felicia taylor is watching from the new york city. felicia, what have we heard and learned so far? >> reporter: it's a careful dance because obviously the federal reserve chairman can't come out right and say anything ahead of the federal reserve meeting which takes place at the end of june, june 19th and 20th. so it's interesting that the expectation was that the stock market would actually rally in yesterday's session on the fact they were expecting to hear something. what he's been doing though is basically sort of admitting there has been slower than desirable growth in the marketplace and there could be room and the fed has left the door open for further stimulus, though not saying specifically what could be there. rather repeating himself that he's got the tools and, quote, is prepared to adjust holdings as appropriate to promote a stronger economic recovery. so far as you well know, things have been tepid. we had that slowdown in gdp, weak jobs growth. the number you mentioned today, fewer people signing up for unemployment claims is good, but it's not really the best we cou

felicia taylor joins me from the new york stock exchange. what exactly can the fed do?ederal reserve can do. it's not going to happen today because this is merely testimony in front of congress on capitol hill as to where the economy stands right now. it is a peek into what bernanke is thinking. they are expecting to hear some kind of information that will hint that there could be another round of stimulus. what that could be is an extension of what we have now, which is operation twist, which is expected to end at the end of this month, at the end of june or could initiate a completely other round of quantitative easing. this would be the third round we've seen. we heard federal reserve bank presidents hint at the idea that there is room for this kind of thing. that means they are worried that the growth down the road just isn't there, especially after that dismal number we got last friday on jobs growth. however, today's number was okay in terms of the number fewer people filing for claims. nevertheless it's not a trend in the right direction. we are hoping to hear so

felicia taylor, let's start with the basics of the deal. >> sure, kyra. the deal creates a banking union. one supervisory board that will oversee the eurozone banks, and that's important. obviously there are 17 different countries here. that's kind of what has been the problem. this will make coordination a lot easier with one body, overseeing banks, and one set of rules. this will allow money to be directly injected into banks that are struggling. it is similar to what the u.s. federal reserve does. until now, individual countries had to borrow money to help banks, and that drove up the country's debt load, which ultimately hurt the banks and meant they needed to borrow more money and made things more difficult. this breaks that vicious cycle. that's why investors are so excited. you can see how it translates on wall street already. >> so you're looking at this as a major breakthrough then? >> yes. >> cautiously. >> cautiously give a yes. not too many champagne corks yet. only a few. >> exactly. exactly. you know, it sounds good, but we've seen so many e
