i would not just say that fema is any old partner. pima -- fema is the lead. we talk about a year, part of this is -- you are right, some of them are non-profit and at some of them are government-run. some of them are for-profit. a good plan that would make sure headstart teachers and early chou good education teachers and counselors are part of that first responder team, coming back for rebuilding. the small business administration needs to make sure these day care centers get the loan they need. think about how difficult it is. day care center operators -- under our current laws and requirements -- it is difficult to get at $250,000 loan to reopen at the care center. -- a day care center. any bank officer would say, why are you opening a daycare center? she would say, we will never have children if we cannot provide a day care center for them. there is no wonder worthiness or their business plan is not viable. that is workable government has to say, under normal circumstances, you would not lend as person the money -- but under this plan -- under disaster fu

my four years at fema were positive but organizationally challenging and i will quickly point out fema which i had were different than the fema you read about in katrina. when president bush took over in '89, his selected chief of staff john sununu who had previously made it clear he would not permit or tolerate me being the director of fema because we had several differences of opinion about a nuclear power plant being brought on line when he was the governor of new hampshire and he wanted me to cut corners and i refused to do that. because i was no longer a director of fema, president bush offered me another job the position of secretary of various affairs, the first one. and i was delighted with that opportunity. louise was not. as matter of fact she was unhappy about that. she was saying at the 11th hour president bush gave the job to a defeated member of congress from illinois who turned all to be a disaster himself. and by the way i would be remiss if i did not point out that in my judgment i think the current secretary is doing an outstanding job plus he is a personal friend. ju

for the past three years zack has been helping kids at the renaissance the village and a smaller fema trailer parks and baker, louisiana. he has donated $8,000 in toys, sporting equipment and books. he has also held a holiday party in 2006 and 2007 for kids providing each with a toy and gift bag and providing their families with a ham provided by smith boots. for the past four years zack wanting to get the other kids involved in the community service and draw attention he started an ad that call 24 hours. this event brings together kids from across florida for 24 hours to stimulate being homeless for 24 hours raising funds, supplies and awareness. in november of 2007 zack walks 280 miles from tampa to tallahassee in order to bring awareness during the first-ever homeless youth awareness month. in 2008 he set out again from telehasim to it wannstedt to once again draw attention to the homeless and raise money to build a home through habitat for humanity for homeless families. in the summer of 2009, issac completed his law from his house to the white house. he believes that we all have

for three years, we have tried to get fema to accept in kind payment of the nearly $100 million we owewe think that's right. we think we deserve it. but they haven't agreed to give us in kind treatment. so spending any of the existing hurricane disaster reserve for any other purpose than this federal match would be unacceptable. because we have to have this money to pay them the nearly $100 million that we owe them today. when we look at state revenue for the first six months of the year, of the current fiscal year, july through december of 2009, that revenue was 8.1% below the level on which this year's budget was based. since the decline in december, i see no reason to expect any improvement in revenue for fiscal year 2010, the fiscal year we're in right now. if you figure revenue gets no worse this year, but stays at minus 8.1% for the rest of this fiscal year, the shortfall in revenue for the general fund and equivalents will be about $437 million for the entire year. just a fewing months ago, we estimated the shortfall would only be $371 million, but an 8.1% shortfall which is wha
