were only able to find that through meetings with neighbors and supervisor campos. there is an executed document now. american tower is stepping up
