my name is ben paul, with justice for mario woods, led by felicia jones. october 2018 is when the department of justice released their reforms. as of october 2019, how many are completed? 29. that's about 10%. at this pace, they will complete in 2046. hillard hines did not say when the end is supposed to happen. if it's supposed to happen in may 2020, at this pace, there's no way. everybody's contract in this ends in 2021, and you're in danger of being asked to extend these contracts and delay justice even more. for black folks who are ten times more likely to be victimized by police use of force, they don't have the luxury of the delay. we ask you, the board of supervisors, to ensure that the sfpd complete these 272 reforms signed off by the d.o.j. without delay, excuses, or extensions. thank you. >> president yee: thank you. next speaker. >> hi. my name is francis and i'm here with justice for mario woods, directed by felicia jones. it's disgraceful to see after receiving recommendations three years ago, that they still have to impl willme-- implement 72

my name is felicia jones, and i'm asking the board to give me more than two minutes. one, that wealth and disparities in the black community, we have packets for you that will show you a lot of the information that chief scott brought to you, we have taken the time to put materials together. we have been to the county attorney's office, and lately, officer scott has invited us to the table to work with them. lisa, how do you want us to give you the packets? >> clerk: you can leave them right there. >> okay. thank you, lisa. one of the things for me is that even though the san francisco police department is working tirelessly on the recommendation, there is a lot of discrepancies, and one is that the use of force of black people is still up. black people use of force within the san francisco police department is ten times that of whites, five times that of hispanics. when you look at the arrest records, it's the same exact thing. some of the recommendations within the report -- now, hillard and hines is a contracted agency, that the external review of the recommendatio

[applause] and i say it is a perfect storm because when i look around and i think about felicia jones and dante and the folks who have been pushing on the inside to say that we need to make change, michelle and cheryl, the folks that have challenged us, but at the same time, i think about ruth and their work in the mission. and the work that is being done. this idea that we want to transform city hall is not about transforming the work that happens in this building, it is about understanding how the work that happens in this building impacts everybody outside. [applause] so they won't. i am so full right now because i know that there is not just the accountability and the demand to make this happening from -- happen from communities, but these three women, coupled with the men over here from the board of supervisors, they will make it happen. nobody here is afraid to be told that it is being done wrong and that we need to redo it. if you want it to work right, you all need to make sure that we are held accountable. i am excited about what is to come and being held accountable and movi

thank you, supervisor fewer, for calling this hearing, but more thanks to felicia jones for coming to this hearing. the black d-10 supervisor at the time asked what was the status of the police officers murdering san francisco residents? although the d.a.'s office has received millions of dollars for this purpose, why isn't anyone from the d.a.s office here? no further questions and updates have been done. reports need to be given quarterly. further, i commend chief scott for the firing of officer keyota. my grandson will be 44 by the time the reforms are done, and he's only two. one suggestion i have is for officers to be required to attend events such as graduations, sporting events. send the white officers. the black officers already know them. when you know your community, it makes it harder to kill them. >> president yee: enthuse. next speaker. >> hi. i'm sabrina hall. it's sad what's happening to our black and minority community in san francisco. many of us are left in jail, arrested. i was just here speaking on the juvenile justice center yesterday. i find it ironic that tomorr
