it's a lot more than just fema. everybody is expecting it's just fema who does the response and the recovery, they're mistaken. emergency manageable like a chair with four legses. one leg is the federal government, the second leg is the state and local governments, the third leg is the private sector and nongovernmental organizations and the fourth leg is a prepared citizenry that is properly insured and involves neighbor helping neighbor. well onfour legs to that chair are present, then disaster response and recovery goes pretty well. we have seen that model tapes in california, or as congressman ross said in florida. we have seen it take place in a lot of the minute and that's the common denominator success. that was not what was present going into puerto rico unfortunately and now i'm working every day to make sure that all four of those legs are part of that chair, because of one living is missing that chair is less stable and we have to do everything we took bolster state and local capability, private sector ca
