i'm amy goodman feidin santana with juan gonzalez. juan: in south carolina, white police officer in the city of north charleston has been fired after being charged with murder for shooting a black man in the back as he fled. michael slater said he feared for his life and claimed scott had taken his taser weapon. but video showed slager shot scott in the back at a distance of about 15 feet. the video also appears to capture slager planting an object, possibly a gun, next to walter scott. charges were filed against the officer only after cellphone video emerged of the incident. on wednesday, the bystander, feidin santana, who filmed the killing spoke to nbc news. >> when i saw the scene, i was walking to my job and i saw mr. scott. i saw police after him, chasing him. i was on a phone call. i decided to go over there and see what was going on. what's was there a struggle? >> there was. they were down on the floor. they were down on the floor before i started recording. i remember the police had control of the situation. he had control o

the mother of the fire officer now facing a murder charge and my conversation with feidin santana, withoutvideo many believe none of this would be happening right now. we spoke just before air time. here's part one of that special. so feidin, i'm not sure if you had a chance to see the dash camera footage. we've now seen mr. scott's leaving the vehicle, running from the police officer. at what point did you first see him and the officer? >> i saw right after the first cruiser and they went inside. i was in the parking lot. i was witnessing everything. >> what's the first thing you saw happen between them? >> i went to the scene and mr. scott was already on the ground. the cop was on top of him. and he was just taser him, taser mr. scott. >> you could hear the taser? >> yes, yeah. i hear the taser. like i say, i can hear the sound. i didn't know how a taser sound, but knew it was something like electric sound. >> to be clear, was mr. scott on the ground being tased in you said the officer was over him? >> yes, yes. he was on the ground. and the officer was taser him. >> and then mr. scott g

eventually you will see feidin santana shooting that video.it in a moment and get it to you. t division has interviewed a key player in that south carolina police shooting. the man was the passenger in walter scott's car when he was pulled over chased then shot and killed by the former police officer, michael slager. cnn's brian todd is joining us once again from north charleston. he has been working his sources. what's the latest? what are you learning? >> reporter: well you mentioned that that passenger has been interviewed or has met with officials from the south carolina law enforcement division. we do have that confirmed. we have also been told by them that he has insisted that his name not be released so they are not releasing the name of that passenger in that vehicle. also a serious complaint tonight from officer michael slager's attorney andy savage who says that despite his repeated requests he has not received the same kind of cooperation in this case that the media has. he has not gotten investigative documents, audio and videotape

in just a minute we'll show you my exclusive interview with feidin santana, the video seen by millions across the country and across the world as well. first i want to walk you through the timeline. the timeline of the tragic events now being investigated by state and federal officials. the deadly encounter between walter scott and police officer michael slager started with a traffic stop. for a broken taillight, saturday morning, at about 9:30. officer slager fires a taser at mr. scott, who runs away. feidin santana a bystander, just happened to be in the area, recorded what happened next. [ gun fooirp ] . >> the officer then fires his gun eight times hitting walter scott five times. approximately 9:38 a.m. officer slager then radios dispatch. >> shots fired. subject is down. he's got my taser. >> officer slager then walks towards a motionless walter scott, tells scott to put his hands behind his back. he handcuffs the man, jogs back and appears to pick up something. another officer now on the scene, as you can see there, officer slager drops something next to walter scott. two minute

. >> reporter: john and christine, feidin santana said he was on the way to work and he spotted slager and scott and a struggle. he said the minute the two hit the ground he pulled his cell phone and started recording. >> they were down on the floor. they were down on the floor before i started recording. they were down on the floor. i remember the police officer had control of the situation. he had control of scott. scott was trying to get away from the taser. the taser, you can hear the sound of the taser. >> reporter: scott's family calling santana a hero for coming forward and sharing video. someone else speaking out on behalf of santana is the city's mayor. the mayor and police chief faced an angry crowd during a press conference. specifically when they were questioned about something that happened after the shooting. a question about whether or not the officer's performed cpr on scott. listen to what happened when the police chief was questioned about that. >> in the end of it what i saw was a, i believe to be a police officer, removing the shirt of the individual and performing

. >> and then another witness feidin santana pulls out the camera and just as he sees the scuffle between the officer and what happens there. officer slager fired at walter scott can eight times and hitting him four times in the back and once in the ear killing him. i wanted to discuss this now, and bring in retired police state neil franklin and op-ed columnist charles blow. and neil i have been wanting to ask you this for a while. we have been hearing that this is all about the training, which you have been saying, and he thinks that the officer was following the training, and he says that, don, i told you to listen to tape and he said,taser,taser,taser, and he is going to shoot it. and in training, you have to call out taser when you rare going to shoot it, and he is calling out taser, and then applying force and more force and when that does not work he goes up the chart, and first arm holds and then the tase er, and if that is not going to work and then you use lethal force and anything after this after the taser fails and are they going to say that he was just following the training

he grabbed my taser. >> feidin santana shot the video of the shooting. his account of the struggle is much different from that of officer slager's. >> reporter: was there a struggle over the taser that you saw? were they fighting over it? >> no. he never grabbed the taser off the police. >> reporter: santana said he was scared when he saw and heard slager's gun shots but kept recording. >> i didn't really thought that he was going to die or that he was dead. >> reporter: for a video that so clearly shows an unarmed man being shot in the back multiple times by a police officer -- >> i have watched the video. and i was sickened by what i saw. >> reporter: -- still, so many questions remain about what led north charleston police officers michael slager to fire eight shots at walter scott as he ran away. scott died shortly after being shot in an incident that began as a traffic stop, according to police documents. >> there are questions that i have in my mind that i can't answer right now. >> reporter: one of the questions, why did scott run. his brother pro

the video feidin santana shot led to the arrest of north charleston police officer michael slager. slaiger is charged with the murder of walter scott, who was apparently unarmed. regardless of why scott ran from the officer, what happened next was caught by santana as he was walking to work at a local barbershop. he turned the video over to the scott family who provided it to police and the media on tuesday. we want to warn you, the video is disturbing but it is essential to understanding this story. here is the relevant portion of it. [ gunfire ] after firing eight shots, the officer then tells an unresponsive scott to put his hands behind his back. when there's no movement, slager cuffs the man himself and without offering aid, leaves the body. he walks to where the scuffle began, retrieves an item and then appears to drop it next to the victim's body. more than a minute after scott fell to the ground a second officer starts to administer aid and directs ems to their location. now t remember, this all started as a traffic stop for a broken taillight. now the scott family is plann

what happens next is known only because of this video recorded by an eyewitness. [ gunfire ] feidin santana said the account over the radio -- >> shots fired. he's down. he had my taser. >> reporter: was not what he saw. >> we are not trying to -- >> reporter: slager has been charged with murder. his emotional mother told abc news she can't bring herself to watch the video. >> i hope god takes care of everybody involved. not only my family, but the scott family. i know they are grieving like i'm grieving. so, i want them to know that. >> reporter: the north charleston police department reported they tried to give first aid and cpr to scott after he was shot. saab tan that never saw that happen. abc news washington. >>> the clean up at an east bay creek after a cement accident could take up to a year instead of a few days. abc news was there in oakland this morning. a person noticed cement in the creek yesterday and called the water district. crews accidentally left a valve open for some time. officials say every bug and plant in a half mile stretch may die. the area will eventually recover.

and look here as he approaches that figure on the left feidin santana, the eyewitness capturing it all. this as newly released dispatched calls revealed by the time paramedics arrived it was too late. >> doa. >> reporter: they're interviewing this mystery man the passenger in his car as he made a traffic stop one week ago today. he was one of the last to speak with scott shortly before the 50-year-old bolted from this car and gunned down by officer slager moments later. now investigators telling abc news the mystery man who does not want his identity known was interviewed then let go. this as officer slager sits in isolation at a county jail his moments carefully watched to protect him from other inmates. >> nobody likes to see their child sitting in prison you don't think it's something that will ever happen to you. >> reporter: the raw emotions gered by the shooting on display at a candlelight vigil for scott last night. >> we need everybody, we need you and you. >> reporter: the preview of what's expected as family and friends say their good-byes today. we're only one week into this

the man who shot the cell phone video wednesday feidin santana and he says he was on the way to work when he saw the struggle between slager and scott. >> and i saw them down on the floor before i started to recording. they were down on the floor, and the police had control of the situation. he had control of scott. and scott was trying to just get away from the taser, which the taser, you know, you can hear the sound of the taser. >> reporter: the video appears to show that they started to wrestle over the object possibly the taser, and it is an object that falls on the ground as scott turns to the run, and then slager fires eight shots, and four strikes him in the back. at no point is slager yelling a warning, he just fires. and then he calls for back up. >> shots fired. suspect down. he grabbed my taser. >> reporter: then he is seen walking over to sleighcott on the ground and then drops an object near his body. the family believes he is focusing to plant evidence, and their focus now is justice and to remember him. >> he was a kind father and a very good friend and a very good br
