speaker, i rise today to applaud the passage of h.r. 302, the federal aviation administration re-authorization act of 2018. this bipartisan legislation includes a five-year re-authorization of f.f.a. programs that promote safety and american leadership in aviation. it also strengthens consumer voices and invests in our airport infrastructure. importantly, the essential air service program was re-authorized for an additional five years through fiscal year 2023. this program is vital for rural america and ensures taxpayers and small rural communities are connected to the national transportation system. this program provides links to hub airports at more than 170 locations in 36 states and territories. including three in my congressional district which would otherwise lack commercial air service. reliable transportation play as key role in growing jobs all over the country and rural america should be no exception. additionally, this bill includes important reforms to the federal contract tower program, which is a proven record of enhancing aviation safety and provides significant cost savings to

speaker, i rise in support of the bipartisan long-term measure to re-authorize the federal aviation administration. i want to thank chairman shuster, chairman lobiondo, and ranking member defazio for all the work that they have put into this bill for nearly five years now. i'm pleased that we have come to a bipartisan and bicameral agreement to raise the bar on aviation safety, improve the experience for the traveling public, better prepare and diversify the aviation work force, increed the global competitiveness of u.s. aerospace manufacturers, and pave the way for drone operations. many reforms will have an immediate impact and benefits in washington state where i am from. general aviation contributes and estimated $3.6 billion to our economy and supports more than 30,000 jobs a year. improving the f.a.a.'s certification process for aircraft and other aviation and aerospace products, allows u.s. manufacturers like the smaller contractors and suppliers throughout my district, to get newer and safer products to market faster. the bill certification reforms will better enable u.s. aviation manufact
