it's several hundred miles to the northeast of fiji.rhaps 1,000 miles north of new zealand off the coast of australia. joining us now is the meteorologist from wtvj. the great concern with any earthquake in a pacific island is the threat of tsunami. what's the time frame we're talking about as far as how quickly that might develop? have we already now reached beyond the danger zone since it's been 20 to 25 minutes now and at least it doesn't appear that beyond the initial 10 to 15 foot tidal wave things have gotten any worse? >> just like -- hello, david and tamron. good to talk to you this afternoon. just like a pebble in a pond, this is going to spread out in all directions. it's going to be traveling. it could travel for hundreds or thousands of miles. it's going to take some time before it reaches far away places like, for example, hawaii where there is a tsunami watch in effect right now. but, of course, it's only taken a few minutes to reach places like american samoa. very close to the epicenter of the actual earthquake. so it al

the tsunami warnings have been issued for new zealand and fiji. a tsunami ramp has also been issued for hawaii. nbc's tom aspell has been monitoring the developments from london. what else can you tell us? >> reporter: just a little over two hours ago, a 7.9 was recorded under the pacific ocean about halfway between hawaii and new zealand, close to the samoan islands. it's understood that shortly after that, a tsunami was sighted, a wave about five feet tall. we know from the capital of western samoa and from pago, pago, american samoa, that waves were seen there. we understand that some residents had already moved to higher ground, but the water came in about 100 yards offshore and then we see that again residents said they felt a big jolt. they were given some warning, and many managed to move to higher ground. now, we haven't any reports of damage or any casualties yet, but it seems that the quake was felt all over the samoan islands and the warning center has issued a report for new zealand, hawaii, and across to the samoan islands themselves.

you see french polynesia way over to the east of there, and you see, and fiji. i want to get to jonathan howe. if you are just joining us, a tsunami has been indicated at sea level in the area where this earthquake happened, and the earthquake has just been upgraded to an 8.3. jonathan hyde in our newsroom. what do we know. i know there are evacuation's. >> the big question is -- which direction is this tsunami moving in? is it headed south and west? in which case, the island of fiji, a vacation destination for many americans, is at great risk. obviously, further south, you head down towards tom got, and then new zealand. you can see the tip of new zealand at the bottom of the map. the capital auckland is already surrounded by water. if the troubles that far, there could be a great deal of concern in auckland. obviously, if it had in the of the direction, that why you would be directly in its path. we're told that there is concern among geophysicists in hawaii, so that is what they are looking for right now. which direction is this tsunami traveling in? shepard:

fiji, in the book "high on arrival" she claims her dad didn't want theory get married and entered thee had a blackout and woke up and found him on top of her. she described it as she was having sex with him. she is appearing on "the oprah winfrey show" today. >> disturbing on so many levels. >> no kidding. >> we are talking about cigarette smoking. it can be hard to quit smoking. it gets a lot easier when a judge is handing it down. >> this is a bizarre sentence. this goes to maui, hawaii. a guy was walking by a restaurant. he flicked a cigarette. that ended up starting a fire at the restaurant. that cigarette flicker pled guilty to third-degree property damage. you see him there. the judge says he is not allowed to use any tobacco products for a year. handing down that order, judge joel august said "perhaps it will add ten or 15 years to his life if he stops smoking." the punishment is unusual but serves the community and relates to the crime. another hawaiian judge said if someone swore in his courtroom he made them write i will never swear in court 10,000 times. a couple of judgmen
