the communicators" and look at their legislative agenda and the policy agenda of the federal communications commission. joining us are three reporters who cover technology policy. gautham nagesh of congressional quarterly, what's an issue that you see forthcoming in the next congress? >> guest: well, i think cybersecurity remains the top priority because of its national security implications. we saw that congress failed to reach an agreement on cybersecurity legislation in 2012 as perhaps many would have predicted. they remain very far apart because industry is very opposed to any sort of cybersecurity standards. that being said, the administration has threatened to implement a lot of their legislation via executive order which sort of gives them the negotiating leverage, and we've also had reports the economists reported that president obama addressed a secret executive collaboration between b the administration and the private sector. we will see more action, i think, in the first half. legislation still seems a very difficult proposition. >> host: go back to that secret directive. will that become

. >> and the federal communications commission agrees with fairfax county board supervisor sharon boliva, one of the first lawmakers to speak out about the outage. thursday the fcc issued a staff report on the 911 failure saying the problems could have been avoided if the communications providers that routes calls to call centers had fully itch meanted industry best practices and -- implemented industry best practices and called the disruption unacceptable and said the bureau would do whatever was necessary to ensure the reliability of 911. its recommendations include maintaining adequate central office backup power, having reliable network monitoring systems and conducting periodic audits of 911 circuits. boliva says she's seen some progress hoping there's more to help avoid any possible 911 failures. >> i think that they've made a lot of progress. first of all, in coming back and giving some assurances as to what technical changes they've made. one of the most important things that they've realized is that they've really let us down. >> verizon has taken several steps to improvement. t

federal changes of communication? >> that is the big question really. we've seen the commission at full strength with the confirmation of the democrat and everyone is waiting to see what the chairman chooses to do. there was speculation that he would leave office during the end of the president's term having served a full term himself. but those plans have been placed on hold. it looks like he may stay for some time. i think it is fair to say that his legacy is uncertain at that point. it has passed but many of its allies have either abandoned the commission in some fashion or arguing they did not go far enough in the rules that they implements and though rules are on shaky ground. the betting odds are they will not stand up to the challenge to the same court that through out its previous rules. reclassification is another option. i would not be surprised if they were struck down but regardless, i think the chairman what he chooses to do and if he leaves and who the president chooses to appoint would define the president's legacy. >> i think reclassification would be a huge poli
