treasurer of the fillmore district, on fillmore street. >> please continue. >> the financial and operational history -- as you are aware, this settles the financial and operational issues, and the current board has worked to overcome the financial difficulties that we have experienced. i would like to share with you a couple of unresolved concerns. i speak regularly with property owners and some have expressed a concern about the calculation methodology, and the use of their tax dollars. how have these estimates been calculated? and how has the annual budget been used to make a difference in their everyday life. these properties represent the percentage of the board. this is perpetual and that the current board those for the future board members. we see this with the decision making and the resource use. i would ask for you to instruct fell more to do the following. taking the opportunity to hold the election which allows all property owners to vote on the full commission, giving the board members a greater chance to affect this. they should hold property owner meetings, to discuss the metho

fillmore is in transition period because a lot of people don't understand that in the fillmore and japan town, for 45 years, this area of our city known as redevelopment e-2 project area was governed by a different agency than by city hall, a redevelopment agency. their land use and zoning code did not comport and did not reflect our own san francisco planning codes. operated by a very different government system in fillmore and japan town for 45 years. that period expired in january 2009. previous to that period, created some of the most significant upheaval in transformation in the fillmore and in japan town. we're now dealing with the after effects of that, where i'm proving legislation that help deal with i think some of the missteps of urban renewal this took place between the 1960's and 1980's. so that's a hodgepodge of things. >> you mentioned key issues with your district and things going on at the city. how will you balance the needs of your district with the needs of the city as a whole? >> i think my district as a microcosm in the city. if you look at the diversity of the popu

"japantown and the fillmore and the lower hate and upper hate -- lower haight and upper haight have benefited from beat officers. once the community, merchants and residents, get a taste of it, they hate when they go away. there have been long relationships between communities, such as the ones i mentioned, and beat officers. they keep feeling that they keep getting yanked. it is making people very frustrated. the second question is that there has been a great amount of emphasis, as well as you and i know, and try to help our youth of this part of our city. suggestions have been made that we are missing the point of young adults, especially over the age of 21, maybe 25. there's a population of young adults were the city and city services is just missing them altogether. there's an overemphasis of youth in this area. what can we do to expand our particular reach? beat officers, and talking about that population of people who are not getting the attention they should be reaching mr. mayor, you want to start? >> i have -- we have been here all day in district 5. first of all, i don't think that

we have watched a good portion of district 5 in the fillmore, in and around the area, and i have to say how ratifying it was to be with the mayor in the fillmore, talking about truancy, talking about public safety, talking with da gascon, and we want to get down to brass tacks issues, not as public safety, but the root causes of job placement, giving our youth something to aspire to, giving an adult something they can turn to, being able to reach out. that is what tonight is part of. it is not just but district 5, but citywide. we are facing the fifth year. there is a chronic budget deficit, or fourth year. it feels like the fourth year. we have navigated the budget in previous years. the difference in those years, there it is federal and state help. those deficits were considerably more than the local deficit we are facing now. the difference is that safety net that we would sometimes depend on from the federal and state government is not there now. san francisco is very much on its own. i have a hope and confidence that san francisco, for the partnership of the mayor's office and the

in this vacuum in japan town, there was the fillmore district with african americans and a variety of other people and they moved into the community. and then japanese americans get out of camp and they come back to their neighborhood that has been populated and made into a different life and different world and what happens when those two communities overlap and intersect? whose place is it, whose home is it? who is an american? how do we sort of coexist in this post war period where the people from that community are by and large marginalized, yet you have this whole kind of other thing happening where it's -- the war has been won, this is like new things, television is happening, advertising, this whole advertising thing is happening. so you have these marginalized peoples and what happens, is it possible to develop a kind of at that moment a cross-cultural community? is it possible to have kind of a multi cultural community that emerged from that moment? and so, in particular, that's what i wanted to explore. and part of the back drop is there was this extraordinary jazz scene hap

a second category of questions, there are a number of businesses in the fillmore and in japan town, small businesses, that are struggling to stay alive and suffering. what can the city do to help those businesses stay afloat and be able to really endure this economic downturn? what kind of help can they get from the city to turn around some of the depressed times? maybe mr. mayor or mr. wagner. >> thanks. i will touch on the revenue issue and turn it over to the mayor. there are a lot of initiatives that we are pursuing aggressively on the revenue side. some of them are traditional revenues. some of them are revenues you would not necessarily think of when you think of pursuing revenues. as greg from the health department said, we have been very aggressive in pursuing new ways to drawdown state and federal money. over the past two years, this year included, we will be able to say that we generated an additional almost $200 million in federal money, part of that from the stimulus, part of that through programs in the city, to help prevent cuts to our local services. so, we're being very ag

the interesting thing is millard fillmore is not anti-immigrant or anti capitalist. while they are holding the convention in philadelphia, the so-called city of brotherly love, millard fillmore is in the vatican meeting the pope. nobody knew that. it was not a problem. he comes back. the campaign runs. they do very well. they get 22% of the vote. one of the highest percentages in american history. what they wanted was their platform was to extend the citizenship for 25 years. at that point it was five years and if you intend to become a citizen you could vote. they want to extend this period to 25 years and take a franchise away from these immigrants. they don't become the major second party because in 1854-1855 the republican party is formed. they run for the first time in eighteen 66. john fremont is their candidate. he gets 35% of the vote. republicans in that election become the second party and the american party, skyrockets them. they fade away because the issue becomes slavery. war is approaching. there's tension between the north and south and they feel they

also, we closed the traffic lane on the north side of duboce between fillmore and church to make it a by-only line. it will be painted green. i think a lot of people were happy about it. we are trying to make it a transit hub to make it friendly to all the users at that intersection. i am going to give you a very brief overview of the funding plan. the majority of the work is funded by fta, 80%, with 20% of a proper -- prop k match and the prop k pedestrian program. we are glad that could pitch in some money to replace the existing overhead lighting with decorative lighting fixtures. also, by the way, dpw and puc joined us as part of this contract to minimize interruption to the neighborhood. they have worked this contract into the scope. they are good to be replacing and improving the water system. the total budget of this whole program is about $32 million. the project schedule -- we are already out in construction. the notice to proceed with the contractor was issued last month. the first phase of the construction, which is utility works, will start in june of 2011, this year. the
