i join ferc in december 2017. by way of guiding principles and philosophies of governance i placed great waeight on the importance of the rule of law. any action by ferc or any other government al body must satisfy those legal requirements in full. i believe the policies and procedures should be efficient and effective to be sure we address in timely fashion any and all issues brought to us in our service to the public and we should review our existing policies and procedures from time to time to ensure they are best enabling us to fulfill our statutory mission and to serve the public. to that end, i have for example rent initiated a review of the commission's natural gas pipeline certificate application program and have reinitiated a review of the long-standing policies under the public utility policy act of the 1978 a iss that is have arisen on these matters in the past few ars. these steps are intended not only to enhance and improve the substance of the commission's work, but also improve our procedures we use

ferc is one and each has different lenses. ferc from a market base. merk. and us from national security perspective. so the day-to-day reliability is not something we take a look at. obviously, it's important. we contribute to it. we make r&d investments where it makes sense. but we also look at those investments from how they can be utilized from national security standpoint. we recognize, particularly given the recent evolution of the grid, particularly it's independence mostly on gas pipelines, that we have now reached a point where different than 20 or 30 years ago where if i lose the wrong gas pipeline, i can lose tens of thousands of mega watts of generation simultaneously. and that simultaneous loss of all those generators can then have deleterious effects through cascading frequency loss. as you well know as a physicist. and there are real risks in the system as a result of it. and unfortunately when we built these systems, both the gas pipelines, oil pipelines, electric transmission system, things like cyber security didn't even exist. and the word
