which is the fcc's authority to auction off terrestrial airwaves expired. and that's not a good thing. for three decades, the fcc has had that authority, we've run more than 100 auctions. in the course of those auctions, we've raised more than 233 billion dollars. i think we've delivered extraordinary value for the american people. those actions have made us a world leader in the wireless and internet economy. and it is absolutely essential that we continue to have that authority. this is a big part of digital age economic and national security. so, getting congress to continue to provide us with that authority is a big challenge for the future. and it's one we have to succeed at, i don't want to see others in the world take over our leadership position in wireless. and auction authority is a big part of making sure that we stay at the head of the pack. other big challenges, our airwaves are finite. like i suggested the beginning, we have to be really creative about how we repurpose them. one of the challenges we face is a law called commercial spectrum enh

does the fcc review pre ipo documents? >> i think that you said pre-ipo documents, you said if you are going to take the company public the staff of the scc does review those to see that they are correct. >> is it a publicly traded company? is it publicly traded? >> yes. >> so they invested in a company coin base that you apparently, from prior -- was engaging in illegal activity, all of their activities were laid out in their public filings in the s1 prior to the ipo and you did say that you believe coinbase is selling unregistered securities, correct? >> again i am not going to speak to anyone. >> you said that they are selling unregistered securities and this is your public comment. >> i think that with all respect i look forward to you fighting that because i'm trying to be very careful. >> we will help refresh your memory. in the concurred action settlement, the fcc stated in theory, max is a security. she reached a settlement for promoting an unregistered security the unregistered security is the theory i'm max. have

and it's a significant part of wh the fcc does. it's far from the whole thing the fcc does. so, the court will have to develop the lower court u have to develop a framework for determining, what is sufficiently structural. and tu'd also have a question, what non final agency actions are reviewable immediately. u have a very established rule that you can ordinarily get judicial re of a final agency regulation. but if the issue of the agencies a proposed regulation, and you thi exceeds the its authority under thetaute, et cetera. you can't get review of that. you have to wait for review until it is propagated in final form. under respondents theory, t would be at least a potential for somebody to say, well, if the agency officials who responsible for propagating the regulation are improperly insulated from removal or their activities or structure are subject to some other constitutional attack, we agency regulation, as soon as its proposed. until we know for sure whether the rule will be struck down, we can't make investment decisions, et cetera. it creates indeterminacy again

from donald trump in this reporting who wants less independence from the justice department from the fcc, the ftc. what to yodo you make of that? >> donald trump has undermined our rule of law. he's undermined our law enforcement agencies, and sure, there were abuses back in 2016 that required changes. christopher wray has made some transformation, but i've laid out here the broadest and most comprehensive reform of federal law enforcement in my lifetime, and i was there when ronald reagan moved the fbi into drug enforcement. i was there whenever george w. bush changed the fbi so under attorney general ashcroft, they would be engaged in intelligence collection and not just prosecution. so i've seen those changes. what this does is it makes our federal agencies more focused, more accountable, and more transparent, and that's the key thing under our -- whenever they have such power, we want to make sure there's good checks and balances in place. we're going to narrow the jurisdiction of the fbi. we're going to bring the fbi more in -- under the department of justice so that they're not fly
