they allowed the public to write into the fcc. >> and the last time the fcc tried to do this, the u.s. court of appeals for the 3rd circuit ordered the commission to hold up, that it should first evaluate the impact of any rule changes on the ownership by females and minority. what impact do you think this new rule would have on minority and women in the media? >> well, the truth is that right now, in terms of minorities and women, there is relatively, an embarrassing little amount of ownership. no one doubts that if you move to a situation where corporate america, the big guys, own more and more of the media, it will mean that minorities and women and those folks who don't have big bucks are going to be squeezed even further to the periphery. so it will be bad for minorities. it will be bad for women. and most significantly, it will be bad for american democracy. >> some people argue that newspapers are failing anyway. that they're going under, losing advertising, cutting their staffs, losing their readership. and that it would be a good thing for these big, profitable corporations l

the fcc is not dealing with widget production. it is dealing with the issue of how we create a vibrant democracy, where people hear all points of view and can come up with the best decisions that we can as a nation. >> would that be your response to the argument that the other side makes that the fcc is strangling, with slow regulations, america's competitiveness in the world? and that if we continue to tighten these regulations, they will not be able to find their place in the world market? >> bill, do you know where i heard that exact same explanation, defense? i heard it when wall street wanted deregulation. "we have to be competitive in the entire global economy. let's deregulate wall street so we can compete internationally." i don't believe that for a second. look, the issue is we live in a country where millions of people really have not had the opportunity to learn about the dynamics of what goes on in american society. major, major issues literally, get very, very little discussion. so the bottom line for the fcc has got

and the fcc chairman has called it culling the herd. well, we don't want any of our heard culled necessarily, but if somebody wants to go out of business, they can. but i -- the problem in all of this calculation is that this is an urban problem. this is not a rural problem. generally speaking, the urban stations, the ones that they want to go out of business are not going to go out of business. they're not going to volunteer. and the areas where they're out to get people to volunteer tend to be in the flyover states. and they don't need their spectrum. and so how this is going to work matching buyers and sellers is going to be a whole new exercise, and we will be cooperative as long as it's transparent. as long as the congressional mandates are observed to hold harmless those who stay. we don't want interference. we want to stay on the air. there's a lot of people that count on us. whether they get it over the air or they count on it coming through a wire or bouncing off a satellite. >> the fcc has said that it wants to move rapidly to

-- are there regulatory issues that you would ask the fcc about? >> preserving legitimate journalism. i think they are looking at some loosening of the ownership rules so that a newspaper, a television station can pool their capital to preserve good journalism, and that is a real threat. if we have to look to the internet for our news, a lot of people scratching their heads and wonder about its sufficiency, its credibility, and good reporting is certainly done at newspapers, and i think at television stations, i think importantly, and i think the ownership restrictions, if they were loose and to the degree -- to a degree would allow -- if they were innocent -- lucent -- loosened to a degree -- >> channels -- >> i believe broadcasters, because of their architecture, because of the values they serve, because it is free, and because it is local, we are a survivor. when television came along, everybody said that radio was going to win. we are still alive and well in both radio and television. we have an architecture in a niche that is very important, o

therefore, the fcc does as well. >> host: is there any kind of programming other than the fcc? >> guest: not that i know of. but our industry, not those other industries, serve all of the values that i just spoke

chairman, the fcc was directed to auction off to a certain amount of megahurz. if we do not see strong participation during the process, does the fcc have a fall back plan? >> our focus is on the implementing the statute. it is a very good idea to provide a mechanism to reallocate spectrums from existing commercial to broadband. i think caution is a good bye word. we are seeing more reason to be optimistic. my hope and expectation is we will see a successful process. we are optimizing all of our work to make the process simple, understandable. a lot of broadcasters could be in a position where they can make an economically rational decision. >> just in case it does not work out quite the way you feel it should, and you have a next step at all? i am sure you are looking at this not just in a linear way. you are thinking about other opportunities here. where do you see the next spectrum come from after the upcoming incentive option? are you looking at the 1755-1850 band? >> yes. we do not see these as mutually exclusive. the 3.5 gigahertz item, 40 mg that they vot

the fcc has now assigned all of the communications spectrum rights to this new national organization. my understanding based on our conversations last week is that the motorola system, the bay area regional system is now on hold. so, given the status of the motorola bay width system and the status of the other city departments' radio communications systems, we have also made two other recommendations requesting that the department of emergency management, which is the lead agency on the motorola bay web system, update the board on this system and how that works vis-a-vis the new federal policies and regulations. and to request in the department of technology, working with the department of emergency management. once they complete the studies that they're doing now on their coordinating the efforts for the rest of the city to bring those forward to the board of supervisors so that they are fully informed on what is going forward. >> thank you very much. supervisor kim? >> thank you. and i know that you don't represent the
