we've been able to get low cost financing and we've been able to lock in some of the lowest bond financing rates since the 1960s and we are also taking advantage of refinancing some of the bonds to take advantage of these low rates and together we are saving over $500 million. so they have done a great job. the other lever is measure the capital improvements. we have done an incredible job to make sure our infrastructure is we keep it in an a state of good repair. that's another important factor. so i want to move into the mid cycle budget updates and so as you know the puc is a large city department that has three enterprises, water, power and sewer. we've had a lot of successes over the past year an i want to highlight a few of them that has a few budgetary impact. on the water side you are very familiar with where we are. we are nearly 75 percent completed on the we sip. one of the big stories that happened last year is we worked with bawsca. the other major component in the power side is we are moving to the cost services. our an operating budget is close to -- 50 percent of our operat

next under financing your business is the u.s. business women owners. we're joined by mark quinn direct director for northern california. >> thank you. >> welcome. >> thank you president adams. nice to address you here. thank you commission. actually i'm privileged to be able to do this. i think it's great to speak to both commissions. i'm a little surprised this is the first occasion that both of you have been meeting because i feel as soo much of what we see in san francisco related to small business relates to small business and women owned business, so it's surprise this is the first occasion to do it but i'm glad we had the opportunity to do it. i wanted to give you a little context. i decided instead a powerpoint i would like to have a conversation with you and if it's okay with you i am opened to be interrupted in the midst if that works for you all to answer questions. i want to give context around some of the issues that weren't discussed with some of the organizations here. first off i think that the micro-enterprise part of what sba sees and

sba does finance for business. they're buying commercial realist to operate the business there. >> >> and they're bigger so the average loan size is larger because of that. what we see for a lot of women owned business they're lower in terms of hard assets to run the business, personal businesses and home base businesses and we see a lot of the women owned business can have lower cost of entry and as a result able to run businesses without buying real estate to do that and as the businesses are getting larger we are seeing those are buying real estate to expand their business. i think what we will see going forward the percentage of women on business as they grow through micro-financing and more well established businesses a higher percentage and that's happened over time and sba lending in san francisco has grown to the teens and now to 30% of the business. >> thank you. >> commissioner shorter. >> thank you for the presentation. it's very enlightening. i think this is a hard question but one that has to be asked.

so >> so prior to 2007 from about 1999 to 2007 the city co- could file one finance form. that then a department came to the commission and a announced they were discontinuing the practice in the commission. and they had net file that wouldn't rebuild the system because it was going to cost a lot of money >> we don't have any additional. if the commission decided i didn't want to go in this decision staff would very quickly have to come up with an alternate and we wouldn't know what to do. >> we could say this isn't working for us but it is. >> what about the cost? >> for the first time we've maintained costs for 6 years static. in this it's going to go up. i think that net file has been for bearing to ask for more because the city has made strong pleas to the contractor of the city to recognize the budget and they've sort of recognized that. and another one is that by working with us to develop several different platforms set of xablts we've enhanced their ability to sell the product in other cities so it's compensation for it but the reality of inflation it's not really
