now i'll turn it over to our good friend and leader of the federal trade commission, jon liebowitz. >> thank you, stu, for your leadership in this area, and what a pleasure it is to be here today to spotlight the efforts of the administration, congress, and not only a sound legislator, mary bono, a leader on privacy as well. federal trade commission, protecting consumer privacy online's in so doing i think all of us promote a thriving internet marketplace that is a cyber hope and really a cyber driver of our economy. now, at the turn of the century, one genius deployed leading edge technology and revolutionary selling tactics to transform the american market for consumer goods. now, before any of the company representatives with us today panics, that larry paige is to get a mention over are bill gates or mark zuckerberg over jeff, the century was the last century and the genius was henry ford. he said, and i quote -- it's not the employer who papers the wages. employers only handle the money. it's the customer who pays the wages. and he was exactly right. it is all about the consumer.

but the other thing is, why don't we leave it to the federal trade commission? it wasn't a unanimous determination, but they would create this new agency and so we work with it and, you know, i hear what you're saying, i understand your concerns, you know, there was obviously some debate, as you know early on about whether to just make those functions a part of the federal trade commission. >> so the opposite question is, why don't we just send that whole piece of what the ftc does there and you will focus on all of the things that you do well? >> there i would say, i think there are some people who believe overtime that that night happen. but there we had a very bipartisan view, it was joe barton, it was henry waxman, it was barney frank, who was your college classmate and backus, everyone agrees that we should keep our jurisdiction because we did a really good job and because there was uncertainty very, very early on. so -- >> you were very diplomatic and i understand where you're coming from and i have very little to add to what the chairman has said, except

we want to talk about the educational efforts being made. >> first of all the federal trade commission web site is the place i would recommend consumers start. look on their website, ftc.gov at business opportunity fraud and check with the state attorney general. the maryland attorney general is here. you can find their address on your state websites. the national consumers league is here. they have a site, fraud.org which is helpful to consumers. i would really advise people to not pay attention to the information from the people that are working possibly in fraud with the frogs there but to consider talking to their friends below quote consumer groups and consider giving someone i don't know $20,000 to make a lot of running. what do you think? consider hiring an attorney for one hour of consultation. there are a lot of places i would start but i would go first to the ftc. >> take a look at that disclosure document. >> streamlined one page. to serve as a warning. if you don't get that one page document the purchase last for it. if you don't get the runaround, leave. i want to echo som

debt collection abuse remains the largest single complaint we get at the federal trade commission. you know, ken is right. fighting this with cooperation of the justice department. but the complaints still go up. we will be doing more enforcement in this. we are also going after debt buyers. there is a new in dus trdustry there. stale debt used to be written off. now it is, zombie debt, because we can't kill it. and debt collectors are collecting stale debt with the greatest assistance of the justice department we settled a case against the largest debt buyer, asset acceptance, requiring it to let consumers know the debt is past statute of limitations before they collect on the debt. we are grateful for the justice department's help in this case. payday lending. payday lending abuse is on the ride. and lenders are now hiding offshore, or, residing on indian tribes and claiming tribal immunity. we filed a big case against one of these tribal, tribal payday loan, operations last week. there is more to come. job scams, business opportunities. with the unemployment rate still stubbornl
